The question of whether an action may be significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. Itis also understood that those who determine significance may have little or no formal knowledge of the environment or may be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important. The well shall have a casing of not less than 8" inside diameter, full weight wrought steel drive pipe. The well screen shall be stainless steel and shall have an open slot length of not less than 201 . Upon completion of setting of screen the well is to be developed until no further sand enters the screen and until gravel-filter wall surrounding the screen is stabilized at the ultimate pumping capacity of the well . The well is to be figured at a length so as to have 20 ' of water above the well screen. The quality and the quantity of the discharge shall be approved by the Board of Fire Commissioners . If more depth is required, state additional cost per foot. If the location is required to be changed, the time involved installing the original casing and the recovery thereof shall be paid by the Cutchogue Fire District and shall be stated at the rate per hour . If additional screen is required, the additional cost is to be stated per foot. All electrical wires are to be terminated above ground into a District approved electric receptacle. Electrical outlet box to be pipe nippled to well casing, and be supported by steel bracket welded to well casing. Outlet box to be fastened to bracket with stainless steel screws so that it does not swivel on conduit. The well is to be painted red and white as directed by the Fire District. Fire Well A is to be equipped with: 1. - 20 H.P. , 3 Phase, Submersible Pump capable to deliver 400 G. P.M. at 10 P.S. I . discharge at center of tee at top of well . Pump shall be of the submersible turbine type, equipped with grease-packed bearings in bowl assemblies . The bowls shall be of a smooth finish design to guide the water from one stage to the next with a minimum of turbulence. 2. - Top of the well is to be finished off with an 8" x 4" well seal , 4" galvanized tee and plug, and 4 " x 4j" solid brass ferrule and cap. Lot 2 is accessed by a flag driveway from Alvah's Lane, south of Lot 1 and coincident with the LILCO easement where the driveway would intersect Alvah's Lane. Lot 3 would be 8.481 acres in size, and would include the existing greenhouses. It is emphasized that all structures are currently existing. The only anticipated change would be the addition of the driveway to access Lot 2 (the driveway currently does not exist; however, access is provided from Lot 3). It is noted that the site presently is occupied by existing greenhouses, and two existing dwellings. In addition, a LILCO overhead wire transects the property within a designated easement strip. The site is devoid of vegetation with the exception of some herbaceous weed groundcover and limited landscape plantings. Theproposed project involves the subdivision of the 13.423 acres of land into three Iots. Lot 1 is proposed to be 101,266 acre in size and is located adjacent Alvah's Lane. Lot 2 is accessed by a flag driveway from Alvah's Lane, south of Lot 1 and coincident with the LILCO easement where the driveway would intersect Alvah's Lane. Lot 3 would be 8.481 acres in size, and would include the existing greenhouses. It is emphasized that all structures are currently existing. The only anticipated change would be the addition of the driveway to &cress Lot 2 (the driveway currently does not exist; however, access is provided from Lot 3). The site does not contain significant environmental resources. Lot sizes are well above the required minimum lot sizes for groundwater protection. There is no significant incrr.ase in the intensity of use of lard expected to result from the proposed project.
