He said he had again talked to Mr. Charles Barnett of the Soil and Water Conservation District about his suggestions for grading the property. Mr. Knispel-said Mr. Barnett mentioned 2 x 8 risers, 'but did not care as long as .it would hold the soil. Mr. Knspel also said he has done measurements and the soil will hold a 1 on 2 slope... On motion of Mr.,Moisa, seconded by Mr. Coyle, it was RESOLVED that the Planning Board. grant approval to the site plan for-storage buildings at Naugles Dock for Frank Knspel and the recommendation of Charles .Barnett, Soil Conservation Service dated May 7, 1973. The Chairman is authorized. to sign the map., Vote. of the Board: Ayes: Messrs. Moisa, Coyle, Rayhor, Wickham. Robert Schrodder appeared before the Board in regard to his subdivision, Soundcrest woods, Section II. He'sad Van Tuyl has redrawn the map in conformance to the one acre zoning. The Board told. Mr. Schroeder the frontage on all lots must now be, 150 feet. Mr. Schroeder said he would check with Mr. Van Tuyl on the map he has prepared. On motion of Mr. Coyle, seconded by Mr. Moira, it .was RESOLVED that the Southold Town Planning Boatrd will hold preliminary hearings for Fairway Farms Subdivision and Crowm Land Lane Subdivision on June 29, 1973, at 73'0 p.m., at the. The Board feels that based on your letter of._February 5, 1992 to Michael Corey of the NYSDO$ we will consider a waiver of the strict survey provisions of the Town wetland ordinance, provided, the additional drainage requirements requested by the Southold Conservation Advisory Council (CAC) are adhered to (copy attached). Prior to the Trustees voting a waiver for the survey and concluding SEQRA in this matter, we request that you meet with the CAC and submit us amendments showing the drainage they request. We would much rather see the drainage on site improved, than receive a new survey at this time. Based on your letter to Michael Corey, we conclude that this is not an expansion and will proceed accordingly as soon as the CAC's concerns are met. A current licensed land survey with elevations of the entire site at minimum of 2' (two foot) contours which in addition to land features shows all docks and accessory in-water structures such as piles, cables, floats and ramps. 2. A statement as to the current marina capacity and diagram of the in-water boat layout as well as the winter storage configuration in the upland area. 3. A detailed parking plan detailing how parking will be handled on site. The Trustees are concerned that the site is expanding and must be subject to a full review by the Planning Board. To establish this slope, the cuts must be started at the top with the board terraces installed from the top down as the slope is cut. Your contractor or installer will have to establish grade control from the top point and carry the desired grade down through the excavation. As each terrace is completed and the boards and stakes installed the surface soils above each board must be fertilized, seeded, mulched and planted with locust. As we discussed earlier, there is considerable hand work involved in estab- lishing cut bank stabilization such as this. As each terrace is completed there should be fertilizer applied, seed applied, and then suitable mulch over the raked in seed the same time Lhe Arnot' Bristly Locust should be planted on three foot spacing along the center of each terrace. We will provide the recommended seed mixture at such time as you are ready to begin the project. Please keep in mind that this project should not be excavated from t~.he bot- tom of the slope. It will not he practical to slope the face of the bank after the excavation has been completed. I want to emphasize strongly that only by working this slope from the top down can you hope to establish the stable grade on the slope that has been designed. We wish you the best of luck on your project and appreciate your close co- operation. Pie can certainly try to provide further detailed assistance when you get into the project.
