The following letter was directed by Mr. Wickham to be scent to Mr. Schriever regarding his subdivision in Orient. "We have received information from numerous people in the Orient area that they do not look favorably on another connection to Village Lane. The information has just come together; hence the delay in getting this memorandum to you. This lot lies within a subdivision that was approved in 1975 by the Planning Board. The subdivision owners, Bennett Stark, William Esseks and Donal Dennis, were required to set aside this land for Park and Recreation purposes. However, it appears that they were not required to set up a homeowner's association to ensure the maintenance of this lot for that purpose; and evidently, they chose not to deed the Park and Recreation land to the lot owners within the subdivision. After the road was constructed, the Town took dedication of the road and the adjoining drainage area leading to the Creek, but not -"e Park and Recreation lot. In 1988, title of this lot was conveyed by Donal Dennis and others to the County for payment of taxes. Claire Glew of the Assessor's Office spoke with Real Property and was told that there are no back taxes owed on the property. Further, there is a C&R on file pertaining to the subdivision but it does not discuss or pertain to the Park and Recreation area. (A copy of this C&R is being forwarded for our records.) I have reviewed this situation with the Planning Board. They are concerned about this property being sold and developed as a building lot, inspite of the designation of this property as Park and Recreation land. They recommend that the Town take Possession of the land in order to keep it in use as originally intended. I support this recommendation. Davis Date: April 18, 1985 Re: Inlet View East - Major Subdivision at Mattituck Present condition of road and drainage re dedication Comments: This road system consists of a single road 650 ft. t in length, 36 ft. in width with 6" concrete curbs and a 100 ft. diameter turnaround in- cluded in the length. The road construction is typical Town requirement for pulvermix base with a stone chip surface. There is a drainage ease- ment south of the turnaround. The road pavement is in good condition with exception of three potholes at the entrance and two small pavement breaks in the turnaround. Curbing on the east side is free from weed growth throughout. Curbing on the west: side and half way around the turnaround has weed growth and other vegetation for widths of from two to four feet on the pavement. There are threes catch basins, two at the entrance and one at the turn- around. All catch basins are clean to pipe inverts or lower. The drainage area (small recharge basin) in the drainage easement is overgrown with some brush and a few small trees. The chain link fence and gate around the recharge basin is intact and in good condition. The intake pipe under the fence and outfall pipes through the dike that forms the west side of the R.B. appear to be working. In my opinion the only corrective work necessary at this time to make the road acceptable for dedication would be to fill the few potholes with asphalt mix and clear the pavement at curbs on the west side and at the turnaround. Davis RE: -INLET E43 COMMENTS: (Proposed No. Date:Decerriber 22, 197 TES at Mattituck at apillway Drainage Made a field inspection of the drainage area that will require fence at the above subdivision on December 22nd. There was standing water at the east side of the dike for about 20 ft. in length. The two spillway pipe inlet inverts in the dike are at elevations higher than the ponding area bottom and water will collect here. This is in conformance with the plans. In order to isolate this drainage area I would recommend fence and a gate to be placed as shown in red on the attached print. This would call for approximately 420 L.F. of fence including the gate. At the interaectfen of Inlet View East and Harborview Avenue installations of 'catch and leaching basins at the southeast corner and southwest corner connected by 18" pipe, 18" pipe will run from the southwest corner to a catch basin at approximately the northwest corner of the subdivision. 14" corrugated pipe will run from this catch basin westerly for approximately. 125 feet and will overflow from there. On the southerly line, lot #10 is to be redesigned. Southwesterly corner of the subdivision for a distance of approximately 60 feet to the north, easterly to the road ending shown at beginning of turn around and southerly 60 feet back to the south line. This includes drainage easement shown on map dated August 29, 1973 plus approximately one-half of recharge basin shown. The engineer proposes to utilize this area as a natural drainage easement ext9uding the recharge basin. Lot #10 will encompass the unused area in the recharge basin. Existing road ends will be drawn to north and turn around will be installed approximately 100 feet north of turn around shown on map. 18" piping will lead from new turn around to drainage easement. At approx- imately 75 feet southwest of new proposed turn around a dike will be created running at right angles to the drainage easement. Two overflow pipes at different vertical heights will be installed through said dike for a carrying distance of approximately 75 feet. Tuthill, P.E. regarding the above matter: 1. That the road profile be redesigned so that the artificial hill at station 1-30 be removed and that the road in this area conform more to the existing ground. As presently shown on the "Road Profile & Section" dated January 22, 1973, a hazardous condition exists at the intersection of Harborview, Avenue, when a car traveling north tries to stop at the intersection under icy conditions. 2. The catch basins and leaching basins be provided near the intersection of Harborview Avenue. 3. That if a recharge basin is to be built, a more detailed study of the basin be made and include a road into the basin. The study should contain cross sections of the dike into the hillsides, and in the vicinity and across the natural drain, which drains a considerable area of the adjacent property. A map showing the proposed contour lines in the vicinity of the recharge basin would be of value. He also said he would like to discuss with the Planning Board and Highway Superintendent the possibility of the use of catch basins and leaching basins along with a wide drainage easement toward the creek in place of a recharge basin. The area to be drained is relatively small. During a heavy rain the excess water would be discharged into the creek eliminating the possibility of ponding at this point. The Conservation District can assist the developer in providing mare detailed plow and specifications if necessary. Soils in this arae of predominantly loses with rapidly permeable subsoils covered by a thin mantle of finer silts. Leaching catch basins should work sffectirgly provided care is exercised daring installation and the construetioefass so that they ars net sealed by silts and sediment. The proposed recharge basin appears generally adequate and I have the fol- lowing comments for modification. Regarding the pipe overflow and the proposed baffle I suggest a "trash rack" mounted sus the overflow pipe and that the pipe riser be embedod in a stabil- ising block of concrete. I further suggest that the riser be 24 inches in diameter. The emergency grass spillway would be better located to the side of the pipe overflew spillway and to be located on undisturbed earth. we are concerned that erosion nay occur below the discharge pips at some later date and would suggest that an easement be established down the valley below the pipe discharge so that no block&;* of flow can occur and so that necessary smintanence or stabilisation might be accemplished if it were necessary. No further suggest that cobblestone material be spread in the valley wherever water is not causing erosi*n. In general we wish to command the designer for careful attention to necessary detail with regard to the rumoff water and sell momegam et for this area and appreciate the opportunity to comment on the proposal.
