Hussie, Councilman Joseph L. Townsend, Jr., Councilwoman Ruth D. Oliva, Justice Louisa P. Evans, Town Attorney Laury L. Dowd, Town Clerk Judith T. Terry. 9:00 A.M. - Supervisor Wickham led a discussion on "Proposed.Board Procedures". -" Items of discussion: '~genc~a and-Agenda organization;-C:ommitt~-~ : Town' Board Standing and advisory; purpose of most committees; the role of the Town Attorney - technical and legal support to the Town Board and other boards and offices of Town government; department heads - the desire to .give department heads greater responsibility and authority. 10:00 A.M. - Former Town Justice Raymond Edwards, along with Senior Accountant John Cushman, met with the Board. Mr. Edwards explained to the Town Board that he had applied for retirementr but was rejected by the NYS Retirement System because on the Tier 3 system' he must have ten years of full time creditable service. They compute his time as 9.46 years. Mr. Edwards said he can present full documentation Of his time from January 1982 to December 1993, which would give him the required credit, 'and asked the Town Board to modify the records. Mr. Cushman advised the Town Board that the NYS Retirement System. will permit the modification upon direction of the Town Board. Mr. Edwards will submit the necessary documentation, and Councilwoman Hussie and Senior Accountant Cushman will prepare a resolution for the next Town Board meeting. 10:15 A,M. Judith Weiner, Executive Director of the East End Arts Councilr Riverhead, appeared before the Town Board to make a presentation on the Council. Ms. We'iner said the mission of the Council is to develop, present and provide access to the arts on the east end of Long Island. She reviewed the EEAC's history, current-programs--and- activities~---constituency served, -.and- reviewed the 1993-94 Calendar of EVents,' emphasizing the proposed events for Southoid Town. Ms. Weiner requested a $5,000 donation from the Town of Southotd for the proposed series of events. It was agreed that Supervisor Wickham, Councilwoman Hussie, and Councilman~ Townsend will meet prior to the next meeting (February 24th) to gather additional information to a discussion on organizing for the arts. 10:50 A.M. ~ Warren, McKnight, Account Executive for Suffolk Life Newspapers, met with the Town Board to describe the services provided by the newspaper. He reviewed the non-profit government rates available, and offered to publish Town Board meeting dates and similar community activities. Mr. McKnight encouraged the Board to solicit photographs of outstanding young people for publication, as the publisher,- David Wiilmott, is always anxious to bring attention to the yo.~th of the · community; 11:20 P.M. Solid Waste Coordinator James Bunchuck met with the Town Board to discuss solid waste management issues. One of the items f~)r discussion was the proposed specifications for long-term hauling of garbage. It was agreed that the Board members would like every option possible considered, and it was agreed that CouncilWoman Hussie would call a meeting of the technical group of the Solid Waste Management Task Force, and they, along with the Town Attorney, Mr. Bunchuck, and Engineering Inspector James Richter, would draw up the outline of options, aiming for a completed document by the end of March. 10:50 A.M. - Mark Wagner, P.E., Cameron Engineering P.C., met with the Town Board to discuss short-term and long-term proposals for needed repairs to the Town's Scavenger Waste Treatment Facility at Greenport. Mr. Wagner agreed to prepare a detailed report by the end of February, with implementation of the recommended corrective measures by spring. In discussing the management of the plant, the Board agreed to look into the question of structure and organization, and will~-~take up these matters with- people from the Village of Greenport in theft-near future. 12:30 P.M. - Recess for lunch. 2:00 P.M. Senior Planner Valerie Scopaz presented to the Town Board a "Review of Hamlet Density Zoning in Southold Town". The Town Board agreed to individually tour the sites prior to the February 24th meeting, at which time they would discuss the..re~0~t. 2:20 P.M. Councilwoman Oliva outlined her proposed agendas for future Code Review Committee meetings. Her first meeting is scheduled for 5:00 P.M., Tuesday, February 15th. Mrs. Oliva selected Councilman Lizewski and Councilman Townsend to serve on her committee.---The Board discussed the purchase of a parcel of property off of Bridge Lane, Cutchogue, which is available from the County of Suffolk for back taxes. Supervisor Wickham will put this on the 24th agenda for a resolution to purchase and preserve.---Discussed the proposed 5-Town Survey. A presentation was made on .this at the January 25th meeting. Although Councilman Townsend favored the survey, the remainder of the Board either wished to wait a year, or did not~ think it necessary, therefore, the Town of Southold will not participate in the survey this year. 2:45 P.M. - Stewardship Task Force Chairperson Thomas C. Samuels, met with the Town Board to review the recommended "Revisions to Sign Ordinance", dated January 27th, as approved and submitted by the Task Force. The report addresses free-standing signs, temporary signs, roof signs, contractor signs, recommendation to streamline the code book, create a graphic design manual, and review administrative procedures with regard to the permit and record keeping process. The Task Force is still reviewing directional signs and illuminated signs.---While on the subject of signs, the Town Board reviewed the proposal of Councilwoman Hussie with regard to the temporary and experimental directional signs which are installed on -Town ~owned -sign-posts only. The Board was unable to come-to an ..... agreement on the proposal, therefore, SUpervisor Wickham agreed he would poll the Board and come up with a proposal for the February 24th meeting.---Tom Samuels made a proposal to the Town Board for an expenditure of funds to publicize the upcoming Stewardship Task Force Hamlet meetings, and resolution no. 27 was placed on the agenda. 3:15 P.M. - Senior Planner Valerie Scopaz met with the Town Board and presented a Planning Board "Staff Report on Fast Food Restaurants in Business Districts". Ms. Scopaz submitted a map designating Hamlet Business and General Business zones throug, hout the Town, as addressed in the report. It was suggested that the definition of Drive-In and Fast Food- Restaurants be changed to Take-Out Restaurants, so that it iust applies to the local take-out places, and a new definition to describe other types of fast-food restaurants (e.g. 'Formula Restaurants) be adopted, with permission for this type only through a Special Exception. It was also suggested that the code could be revised to allow Formula Restaurants in the Town"s two large retail shopping centers by right. The pros and cons of the two approaches was discussed. Councilwoman Oliva suggested the creation of a new Shopping Center zone and allow Formula Restaurants by Special Exception. This matter will be placed on the February 24th agenda for further discussion. 3:45 P.NI. - Youth. 'Jean W. Cochran, Substance Abuse Chairperson, made a detailed presentation '~-~-~-e To~n Board on youth services in Southold Town,_ M~r%. Cochran, a former Councilwoman, has been involved in Working With young pe0pl~ 40 years. 'The Recreation Department was created during her tenure on the Town Board, but she does not feel it has developed to the level it ~should. Her recommendations are to strengthen service to youth through the Recreation Department and the Substance Abuse Committee. She submitted numerous recommendations- to the Board, incorporating school and community involvement, including a Recreation Advisory Board under the direction of the Recreation Director~ with representatives from senior clubs, youth, schools, Substance Abuse Committee, churches and chambers of commerce.---Also in attendance was Recreation Supervisor Kenneth Reeves, who gave a brief summation of youth program ideas he has developed, and James McMahon, who has overseen the Town's Youth Services FEBRUARY 8, 1994 119 Program for ~a number of years, and assisted Mrs. Cochran in her presentation.--- Supervisor Wickham submitted his view of "Southold Town Support for Youth". His proposal calls for a Policy-level Committee that would assist the Town Board in addressing issues of youth; explore, coordinate, plan and maintain effective programs and facilities serve the needs of youth, and to assist the town in seeking financial resources to augment youth programs. This committee would be made up of the Supervisor, one Town Board member, Recreation Director, Community Development Director, Chief of Police (or executive officer), one Superintendent of SchOols, One church nominee, one chamber of commerce nominee, six youth, and one parent from each hamlet. Supervisor Wickham also suggested one part-time youth coordinator, which he discussed later. A second committee would be a Youth WOrking Committee, which would coordinate and carry out various elements of support activities for, youth, dealing both with recreation needs and youth at risk; and would assist--~the--Town Board-and its Policy Committee-in meeUng-the.needs of~ youth in ways requested by the Policy Committee. The membership of this committee would be one ToWn Board member, Recreation Director, one school recreation director, one ,Substance Abuse representative, one JAB representative, one school counselor, lily Servi:ce League representative, four youth, and one part-time Supervisor Wickham asked the Town Board if they would consi rt-time Youth Coordinator? He ask the Board to give thought to it, and vo~ prepare as definition of the position for their further consideration. 4:45-P.M. The Town Board took up for discussion a letter from Aid to the . 'Developmentall~y Disabled Inc., Riverhead, advising of a potential community residence for ;fOur developmentally disabled persons at 195 Greton COurt, Mattituck. Eric Bressler, Esq. was recognized by Supervisor Wickham, and he addressed the Town Board, stating that he represents a group of people who reside on Greton COurt who are in f~;vor of the Town Board suggesting One or more suitable sites for this ifacility tO the corporation. Several residents of G~eton CoUrt also spoke to the Board, on~ of '.whom I~res~nted a selection of sites they consi~tered within walking distance of the ~Mattit~lck hamlet Center. Supervisor Wickham Said t~.e Town Board woulld invite the A:id/to, th~ 'Developmental Y Disab ed ~c. to meet with them' in the near ifuture, in the m&anttme the Town Attorney would write to them asking for a copy ,of the licensed resid~htial facilities in the Town'of SOuth~ld, which was not included with 'their letter. EXECUTIVE SESSION 5:15 !P.M. - On :motion of Councilman Lizewski, seconded by Justice Evans, it was ResOlved' that the Town Board enter into Executive Session to discuss personnel and Fort Corchaug. Vote of the Board: Ayes: Supervisor Wickham, Councilman Lizewski, Councilwoman Hussie, Councilman Townsend, Councilwoman Oliva, Justice Evans.'--- During this executive session the Town Board met with Head Building Inspector Thomas Fisher and Building Inspector Gary Fish to discuss the Senior Building Inspector promotional civil service list, and the need for another full-time Clerk Typist for the Building Department.---At 5:40 P.M. Planning Board Chairman Richard Ward, member Mark McDonald, the Planner Melissa Spiro met with the Town Board to discuss: the Fort Corchaug property. 6:00 P.M. The Town Board reviewed"For Discussion Item" (3) regarding the appointment of part-time Public Safety Dispatchers, and placed resolution no. 28 on the agenda to appoint Sheila Klos and Michael Quillan. Also discussed was item (5) to permit Senior Bay Constable Donald Dzenkowski to attend a convention in Canada, and resolution no. 29 was placed on the agenda authorizing same. Item (7) appoint Robert Kassner as Town of Southold representative to the East End Economic Institute Advisory Board was placed on the agenda as resolution no. 30. 6:05 P.M. - The resolutions to be voted on at the 7:30 P.M. T. his resolution was declared duly ADOPTED. 7.-Moved by Supervisor Wickham, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to the Supervisor's Office and the Human Resource Center to accept three (3) Social Studies interns from the Mattituck High School, who will work 3-4 hours per week, at no salary, during the Sprin9 1994 Semester. 7.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was declared duly ADOPTED. 8.-Moved by Councilman Townsend', seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor. Thomas Wickham to execute an Extension Agreement between the Suffolk County Office for the Aging and the Fown of Southold for the Town's Nutrition Program, for the period from December 31, 1993 through December 31, 1994, at the agreement budget of $96,710.00, all in accordance with the approval of the Town Attorney. 8.-Vote of ti~e Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was declared duly ADOPTED. 9.-Moved by Justice Evans, seconded by Supervisor Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs James McMahon to submit a Tidal Wetlands Permit application and $200.00 application fee to the New York State Department of Environmental Conservation for the Mattituck Inlet Park Improvement Project. 9.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oily.a, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was declared duly ADOPTED. 10.~Moved by Councilwoman Oliva, seconded by Justice Evans, it was RESOLVED that the--Town- Board of the Town of Southold hereby approves the-bond amount of $20,175.00 for improvements in the major subdivision of Harbor Park Homes, all in accordance with the recommendation of the Southold Town Planning Board, and Engineering Inspector Richter. 10.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was declared duly ADOPTED. 11.-Moved by Supervisor Wickham, seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes a refund of $1,020.00 to Dalchet Corporation, which sum represents an overpayment of the administration fee for ma.ior subdivision of Harbor Park Homes due to the fact the Planning Board had adopted a higher bond estimate in 1993, and the applicant paid the administrative fee on January 7, 1994 unaware that a revised bond estimate had been calculated. 11.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, .Councilman Townsehd, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. FEBRUARY 8, 1994 I 2 3 SUPERVISOR WICKHAM: Resolutions 12 and 13, granting permission to the Recreation Supervisor to attend a conference, has been put on hold. 14.-Moved by Justice Evans, seconded by Councilman Wickham, it was RESOLVED that th~ Town Board of the Town of Southold hereby authorizes the Board of ,Commissioners of the-Fishers Island District to offer their employees the following benefits ~n addition to their current health insurance coverage: (1) Reimbursement for co-pay per office visit expenses, (.2) reimbursement up to $70.00 per year additional for office visits, and (3) reimbursement for any additional deductible expenses up to $200.00 incurred in 1993 due to the change in health insurance plans from Blue Cross/Blue Shield Century 94 to Blue Cross/Blue Shield Century Preferred. 14.-'Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was declared duly ADOPTED. 15.-Moved by Councilman Lizewski, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the Board~ofCommissioners of the Fishers Island Ferry Dis'trict to accept the proposal of Kevin Connelly Contracting, Fishers Island, NY, in the amount of $8,600.00, to make repairs to the roof of Building No. 209, a brick warehouse building adjacent to the-Ferry st-~gir~g--ar~a; all iri accordance with Mr. Connelly's-proposal dated January 19~ 1994. 15.-Vote Of the' Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, 'Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This r~Solution was .declared duly ADOPTED. 16.-Moved by Supervisor Wickham, seconded by Councilman Townsend, it was RESOLVED that the Town Board of the Town of Southol'd hereby authorizes the Board of Commissioners of the Fishers Island Ferry District to advertise for bids for accomplishing interior rehabilitation at the Fishers Island Community Theatre, all in accordance with the bid specifications. 16.-Vote o~ the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. If you recall some time ago, I had asked the Planning staff to come up with a table of use regulations, which in essence, extrapolated from the Code Book the various things that could be done in various different zones. It's been back and forth, and we finally have it, and I think that you all should be the first to receive the maiden copy, so to speak. I understand that these have been in use, even though they're not official yet. I mean officially given to you, but they seem to be very helpful in the Building Depart,lent, and' also, the Planning Board. By prior arrangement they will be available to the public for $1.00 from the Town Clerk's Office. Am I correct, Judy? TOWN CLERK TERRY: If th'at's what you're going to charge, then I'll be selling them for a dolla~r, plus tax. I didn't know that you were going to charge. SUPERVISOR WICKHAM: The purpose of these forms is to show in shorthand, the uses that are permitted, or that are permitted as a Special Exception under each zone in the town. ! think that this is the kind of aid, that the Town should be preparing to make it easier for the community, for the residents of the town, to figure out with our various departments in the town. Joe? ,COUNCILMAN LIZEWSKI': I'd like to say, that I spent our first thirty days with my new Board, and that I had some reservations about how well this was 9oin9 to go, and I think that the new Board has made some leaps today. We put together a Legislative Committee'. I was very upset for the first thirty days, and the fact that things.were bein9 brought before this Board, that basically were not being looked at in a legislative fashion, or with the Zoning Board, and the Ptannin9 Board, thin9s like the Burger King change of code, and some of these things, but today we put together a Personnel Committee, and a Legislative Committee. I think it's a big step forward in lessenin9 the amount of time we'll ,Spend at our main meetings, because I think these things will be hacked out a little bit before they 9et to main meetin9, and I think we're 90in9 to save some.ti~me~ and 9et a lot more done. I think it was a ,good step in the right direction, as we.get these~ stun, ding committees in motion, and 9et them, workin9. The Town still has over a million dollars of funds left ~ in that account, and we don't have to spend it right now, but there have to be quality people on that committee to make those important recommendatiqns to the TowrI Board, as to which parcels we should be looking at, and which ones we might not.
