This site was inspected on March 4, 1988 by Planning Board members Bennett Orlowski, Jr., and Dick Ward, and by Town Planner Valerie Scopaz, and Assistant Planner, Melissa Spiro. The 15 foot road is complete. The area on the east side of the road that has been cut into by the road has been stabilized, however on the west side pine trees have been planted which are not acceptable, as they will grow to obstruct the road. There are posts at the entrance of the road, which need to be removed as they also obstruct the width of the road. As per the last field inspection, the road should be named and signed with same. DESCRIPTION OF ACTION The minor subdivision of William L. and Muriel A. Murray is a four-lot residential subdivision of 4.182 acres, more or less, located at Cutchogue. The project has been determined not to have a significa6t effect on the environment for the following reasons: An environmental assessment has been submitted which indicated that no significant adverse effects to the environment were likely to occur should the project be implemented as planned. The New York State Department of Environmental Conserva- tion has not answered in the allotted time indicating that it has no objection. The Suffolk County Health Department has indicated that a precursory review indicates conditions are suitable for individual sewage systems. However, due to high nitrate concentrations in the groundwater supply, problems may be experienced in obtaining a potable water supply. The project will meet all requirements of the Code of the Town of Southold Subdivision of Land regulations. We found that construction had not yet started due to a delay in closing on the proposed minor subdivision. A review of the centerline profile plan reflects cuts of 2-1/2'+ at stations 3+55 and 6+50. Upon examinin~ the 25' R.O.W.. it a~Dears that beyond Lot#1. on which stands the exsistin~ house, the oroDosed roadway would be in the middle of a slooed area that is retained by natural vegetation, trees, and three to five feet black pines. I would like to amend the R.O.W. from 25' to 50' so that the roadway can be moved to east of the slope. This would take care of the following: 1) Retention problems 2) Make a less drastic grade change for the roadway. 3) Prevent useless destruction of trees, scrubs etc. #) The proiect would be aesthetically more appealing to future homeowners. Davis Date: April 10, 1987 Re: Access Road as par 280-a for the Minor Subdivision of William and Muriel Murray. Note: Richard Mohring, Jr. is presently contract vendee of the above noted property. Comments: Met Mr. Murray and walked most of the 25 ft. width R.O.W. length. Monuments as shown on the map along the westerly property line are in evidence. From observation and contours shown, runoff from the access road would be away from the State Highway except for a short length at the intersection. At least two large trees in the front yard (Lot 4) should be moved or cut down to ensure good sight distance to the east for traffic entering the Highway. There will be some additional clearing in the 25 ft. R.O.W. A road profile will probably show some cuts and fills from 3 ft to 4 ft. With a 15 ft. road width and side slopes the 25 ft. R.O.W. may not be wide enough in some places. Did not make any test holes for topsoil at this time as the road profile will not follow O.S. The plan does not indicate the road length. Would suggest ending road at 30 ft. into Lot No. 4. Drainage installations (L.B.'s) will be necessary at low points which apparently will be shown on a road profile. The existing concrete sidewalk~in front of Lot N. 4 is 1.7~ ft. higher than the shoulder pavement of the State Highway where the access road will intersect~ will have to be replaced and regraded on both sides of the access road. The sidewalk is within the 66 ft. State Highway R.O.W. These sidewalks are under the jurisdiction of the Superintendent of Highways as to maintenance and repairs. Recommendations: Owner to contact the State re a permit for the access road entrance. 2. A center line road profile to be submitted that also shows O.S. elevations from field survey. 3. Clear the 25 ft. R.O.W. for full width and trees as necessary in Lot No. 4. 4. After rough grading (with fills compacted) the road section to be as follows: Width 15 ft. crowned 4". Base course - 6" compacted bankrun containing ]5% or more of gravel, ~0% loam and a top course of compacted 3/4" stone blend. The depth of the top course to be 3 L.M. to obtain a 2" compacted measure. 5. Drainage: L.B.'s to be 8 ft. X 8 ft. diam. with reinforced top slab and inlet type casting. Location and numbers of L.B.'s from profile and drainage runoff calculations for the four lots. 6. Sidewalk restoration as directed by Superintendent of Highways. John W.
