Elevations or profile da no+ shown for the turnaround. ?his information is necessary. I would recommend using alternate profile as it would require less excavation into the steep slopes on the East side of the road and also use longer V.C.'s for better sight distance. 2. The 36ft.- width road is not centered in the 50 f+. R.O.W. The West side is on the R.0.1 I see no objection to this. It would lessen slope excavation on the East side. If non-centering is approved, would suggest. a 5 ft. easement on the West side if any future underground telephone and electric service line instailations are to be consider. 3. S'abilization of topsoil and seeding will be necessary on sections of the East slopes. '!ape and extent, of same should be shown. 4. No curbing is shown on turnaround. Curbing should be used. 5. The stone-lined gutter, if used, between the curb inlets at. the L.B.'s on the East side instead of regular curb would probably get silted in time and not provide much infiltra- tion. It would still function for runoff. 6. Road section does not indicate type of pavement. ' I assume the 'town specifications for - nilvermix, etc. is to be used. 7. Plan should show necessary clearing and grading East and West at the Mill Rd. intersectit for exiting traffic sight distance. This could be determined by field inspection. 8. Would recommend a 24 ft. width one way pavement for the turnaround with appropriate. R.0.1 width, say 36 ft. 9. Some type of guide rail should be installed in the 7 ft. shoulder around the recharge basin area. DRAINAGE Runoff into the drainage syst.em from lot areas is estimated from the East side of the road only, 'he West side slopes away from the road. Based on the Van Tuyl contour map dated 6/6/80 and the high point on the alternate profile, 164,000 S.F. of lot area and 40,725 S.F. of 36 ft. width pavement (incl. turnaround) will drain to the R.B. Also, 27,600 S.F. of lot area and 9,900 S. F. of pavementwill drain toward ?Ii11 Rd. The recharge basin area does not show elevations or pipe inver*s for the 24" outfall pipes fr `he L.B. 's at Sta. 9 25. This part of the system is not in its final presentation. I would recommend that the 100 ft. dia. R.B. have a depth of 3 ft. with side slopes at 1 on 3 This would give a capacity of 19,700 C.F. Pavement and lot area runoff to the R.B., 9560+ 6150 - 16,010 C.F. R.B. capacity without infiltration 19,7100 C.F. 8-2 ring with dome pickup (L.B. 's(without infil'ra'ior0,200 C.F. The drainage system going North is satisfactory with the above H.B. rec< mmendation. Pavement and lot area runoff South to Mill Rd. amounts to 1570+ 1610 - 3180 C.F. Would recommend that the two L.B. 's at, Mill Rd. both be 3-ring with domes (11.40 C.F.). This would not take care of a 2" rainfall/hour but with infiltration would probably handle 1" rainfall in 1 hour. See no objection to le+ any overflow go down Mill Rd. AI "ERNA'^E DRAINAGE SYSTEr TO R.A. Keep the L.B.'s Sta. 9 + 25. Install the other 6 pickup L.B.'s (pipe connected) underground in the recharge basin area. Use a depth of say 1.5 ft.. at the 100 ft. diameter area for ponding which would amount to 10,770 C.F. Capacity of 6-2ring L.3.'s with domes is 2400 C.F. Infiltration in the ponding area alone would approximate 12900 C.F./hr. Department staff have advised that until such time as it can be satisfactority established that any proposed "maintenance dredging" meets the criteria of the land use regulations of the Tidal Wetlands Act, that such a proposed dredging activity would be subject to those same regulations which apply to any "dredging" activity. Absent such evidence, it is probable that any "dredging" permitted, would be more—limited in scope than you envision. Mr. Raynor, Chairman of the Planning Board, advised me that the Town Trustees would probably not permit any dredging past the existing bulkhead limits which is in the proximity of the existing boathouse structure. — Dredge Spoil. Department staff have advised that it is probable no approval would be given for any proposal to deposit dredge spoil on any site seaward of the landward limits of tidal wetlands, or in any part of Sebastians Gutter. Further,while it is probable that approval would be given for the depositing of dredge spoil on an upland site, there would be many limiting conditions to insure its retention and minimum impact of the spoil—site environment. It is therefore improbable that approval would be granted for filling any tidal wetlands or enhancing (expanding) any existing upland or dredge spoil "island," located either within your property or the adjacent O'Keeffe property. Sebastians Cove Development Plans. I confirmed that a 4—lot minor subdivision, subject to a Declaration of Covenants and Restrictions, has been approved and is of record. The enclosed print of Encon Map No. 10152, has been color highlighted to show the extent of those approv development committments on the subject property. The evidence of this co:mnittmen is found in Deed Liber 9195 at Page 137, recorded in the Office of the Suffolk Cou Clerk. CitIIZiI ) 11102. Mr. Raynor advised me that it is "remote" (improbable) that any approval would be given by the Town for a re—zoning of Parcel 42.2B (Section 2) to permit a future light multiple residence use. Accordingly, you will also find here—enclosed a specific offer for each of the two acquisition parcels. The offer amounts are still consid ered to be fair representations of market value. The Department staff have advised me that the extent of acquisition interest in Parcel 42.2A is un—alterable. I am advised however, that the extent of ultimate acquisition for Parcel 42.23 is flexible (reduceable) dependent upon the success of negotiated purchase efforts. Our runoff estimates are based on the drainage plan by Van Tuyl Surveyors, dated 3/20/80, and the general topographic information shown on the 1/18/77. subdivision sketch plan. As we discussed with the developer and the Southold Town Planning Board last year. • topographic map with two-foot contours (existing and proposed) is needed before an accurate review of the drainage system can be made. Details of the teaching basins and the stone-lined gutters should also be submitted. Until this information is received, we can only make general comments and rough calculations. .;..'a The Van Tuyl drainage plan shows five sets of leaching basins draining five separate watersheds. The set of six basins planned at the inter- sectAon of Sebassian's Cove Road and Mill Road should drain stormwater runoff from a 10-year frequency storm (5.0 inches in 24 hours) in about one hour. Runoff from a 50-year frequency storm (7.0 inches in 24 hours) +.; should drain in approximately two hours. The second and third sets of basins, in front of Lot 2 and in front of Lot 9. should perform at approx- imately the same rate. The two northernmost sets of basins, in front of Lot 8 and in front of Lot 7, will drain runoff from a 10-year storm in about two hours and runoff from a 50 year storm in about four hours. These calculations are only estimates. We recommend that the Town re- quest more information from the developer before deciding upon Rhe adequacy of the drainage system. The pro- posed steep slopes which will surround the Mill Road leaching basins should also be well stabilised with rock. The steep slopes on the property make timely stabilisation of all disturbed areas particularly important. The road basks and cleared lots should be seeded with grass and well-mulched as soon as possible after land-disturbing activities are completed. Efforts should also be made to keep runoff water from flowing down the park access road towards Mattituck Creek. Soil limitations for sewage disposal fields range from moderate to severe. depending upon the severity of the slopes involved. The rapid permeability of the site's soils may also result in a pollution hazard to groundwater and water bodies in the area if sewage disposal fields are installed. Sincerely. I have proceeded on the principle, previously expressed to the Board, of conserving the rural nature of the property as much as possible. The sloping hillside, the detailed local contours and the porous quality of the soil have encouraged me to submit a non-conventional proposal, which I hope will win the sympathy of the Board. I have consulted with the Soil Conservation Service and I believe my proposed natural water disposal design conforms to their latest thinking. I enclose several copies of the reasoning underlying my proposal. Basically, the design is intended to make maximum use of the most natural means of runoff control and containment. Mill Road, west of Reeve Road, is very lightly traveled, dead ended about 700 ' beyond the proposed location of Sebastian's Cove Rd. and paved for a width of about 24 ft. It is extremely unlikely that Mill Road will ever be widened, extended across the channel or carry any substantial amount of traffic . 2. Sebastian's Cove Rd. will directly service only eleven homes, cannot be extended to the north and, even if connected eastwards to a development of the Krupski land, is very unlikely to carry any significant amount of traffic. It is reasonable that Sebastian's Cove Rd. need be no wider than Mill Rd. 3 . Construction of an easterly leg of Sebastian's Cove Rd. to accom- modate future possible development of the Krupski land is not now practicable. The slope to the east is over 10% and cannot be reduced without excavating on Krupski 's land. It is proposed that the development map show a fifty foot easterly strip reserved for future access, but no clearing of trees, rough grading or other disturbance of the natural state of the land be undertaken at this time. 4 . In the meantime, provision must be made at the end of Sebastian 's Cove Rd. for a turnaround and legal frontage for lots #5 and 6. It is proposed to construct an interim turnaround, conforming to zoning standards, to be approved for use until such time as an easterly leg is available. 5 . The sandy soil and the detailed terrain on which Sebastian's Cove Road is proposed to be built are particularly suitable for adoption of the most natural methods of drainage control. By plac- ing the pavement towards the westerly edge of the R.O.W. and tilting it slightly to the east, rainfall can be contained on the uphill side of the R.O.W. The porous sandy soil and the terrain along the east edge of the R.O.W. permit a natural water absorb- ing system consisting of foux' shallow collecting basins. • ! 2 . (or ponding areas) interconnected by gutters or ditches along the east side of the pavement. This system will make maximum use of the rainfall to sustain roadside vegetation and replenish groundwater. Unlike curbs and catchbasins, no water will be channeled on the pavement to form streams and no maintenance of catchbasin inlets or cleaning out will be re- quired. The proposed ditch and ponding area system has been designed to accommodate rainfall north of the boundary between lots #1 and 2 . A feature of the system is that under the worst conditions of frozen ground, water can still flow northward down a gentle slope and be contained by the ponding areas . 6 . The initial part of Sebastian 's Cove Rd. has to have gutter and catchbasin provisions to control runoff. It is proposed to use a stone lined gutter along the east side of the R.O.W. ending in a catchbasin at the entrance onto Mill Rd. Stones of 6" to 8" diameter are a natural material in ample supply on Long Island and will preserve the naturalness of the terrain. A stone lined gutter is believed to be superior to blacktop or curbs that hold the water on the pavement. Stones are unaffected by frost and thaw, do not require maintenance and slow down the velocity of the stream. They also, of course, allow percolation of some of the water into the soil, which blacktop does not. Since runoff from the bank cut must also be considered, a stone lined gutter will take care of both the pavement and bank. Use of cobblestones to pave steep roads has been demonstrably successful for centuries in all parts of the world. 7 . The intersection of Sebastian's Cove Rd. with Mill Rd. does not have a clear view of approaching traffic. It is proposed to clear the bank of lot #11 enough to provide line of sight for a - driver of a car stopped at the edge of Mill Rd. to another car in Rw • • 3. the westbound lane and 200 ft. east of the intersection. The cutback will be designed to disturb as little of the existing natural bank cover as possible. As you know, there is an existing dwelling on the said premises which is deteriorating due to the lack of occupancy. This building can be "rescued" by my clients purchasing said premises and repairing it. They intend to use the dwelling as their permanent residence. Due to the length of time it takes to have subdivisions approved, and if my clients do not obtain possession of the premises within a reasonable time, it is very possible that the dwelling that they are purchasing will be beyond repair. DAVIS DATE: May 4, 1979 RE: SEBASTIAN'S COVE at MATTITUCK Section One COMMENTS: I inspected the above subdivision on May 4th. The 50 et. R.O.W. has been cleared and the trees removed, Stumps remain on the site. Partial rough grading has been done, only enough to haul out the trees. 'The amended road profile (Dated April 12, 1979) does not show road grades, only the original surface. This 0.S. profile is in substantial disagreement with the road profile (Amended November 22, 1978) showing the 0.3. and proposed road grades. I assume that this later 0.S. profile (4-12-79) showing 5 elevations is from field survey. The center line area has been excavated but from visual observa- tions on the east side of the R.O.W., the elevations appear reasonably correct. The original surface profile (Dated May 1, 1978) for the proposed future East- West road does not appear to be correct - - by eye considerably less than the 11% slope shown meeting the property on the East side. Some contours on the map dated (Amended 4-30-79) do not appear to agree with existing conditions. The 50 and 55 contours on part of the East side of the project are in question. Aerial contours in heavy tree growth, such as in this subdivision, can be very approximate even when the photography is taken without foliage. " Please be assured that I have no misunderstanding as to the requirements of the Planning Board or the sig- nificance of the information from the Soil and Water Conservation District. I understand that no prior approval is implied by the Planning Board or the Conservation District. I asked for an opinion regarding the soil simply to have official confirmation that it was suitable for swales before I went to the expense of having the road designed accordingly. Mr. Van Tuyl is now engaged in obtaining an accurate road profile and designing a proposed road plan which will be based on the presump- tion that the soil is suitable for swales. No other prior approval by the Planning Board or any other authority has been presumed by me. I rather hope, however, that the Planning Board will be sympathetic to my effort to keep Sebastian's Cove as rural and simple in appearance as the other older developments lying to the south along the east side of Mattituck Inlet. They seem very attractive and apparently quite successful and I would hope that their precedent can be applied to Sebastian's Cove. The following is an excerpt from my minutes of the meeting of February 13th. "Mr. Raynor stated that the Board has not received the new profiles requested so can't answer all the points raised by the County. As far as drainage structures, erosion and sediment controls, the applicant should be sent a copy of the County letter and should be asked to send as soon as possible the engineering work. Mr. Dean, at a meeting held February 2, 1979 expressed concern about the park and playground area. There was discussion that if it became public it would be the only town access on Mattituck Creek that would have a launching facility. However, this subdivision is not designed to carry that type of load. Mr. Dean never gave a final answer on it. Mr. Raynor feels that Mr. Toumanoff should come out and discuss Sections 2 and 3 with the Board Mr. Toumanoff had mentioned at an earlier meeting that he was interested in possible changes of zone for multiple use and business. " The Board has asked me to send the map to the Soil and Water Conservation District and I will do so upon receipt of same. The Board asks you to attend the March 5th meeting at 7: 30. I am very anxious to preserve the rural, wooded character of the land. It seems feasible to minimize the destruction of trees and preserve the natural character of the land by using swales for road drainage within the 50ft. wide R.O.W. over most of its length. Before proceeding with a final road plan I would very much appreciate receiving your permission to base the road plan on swales to the greatest practicable extent. Large or rare species of trees, naturally growing flowering trees or shrubs and decorative ground cover shall be preserved to the greatest extent practicable commensurate with normal use of the land for single family living. 9 . Domestic animals housed outside the principal dwelling are allowed, but shall not exceed two adult dogs and/or one horse maintained for riding purposes only. Birds kept outdoors shall be securely fenced and shall not create a nuisance to neighbors. 10. All runoff caused by changes to the natural growth and terrain of a lot shall be contained within the boundaries of the lot by appropriate landscaping. For purposes of design a rainfall of three (3) inches in one hour shall be assumed. Downspouts and dry wells shall be required on all major buildings. 12 . The premises shall not be used for any commercial activity of any kind or any manufacture, fabrication of goods, breeding of livestock for sale, or display of advertising discernible from outside of the principal dwelling. Professional activities may be practiced within the premises provided no more than two persons are engaged in such activity and no more than two automobiles of clients are parked on the lot or in the road at any one time. No well or other individual water supply system or any individual sewage disposal system shall be permitted on any lot unless approved as to design, location and construction by the Suffolk County Department of Health or such other State, County, Town or Village authority having jurisdiction over public health. No water pumped from the ground of any lot shall be used for any purpose other than household needs within said lot. No water shall be discharged beyond the boundaries of a lot except in case of an emergency. 14 . All owners of lots and their invited visitors are hereby granted an easement for the purpose of ingress and egress, in common with others, at their own risk, over the roads shown on Exhibit "A" . All owners of lots are hereby granted the right to use (pursuant to reasonable regulations from time to time pro- mulgated by the Declarant or by an association of property owners succeeding to the rights of the Declarant hereunder) , in common with others, at their own risk, the Park and Playground areas shown on Exhibit "A" . 15. The Declarant reserves the fee title to the bed of the roads shown on Exhibit "A" together with the fee title to any and all drainage and Park and Playground areas thereon shown, and the Declarant shall have the right to dedicate said roads and drainage and park areas to the Town of Southold without the consent • • Page 4 . • of the owner of any lot or of the holder of any lien thereon or any interest therein. All such owners, lienholders and interest holders shall execute, if requested, any and all instruments necessary to effect such dedication purposes . This reservation of fee title shall terminate upon acceptance of dedication by municipal authorities. 16. An easement along the roads on said map and over any other area necessary is hereby expressly reserved for the erection and maintenance of poles and wires and conduits and of all proper and necessary attachments for electric power, telephone service, water and cable T.V. and for the construction and maintenance of any utility easements; provided, however, that said easements shall be over areas designated by municipal or public utility authorities. 17. Paragraph 15 above notwithstanding it is the Declarant's intent that the road and Park and Playground remain private and no dedication of the road and Park and Playground shown on Exhibit "A" shall be made to any municipality without the voluntary written consent of the owners of no fewer than nine (9) lots plus the owner or owners of the fee title to the land shown as Sebastian' s Cove, Section Two on Exhibit "A" . 18. Each lot shown on Exhibit "A" shall be entitled to the exclusive use of no less than twelve (12) feet along the shore line of the Park and Playground area shown in Exhibit "A" for the purpose of establishing a slip for the mooring of a boat. Such slip shall be used by the lot owner, his temporary guest or tenant and may not be rented to others. Slip locations shall be assigned to each lot by the Declarant. 19. At such time as eight (8) lots are in separate ownership a Property Owners Association shall be formed and shall be duly incorporated according to the laws of New York. The Declarant, his successors and assigns, will assign all of his rights, duties, and obligations hereunder to said Property Owners Association. Each fee owner of a lot shall automatically be a member of such Property Owners Association; however, each lot shall be entitled to only one vote. Rules and By-Laws of such Association, not incon- sistent with these covenants, shall be adopted by affirmative written vote of the owners of no fewer than eight (8) lots, and shall thereupon become binding on all the lot owners. 20. Each and every lot shall be subject to an annual charge in an amount that will be fixed by the Declarant, his successors and assigns, not, however, exceeding in any year, ten (10) percent of the aggregate real property tax levied on all the lots divided by eleven (11) . Any assessments in excess of the annual real property tax levied upon the road or Park and Playground shall be added to the above described charge. No activity of any kind shall be conducted on the premises, within any lot or in any part of the land described hereinabove, which shall cause obnoxious noise, odors , dust, smoke, lights , radio emissions nor any other externally discernible effect which shall cause an annoyance or nuisance to neighboring properties . 13. No well or other individual water supply system or any individual sewage disposal system shall be permitted on any lot unless approved as to design, location and construction by the Suffolk County Department of Health or such other State, County, Town or Village authority having jurisdiction over public health. No water pumped from the ground of any lot shall be used for any purpose other than household needs within said lot. No water shall be discharged beyond the boundaries of a lot except in case of an emergency. 14. All owners of lots and their invited visitors are hereby granted an easement for the purpose of ingress and egress, in common with others , at their own risk, over the roads shown on Exhibit "A" . All owners of lots are hereby granted the right to use (pursuant to reasonable regulations from time to time pro- mulgated by the Declarant or by an association of property owners succeeding to the rights of the Declarant hereunder) , in common with others, at their own risk, the Park and Playground areas shown on Exhibit "A" . 15. The Declarant reserves the fee title to the bed of the roads shown on Exhibit "A" together with the fee title to any and all drainage and Park and Playground areas thereon shown, and the Declarant shall have the right to dedicate said roads and drainage and park areas to the Town of Southold without the consent • • Page 4 . of the owner of any lot or of the holder of any lien thereon or any interest therein. All such owners, lienholders and interest holders shall execute, if requested, any and all instruments necessary to effect such dedication purposes. This reservation of fee title shall terminate upon acceptance of dedication by municipal authorities. 16 . An easement along the roads on said map and over any other area necessary is hereby expressly reserved for the erection and maintenance of poles and wires and conduits and of all proper and necessary attachments for electric power, telephone service, water and cable T.V. and for the construction and maintenance of any utility easements ; provided, however, that said easements shall be over areas designated by municipal or public utility authorities . 17. Paragraph 15 above notwithstanding it is the Declarant's intent that the road and Park and Playground remain private and no dedication of the road and Park and Playground shown on Exhibit "A" shall be made to any municipality without the voluntary written consent of the owners of no fewer than nine (9) lots plus the owner or owners of the fee title to the land shown as Sebastian's Cove, Section Two on Exhibit "A" . 18. Each lot shown on Exhibit "A" shall be entitled to the exclusive use of no less than twelve (12) feet along the shore line of the Park and Playground area shown in Exhibit "A" for the purpose of establishing a slip for the mooring of a boat. Such slip shall be used by the lot owner, his temporary guest or tenant and may not be rented to others. Slip locations shall be assigned to each lot by the Declarant. 19 . At such time as eight (8) lots are in separate ownership a Property Owners Association shall be formed and shall be duly incorporated according to the laws of New York. The Declarant, his successors and assigns, will assign all of his rights, duties, and obligations hereunder to said Property Owners Association. Each fee owner of a lot shall automatically be a member of such Property Owners Association; however, each lot shall be entitled to only one vote. Rules and By-Laws of such Association, not incon- sistent with these covenants, shall be adopted by affirmative written vote of the owners of no fewer than eight (8) lots, and shall thereupon become binding on all the lot owners. 20. Each and every lot shall be subject to an annual charge in an amount that will be fixed by the Declarant, his successors and assigns, not, however, exceeding in any year, ten (10) percent of the aggregate real property tax levied on all the lots divided by eleven (11) . Any assessments in excess of the annual real property tax levied upon the road or Park and Playground shall be added to the above described charge. The owner of any lot, himself, his heirs, successors and assigns, covenants he will pay this charge to Declarant, his successors and assigns, on the 1st day of January in each and every year, and further 110 410 Page 5. • covenants that said charge on said date in each year shall become a lien on said land and shall continue to be such lien until fully paid. A party, by the acceptance of a deed, hereby expressly vests in the Declarant, his successors and assigns , the right and power to bring all actions against the fee owner of the premises hereby conveyed or any part thereof for the collection of such charge and can enforce the aforesaid lien therefor. 21. It is the Declarant's intent to develop Sebastian's Cove, Section Two, as shown on Exhibit "A" as a multiple residence area, and Section Three as a marina. Each owner of a lot in Section One, by acceptance of a deed, gives his consent to such development and covenants to interpose no objection thereto. Upon realization of such development the owner (s) of Section Two shall equitably contribute to the cost of maintenance of the Park and Playground and shall have an easement for the use thereof in common with the lot owners of Section One. Section Three shall have no rights in Sections One and Two. 22 . These covenants and restrictions shall run with the land hereby and shall bind and inure to the benefit of said parties hereto, their heirs, administrators and assigns , until January 1, 2025, with the exception of Parag. 14 & 18 herein which shall be perpetual, and such covenants and restrictions may be enforced by an action at law or in equity. These covenants and restrictions may be extended and shall become binding on all lot owners for additional twenty-five (25) year periods upon voluntary affirmative written declaration prior to their expiration by the owners of no fewer than eight (8) lots. 23. Invalidation of any of the aforesaid covenants and restrictions by judgment or court order shall not affect any of the other provisions which shall remain in full force and effect. C&GS chart #363 (my copy is dated Feb. 1969) shows this branch as "dredged to 6 ft. , " thereby corroborating the claim that it was navigable water at some time in the recent past. The right to restore this channel to its previous depth of 6 ft. at low tide is of the essence to the claimed value of the property. Dear Mr. Wickham: In accordance with your request the staff has examined the proposed subdivision layout for a 14.699 acre tract reputedly owned by George and Jane Toumanoff and offer the following comments on the map for your use. Relative to Mattituck Creek and adjoining wetlands the Commission will probably require that: 1. Adequate drainage structures be provided on site to contain all stormwater runoff resulting from the development and improvement of the subdivision and any of its lots. The capacity of the proposed catch basins with leach- ing pools was not indicated in the preliminary material. This information should be provided with final referral. 2. Erosion and sediment control requirements be imposed due to the nature of the terrain and proposed clearing and grading. These controls will be necessary to insure that the runoff will not carry soil and other deleter- ious material onto the meadows or into the creek. 3. Sanitary facilities be located at a minimum distance of 100 feet from the edge of the meadows and edge of water. From both the Town and County points of view it would appear prudent to require, at this time, a development plan for Sections Two and Three. This will insure proper coordination between sections and will also help the subdividers to avoid self- ' imposed hardships by locking themselves into an unreasonable layout due to lack of advance planning. From the point of view of townwide consideration a few of the elements of the layout of this subdivision bear reconsideration to insure a viable residential area. Most important is the location of the proposed intersection on Mill Road. Measures ♦ • Mr. John Wickham - 2 - February 5, 1979 must be taken to insure that there is adequate sight distance for vehicles leaving the subdivision. The location of the proposed road at a sharp bend in the existing road coupled with the steep wooded slopes along the side of the existing road may obstruct or minimize sight distance. To improve the alignment of Mill Road it is suggested that horizontal curves be utilized to eliminate the kinks (bends) in the current alignment. Current planning practice dictates that a horizontal curve with a minimum center-line radius of 250 feet be used when the change in road direction exceeds 5° to avoid the appearance of a kink. Use of horizontal curves tend to improve the visual qualities of the subdivision by providing different and changing vistas. It would appear that the length of the proposed street is excessive. The maxi- mum length for a dead-end street is considered to be 800 feet where the zoning calls for minimum lot size of one acre. Consideration, therefore, should be given to pro- viding a tap street to the property to the east. When the adjoining property is developed the tap street will provide an alternate access to the subdivision for emergency equipment and the residents. Staff comments on a preliminary map do not constitute a review of the map by the Suffolk County Planning Commission. When the map has been finalized it should be referred to the Commission for review pursuant to Section 1333 of the Suffolk County Charter. Very truly yours, Lee E.
