The existing North East side of Cox Lane already has a drainage problem. Existing Town drainage structures are currently about 95% effective with respect to runoff problems. Any additional run-off generated could render the existing system inadequate. Lot number "2" is a 4.2 acre parcel that is proposed to be set-off from the remaining 20 acres. This lot currently has a hollow or Iow point (+/- 1 acre in size) immediately adjacent to the road. It is quite evident that this area collects a large volume of run-off whenever it rains. Depending on the proposed development or re-grading of this parcel, the potential for additional run-off is considerable. If the topography of the front section of Lot number "2" is to remain unchanged and/or undeveloped, no further drainage structures will be required. It is therefore recommended that a covenant be established for lot number "2" requiring a drainage review of any proposed development. This review should have the endorsement of the Superintendent of Highways. If you have any questions concerning this report, please contact my office. The Planning Board establishes itself as Lead Agency, and as Lead Agency makes a determination of non-significance and grants a Negative Declaration. BE IT RESOLVED that the Southold Town Planning Board grant sketch approval on the map dated September 18, 1996, with the following conditions: A building envelope must be indicated on proposed Lot #2. Such building envelope shall be subject to the Planning Board's review and approval. A Declaration of Covenants and Restrictions shall be recorded for the subdivision stating that there shall be no further subdivision of proposed Lot #2 in perpetuity. Sketch plan approval is conditional upon submission of final maps within six Page 2 Set -off for Dank October 1, 1996 months of the date of sketch approval, unless an extension of time is requested by the applicant, and granted by the Planning Board. The final maps, six (6) paper prints and two (2) mylars must contain a current stamp of Health Department approval and must be submitted before a final public hearing will be set. The sketch plan has been referred to the Engineering Inspector for review. · You will be notified if any drainage requirement improvements are required for the proposed set-off. The sketch plan has been referred to the Suffolk County Planning Commission for review. You will be notified if any changes or additional covenants are required. Since additional covenants and restrictions may be required, in addition to the ones mentioned above, it is not necessary to submit the draft Declaration at this time. The sketch plans have been referred to the Cutchogue Fire Department for their recommendation as to whether a firewell is necessary for fire protection. You will be notified if a firewell is required. The Planning Board has reviewed the property and has decided that it is inadequate in size for a reservation of land for park and playground use. Therefore, a cash payment in lieu of land reservation will be required as per Section A106-38 (e) of the Town Code. The amount to be deposited with the Town Board shall be $2,000.00 (two thousand dollars per vacant lot in the subdivision.)
