Dear Mrs. Terry:
The following action was taken by the Southold Town Planning
Board, Monday, February 9, 1987.
RESOLVED that the Southold Town Planning Board recommend
to the Town Board that the change of zone request for Calabrese
and Pugliese from "A" to "B" located at Main Road, Cutchogue
be denied for the following reasons:
1. This proposal is inconsistent with the existing and
proposed zoning maps.
2. There is a grade school in close proximity to the
site of the proposed zone change.

Re: Calabrese and pugliese Change-of-Zone
Dear Judy,
We have completed Parts II and III of the LEAF to accompany the
Calabrese and pugliese Change-of-Zone application on Main Road in
Cutchogue.
After reviewing the application and conducting a field
inspection, we believe the change-of-zone would introduce a
significantly different character to this primarily residential
segment of Main Road and warrants preparation of a full EIS if
the zone change is to be contemplated by the town at all.
This review is conducted under SEQR and is not intended to
produce a recommendation for the town's community planning
program, however, it is felt that a change-of-zone of the type
proposed would inevitably lead to a down grading of the immediate
area.
We are available for consultation and review of our findings, as
well as to prepare a draft declaration for the Town Board to
consider.

1. No boring or topo data was submitted with the change of zone application. The
premises lies within l500~ of the northerly arm of East Creek and so seasonal
groundwater may be within a few feet of ground level within the swale on this
property. A moderate impact on groundwater and/or potential for flooding
exists.

utilities in a residential area together \vith no current estimated impact on
adjucent or downstream \.;e115 or septic systems may cause significant r.eg.:1tive

5. Lying in a swale area and in a Firm B Zone indicates a potential for flooding
and a difficulty in adequately disposing of stormwater runoff on-site. Increas-
ing impervious surfaces significantly beyond existing percentages needs to
be carefully analyzed before it can be determined that no significant impact
would occur.
8./9. No environmental inventory was presented with the application. Not enough
is known of this site to verify non-significance.
17. Approval of the change of zone will set a precedent for future applications
for rezoning to business now rural residential segments of Main Road. The
cumulative impacts of such strip zoning should be dealt with before enter-
taining piecemeal changes of zone.
