At that time, we reviewed the existing conditions and discussed the issues related to dedicating this road to the Town of Southold. Since that time, I have also reviewed the original filed map for this subdivision and have enclosed a copy for your reference. Please consider the following recommendations and construction items that should be required prior accepting dedication of this road to the Town. 1. This road is currently owned by Suffolk County who assumed ownership, as I understand it, for nonpayment of taxes. The applicants must negotiate with the County to reacquire this parcel of land prior to dedication. 2. As you can see from the copy of the filed map that I have enclosed, there is an area on each side of the road immediately adjacent to the road terminus that indicates two 25'x 100' Easement Areas. It is within these easement areas where a Cull -de -Sac should be constructed. By Code, all town road ends should be constructed with an 88' Diameter turn around or Cull -de -Sac at the terminus of the road. This item will be required for dedication. 3. The Existing Drainage system must be uncovered and inspection covers must be installed to final grade. The existing catch basins will also need to be moved, relocated and/or adjusted to accommodate the new Cull -de -Sac. The existing below grade drainage structures will need to be inspected by the Town and if these structures have been filled with silt they will also need to be cleaned out prior to dedication. 4. The Curb line along each side of the road needs to be cleared & grubbed of all vegetation and debris. Once inspected and approved by the Town, the pavement surfaces along these curb lines along with all pot holes that exist in the pavement surface will need to be patched with Hot Mix Asphalt. This patching will be as needed to meet the minimum requirements of the Highway Superintendent. Reeve Road must be saw -cut and/or milled at the entrance of this subdivision as needed to provide a uniform transition between the existing Town road and Sea -Air Lane. This item will be subject to the approval of the Highway Superintendent. 6. When all improvements have been completed in a satisfactory manner, a final two (2") inch lift of Asphalt Wearing Course (Type 6 Top) shall be required on the entire surface of the existing road. Please keep in mind that these recommendations should not be considered an approval of any other agency having jurisdiction. Davis COMMENTS: MAY 7 1984 REPORT NO. 360 DATE: May 5, 1984 RE: SEA-AIRE ESTATES - MAJOR SUBDIVISION AT MATTITUCK CONDITIONS AT DRAINAGE STRUCTURES I made an inspection on April 25th, 1984 for a complaint regarding what was described as a dangerous condition at a drainage structure at Lot No. 11. Apparently a leaching basin was minus the concrete cover. The L.P. was filled with earth about to the top of the structure. Without the cover a eireclar hole 2 ft's' in diameter had formed with a depth of 2J t ft. A makeshift four-sided barricade had been placed around the hole by parties unknown. On May 5th I visited the site again. The hold had been filled to the surface of the existing ground level at some previous time. As to the undermining of the adjacent catch basin as indicated in the letter from Mr. Sedlacek (owner of Lot No. ll), there is a very small opening in the pavement at the catch basin. thim was not noticed on April 25, 1984. At the present time the hole is not consequential. Due to a prior commitment I was not able to be present when that work was done. The Corazzini firm was unable to contact me. I made an inspection of the access road on November 18, 1983 as follows: The measured length of 36 ft. width road is 394 L.F. August 15, 1979 I have received several requests from prospective homeowners who would like to build on lots 6, 7, 10 or 11 of Sea -Aire Estates regarding the placing of grass swales in place of curbs along Sea -Aire Lane. The reasons given for their desires are: 1. Several subdivisions have already been constructed using swales instead of curbs. 2. The swales would be beneficial from an ecological, environmental and aesthetic standpoint. 3. Swales are used throughout the rest of the subdivision. My engineer, Howard Young, concurs with the a')ove rationale and believes the change would improve the overall subdivision drainage plan. Evidently the curbs were required several years ago when the preliminary plat was first submitted. Years later the swale drainage plan used in the rest of the subdivision was devised in order to provide drainage off of Reeve Avenue. In the interim swales became commonplace as a means of drainage throughout local subdivisions but was never incorporated into Sea -Aire Estates. Ted Dowd Property, Drainage Details Dear Mrs. Brush: we offer the following guidelines in addition to our letter of August 11, 1976: - The sand filled verticle drain, when completed should be shallow, level depression, with a clean sand floor without seeding. 1. Recommend at least 4,000 square feet of a level, smoothed sand surface. 2. Have depressed position, diking or a combination of both to provide 1.5 feet of storage depth over the entire level surface. 3. Three to one or flatter side slopes, topsoiled and vegetated. 4. For the area of the sand surface, have soils in the upper 6 feet of soil profile with not more than 10% fine textured material (silt or clay). S. Have a stable, erosion free inlet, capable of handling designed peak in- flows without depending on vegetation. The maximum bare soil flow velocity on Haven silt loam should be three (3)'feet per second. 6. Have verticle access from the highway for cleanout purposes without the need to drive in the grassed waterway channel. The grassed waterway, when completed should be parabolic, or saucer shaped in cross section, well vegetated with fine textured cool season grass and have fairly uniform grade with erosion free inlets, outlets and transition sections. 1. The attached table gives design maximums for velocity, width, depth and slope. Final construction should be checked for adherance to design stand- ards covered in chapter 7, Engineering Field Manuel, USDA, Soil Conserva- tion Service on file in this office. 2. The Town Planning Board has specifically requested alternative drainage recommendations. Soils for the area are Haven silt loam, hydrologic group B. Estimating an average slope 1% and a 15 acre watershed, the ten year frequency, 24 hour storm runoff produced by 5 inches of rain is estimated to have a peak flow of 12.4 cubic feet per second. Considering the reductions in flow provided by the leaching pools proposed, and by the seepage flow to ground along delivery channels, we estimate that a peak flow of 4,000 gallons per minute would reach the southwest corner of the proposed subdivision, if proposed grass waterway delivery channels are installed. We,therefore, recommend that a backup drainage system be installed consist- ing of three broad, shallow grass waterway channels and a rectangular "sand fill" verticle drain. The park and recreation area is recommended to be relocated at the back of lots 1 and 2 with the access right-of-way along the south boundry line of the proposed subdivision, to facilitate the drainage. A 12 foot wide, 10 inch deep grassed waterway should be constructed from the cul di sac at the east end of the proposed road, southward along a right- of-way to be established next to and parallel to the east property boundry, terminating at the sand verticle drain, to be located near the southeast corner of the property. A similar grassed waterway should be established from Reeve Avenue to the relocated park and recreation area along the south boundry of the property and located in the proposed access area. This grassed waterway should also be 12 feet wide and not more than 10 inches deep with a parabolic cross sec- tion. 0 Planning Board, Town of Southold, Southold, NY August 11, 1976 (2) Subdivision Review, Town of Southold, Col. Ted Dowd Property at Mattituck, NY These two grassed waterways should be established and seeded before water flows are allowed to enter these channels. Seeding should be made with a mixture consisting primarily of creeping red fescue grass. Additionally, we recommend that the Town or the developer or both, estab- lish a broad shallow vegetated waterway along Reeve Avenue on the east side and within the highway right-of-way. This should be installed and vegetated so as to conduct street runoff water to a point at the southwest corner of the proposed subdivision. Flows from both the east and west edges of the subdivision should be col- lected at a sand verticle drain located along the south boundry of the park and recreation area proposed. The sand drain area should be excavated to three feet of depth, backfilled with clean bankrun sand having less than 10% fines. The surface should be six inches or more below the general ground level surrounding it. The surface area of the drain should cover some 4,000 sq. ft. A rough sketch of the proposal is included. While we realize the strong public sentiment against clustering, we feel called upon to comment that this subdivision involves an acreage of prime agricultural land of considerable agricultural productive capacity. Ap- plication of Town Law Section 281 would result in the concentration of development on only part of this prime agricultural land, perhaps leaving the remainder for continued agriculture production.
