accordance with Article 16 of the Town Law and the Rules and Regulations of the Southohl Town

Additional catch basins are required on Road A each side

rainfall. Provision must be made to pipe a 4 inch overflow to
small pondin9 areas. Several possible locations are shown on

4. Leaching basins are to be 10' di~eter as per the drainage

Road "A" should pitch from a high point at the right-of-way

Here in Cutchogue we have an example of why sound planning is so important.
We certainly don't want Cutchogue to be development on top of development,
as they have in other towns on Long Island.
We live in Oregon View Estates, a horseshoe shaped neighborhood with both
exit and entrance on the North Road. Oregon View Estates has approx. 40
homes and approx. 50 children.
A company called Strategic Property and Capital Corporation is attempting
to push traffic from their proposed de~elopment~(North Gro~e EstateS)
through our neighborhood by connecting it to Oregon View Estates. This
is just another example of "Out-of-town developers" attempting to make as
much money as possible with as little considerations as possible.
Strategic Property and Capital Corporation is attempting to run 750 feet
of unnecessary roads and drainage through an area that is:
A) to remain natural
B) under a LILCO high tension wire right of way
C) located in the proposed Water Conservation Area
D) and is adjacent to our neighborhood's Recreation Area.
We propose that Strategic Property and Capital Corporation dead end their
road before these natural areas' and spare Oregon View Estates the burden
of construction and added residential traffic on roads that are already in
poor~condition.
If this Development is allowed to connect to Oregon View Estates, a serious
traffice hazard will worsen. As it i-s now, in order to go East on County
Road 48, a person coming out of Oregon View Estates must first go West then
make a U-turn. Likewise, a person heading East on "48" and wants to enter,
must first pass Oregon View Estates then make a U-turn and head west. When
one car is in the U-turn lane and a second and third car also want to make
a U-turn, that second and third car are forced to wait in the fast lane
of County Road 48, creating a severe hazard.

In summary we appreciate the Planning Board's interest in this matter and
the help we received from its courteous staff at Town Hall. We don't fully
understand the need for two exits from this proposed development, due to the
fact that there are other developments that only have one exit, i.e.,
Pebble Beach in Orient. However, if two exits are necessary, we urge you
to consider exits onto Alvah's Lane and Oregon Road, as they both
intersect the development and are easily accessible to County Road 48.

I attended the Planning Board Meeting on October 3, 1988 and
although I offered no verbal comments at the time, I do wish
to put my opposition to the proposed use of Gold Spur Street
as an access road to and from the new subdivision, North Grove
Estates, in writing
It is true that there are many young children who play freely
on our streets. We who are aware of it, drive with great caution
through the are~ New comers and drivers involved in the con-
structlon of the new homes would not exercise such caution.
Also, I live on Gold Spur Street and I am one of the seniors
who enjoys walking on our "quiet" streets.
As was pointed out at the meeting, our streets are in poor
condition. There are many cracks with grass growing out of
them throughout the area. Also, the pavement is actually
broken up at the curbs in front of our homes. More traffic
would worsen this condition, especially heavy construction
equipment.
I truly don't understand why an access road thru our subdivision
is necessary when this could so easily be accomplished by the
use of Oregon Road and/or Alvahs Lane. It seems to me it would
also be a much safer and desireable feature in the new subdivision
not to have thru traffic in their area.
Coincidentally, I just recently met someone who is employed by
a local realtor and was advised that at the time she was involved
in selling property in th~~ew E~e .S~she had been
informed that there would never be a thru street. Why has this
now been changed?
I trust the subject will be given sincere consideration by all
members of the Board.

Pursuant to the Planning Board Meeting on October 3rd, 1988,
we wish to veice our opinion in writing as well as our
opposition to the proposal for the use of Gold Spur St.
as an access road to and from the new subdivision, North
Grove Estates.
If for no other reason, of which there are many, the roads
in the Oregon View Estates are of such poor quality that
they barely sccomodate the present traffic. Immediately in
front of our home, where ~orseshoe Drive merges with Gold
Spur St., the pavement is all broken up and has been for
almost two years. Weeds sprout up through the very thin
surfacing. Anyone leaving from Horseshoe Drive or Silver
Colt Rd. must travel west),first and make a U turn should
they desire to travel east. This can create a dangerous
situation when several vehicles are waiting to make the
turn, which is bound to happen with an additional flow of
traffic.
Just think of the danger to the many young children in our
area~ Since there are no sidewalks they play in the area
road~. In addition~many residents of all ages take a health_ul
stroll during the day or evening. Other residents in ?ur
area are aware of this and e×ercise care and caution ~n
driving. Does one have to wait for a catastrophe to occur
before the planning board realizes a mistake wss made?
!ge love our home in Oregon View Estates and we all want to
keep it beautiful, quiet, residential and healthful without
e×posure to the e×tra flow of traffic and ensuing air
pollution. Thank you for taking the time to listen to the
opposition when North Grove Estates would still have access
from Oregon Rd. and Alvah~s Lane.

Let me start my letter off with my compliments to the Town on the kind,
courteous employee, Meltssa, of your office. She understood my concern on
the following subject and she responded within one day.
The subject of this letter concerns the new subdivision, North Grove
Estates. The layout of the area is nice but I do protest the use the Gold
Spur as an excess road into that subdivision. We built our home in Oregon
View for peace and quiet and more importantly, NO POLLUTION. If you allow
18 homes to be built there then I suggest that you take a look at the surrounding
streets. These new homeowners can enter their subdivision from either Alvahs
Lane, Oregon Road or Depot Lane. Why push traffic through a subdivision
that contain many children, grandchildren, senior citizens, young parents or
middle aged folks. The children play on the area roads of Oregon View, people
take their daily stroll during the day or in the evening on these roads.
I do recall reading some time ago about this area being declared a water-
shed area. Thats' well and good - but that may only last for approximately
10 years. What happens after that - is the natural area going to continue
being natural? If developed it would add even more traffic in the area. We
own the property that is described at Lot 8. Your legal notice was quite
vague and that is what prompted me to call your office. I feel that we, the
surrounding neighbors should be notified by mail of any changes in our immed-
iate area.
There's an old story that asks whats' the problem? Answer: "It doesn't
concern me, but then again I don't live there and won't be subjected to those
circumstances".
Before the Board makes their decision, think about the homeowners of
Oregon View Estates. Think about our feelings and the exposure to an unwanted
extra flow of traffic. Think about us that are already established in Oregon
View. We want to protect what we have dreamed about, saved for and built
our dream house.
I thank you for taking the time to read my opposing letter - not to the
subdivision but to the opening of Gold Spur to service this new subdivision.

Dear Mr. Orlowski:
In accordance with your request the staff has examined the proposed
subdivision layout for a 46.5712 acre tract reputedly owned by Strategic
Property Capitol Corp. and offer the following comments on the proposal for your
Staff con~nents on a preliminary map, however, do not constitute a review
of the map by the Suffolk County Planning Commission. When this subdivision
proposal has been finalized it is to be referred to the Commission for review
pursuant to Section A14-24 of the Suffolk County Administrative Code.
The subject parcel contains prime agricultural soils and is located
within Agricultural District #1. An effort should be made to preserve
as much of these soils as possible by requiring a tighter cluster
which would allow for a larger open space area. The open space could
be designated as an agricultural reserve area and combined with others
as the adjacent parcels are clustered in the future.
In a major subdivision the commission feels that, from the maintenance
and storage capacity points of view, a recharge basin would be
preferable to catch basins with leaching pools for the disposal of
stormwater runoff.
The developer may wish to consider relocating Lots 19 & 20 such that
the park & recreation area on the adjacent parcel may be expanded.
Since this area has already been cleared it would make an ideal
location for sports activities.

~ 4. A land dedication for highway purposes should be offered to the Town
of Southold such that Old Saddle Lane could be extended in the future.
The resulting bisected appendage could be offered to the adjacent land
owners as it would be difficult for its owner to maintain.

A note should be placed on the final map indicating that the
subdivision is located within 1/2 mile of an existing town landfill.
The following information should be included with the referral of the
proposed final plat to the Suffolk County Planning Commission.
Failure to provide this information may result in the referral being
considered incomplete.

Zoning classification of the property. When a parcel is located
in two or more districts, the boundaries of the zoning district
should be shown on the map.
b)
c)
What measures are being taken to insure that the open space areas
will remain as such in perpetuity.
Who will have ownership of the open space areas, a homeowner's
association or the town? What measures will be taken to insure
that the open space areas do not end up in County ownership as
the result of nonpayment of taxes.
d)
Yield map. The Planning Commission does not accept yield based
upon a formula because formulas often do not accurately ascertain
yield due to constraints resulting from parcel configuration.
It is difficult for the staff to comment on a preliminary map when the
map contains minimal information. It would be helpful to the staff
and expedite evaluation of the proposal if the preliminary map
contained the following information:
The proposed stormwater drainage system was shown in its
entirety.

following comments:
1. Pick-up locations for road drainage are okay; drainage
calculations and sizes of leaching pools should be shown.
2. The use of drainage swales outside the paved road may be a
problem since, according to the test hole data, poor draining material
extends approximately 6 ft. below grade. This may not be the case at
other locations along the R.O.W; but the developer should provide
evidence to that effect, since poor subsoil drainage can cause
extensive ponding along the R.O.W.
3. A road profile should be provided for our use prior to the
preparation of a Bond Estimate.

As discussed yesterday with Melissa Spiro, the Planning
Board is in receipt of revised plans dated as amended
May 18, 1988.
On May 5, 1988, the Planning Board asked for a revision
pertaining to the four-way intersection which was at that time
shown on the plan. The current map shows a change in this
intersection, however, the new tap road does not line up with the
neighboring parcels as was the intent of the Board. The Board
would like to see these roads line up, which can be done by
changing the angle of the presently proposed tap road. In
addition the Board would like to have Lot 910 revised to be

square feet as possible, this reduction in acreage pertains
especially to Lots #5, 15, and 16. Please note that these
additional revisions were not asked for before because they all
pertain to changes that were made to the map that was recently

As discussed with Melissa Spiro, the current map is ready
for sketch approval subject to the above conditions.
Upon submission of maps with the above mentioned revisions,
the Planning Board will proceed with their review of the
preliminary maps.
