Dear Gentlemen:
I am pleased to recommend a water treatment system for the
Southold Town Human Resource Center. The following
recommendations are based on my field test analysIs and the
verbal water analysis that this bid application is designed to
treat. It is my understanding the volatile organic contamination
contains 1. 2 Dichloropropane at 5 ppb and 1. 2 Dibromoethane at
2.32 ppb, in add i t i on to I ron, manganese, and a low pH.
The pH of the water supply is very aggressive and the single 1.5
cubic ft. Calcite Neutralizing Filter originally proposed will
not effectively raise the pH in this water supply to the
recommended levels for neutralization or allow the proper
oxidation of manganese to take place, if that is the method of
removal. I recommend at least two Culligan Rutomatic Cullneu
Neutralizing Filters with Cullneu-C additive booster media to
elevate the pH to recommended levels. The Culligan Rutomatic
Cullneu filters each have 1.5 cubic ft. of neutraliZing media.
Our Culligan Rutomatic Neutralizer Tanks Will be plumbed in
parallel for a negligible pressure drop, with proper contact time
for pH elevation to occur.
The Construction of the Culligan Neutralizer tanks are Triple-
Hull steel, with a vinyl inner liner which carries a lifetime
warrantv. The solId brass fill port on the too of our tanks makes
it exceptionally easy to refill with ItS sacrificial media.
Culligan equipment is far superior to our competitor's fiberglass
tanks, which requIre the control head to be unscrewed every time
you want to refill the media. Their fiberglass threads also tend
to crack, especially if the head ever goes on crossthreaded.
I recommend the Neutralizer Filters be checked for medIa addition
approximately 3 to 4 times a year. Culligan provides this service

For the removal of soluble iron and especially the high
concentration of manganese, I recommend the lnstallation of a
Culligan SMS-91 Soft Minder Twin Plus Ion Exchange Unit. The
Culligan SMS-91 has 1" plumbing and is capable of handling 20 gpm
peak flows. This unit will provide treated water 24 hours per day
to the carbon filters. The Culligan Soft Minder Twin's unique
metered design cleans itself with treated water, where other
units do not have this ability.
The process of Ion Exchange normally trades a sodium ion for
other positively charged ions. For example, it would usually
trade a sodium ion for an iron, manganese, and water hardness
ion. In accordance with your request not to introduce extra
sodium to the treated water, I recommend the Culllgan Soft Minder
Twin Ion-Exchange unit be regenerated with potassium chloride,
instead of sodium chloride. The process of Ion-Exchange is a far
superior process. It is dependable and efficient as opposed to
potassium permanganate filtration units, which normally have a
media bed life of 1-3 years on Eastern Long Island.
The Culligan SMS-91 Soft Minder Twin will require a periodic
refill of its regenerant potassium chloride. Culligan provides a
free delivery service for the refill of the regenerant tank. You
would need to purchase the potassium chloride. The Culligan SMS-
91 Soft Minder Twin does not depend on pH as oxidation filters do
and is a most logical solution to your iron and manganese
problem.
Recording to Calgon, the carbon manufacturer, for every 1000
gallons of water filtered, 1/10 of a pound of carbon will be
exhausted. Calgon recommends that an eight to ten minute empty
bed contact time be given for the removal of 5 ppb of 1, 2
Dichloropropane and 2.34 ppb of 1, 2 Dibromoethane. This equates
to the use of 16-20 cubic ft. of carbon to remove the
contaminants from your water supply. The bid materials have
indicated that three 10-cubic ft. carbon filters be plumbed in
line, so I have also included the third filter in my proposal as
requested.
I have enclosed a diagram of the filtering system the way I have
specified the water treatment system for this application. On it
you can see that [ have included proper by-pass valves, necessary
pressure gauges, water totalizer, flow restrictor, 1" copper
piping, and valves to isolate the various filters.

Hall, 53095 Main Road, Southold, NY 11971.
The sealed bids, together with a Non-Collusive Bid Certificate and
bank draft or certified check in the amount of $100.00, will be received
by the Town Clerk, at the Southold Town Hall, 53095 Main Road, Southold,
NY, until 11 :00 A.M., Thursday, August 17, 1995, at which time they will
be opened and read aloud in public. The Town Board of the Town of
Southold reserves the right to reject any and all bids and waive any and
all informalities in any bid should it be deemed in the best interest of the
Town of Southold to do so.

WATER TREATMENT SYSTEM
FOR
SOUTHOLD TOWN HUMAN RESOURCE CENTER
MATTITUCK, NEW YORK
1. GENERAL DESCRIPTION:
This item shall consist of providing and installing a water
treatment system for the Human Resource Center in Mattituck.
All filters, valves, gages, test ports, piping and all other
miscellaneous parts necessary to provide a complete
installation shall be required.
2. MATERIALS:
The water treatment system shall contain the following items:
*
One (1) Automatic backwash acid neutralizing filter w/
1.5 Cubic Feet of Calcite - Provide 1" control valve.
*
One (1) Automatic backwash oxidizing filter W/ 1.5 Cubic
Feet of Manganese Greensand - Provide 1" control valve.
Alternate methods of Oxidation/Filtration will be
acceptable subject to Health Department approvals.
*
Three (3) "Non Backwash" packed granular activated carbon
filters W/ 10 Cubic Foot of Calgon F-400 GAC each unit.
Installation of units shall be in series.
One (1) 1" Totalizer W/ three (3) test ports & gauge.s.
* One (1) 15 GPM Flow Control Valve in discharge to
distribution system.
All brands or manufacturers of the above referenced equipment
must have written approval of the Suffolk County Health
Department prior to awarding this contract.
3. INSTALLATION:
The existing main shall be increased from,3/4" to 1" from the
bottom of the pressure tank thro\.:gh all proposed treatment
equipment and transition the main back to 3/4" to enter the
distribution piping. All work will require the approval of
the Health Department.

SYSTEM DESCRIPTION:
THE MAC CLEAN DMCA 4001 CONSISTS OF TWO (2) 16"DIAMETER BACK
WASHABLE PRESSURE FILTER VESSELS. AIR IS INDUCTED INTO THE WATER
STREAM AS IT COMES INTO THE BASEMENT OF THE BUILDING. THE OXYGEN IN
THE AIR OXIDIZES THE IRON AND MANGANESE IN THE RA W WATER. IN ORDER TO
ENSURE THAT THE OXYGEN HAS ENOUGH TIME TO OXIDIZE THESE COMPOUNDS
AN 82 GALLON WATER TANK IS USED AS A CONTACT VESSEL. THIS VESSEL IS
INSTALLED WITH AN AUTOMATIC AIR RELEASE VALVE WHICH RELEASES AIR NOT
CONSUMED DURING THE OXIDATION PHASE. UPON LEAVING THE CONTACT
VESSEL THE OXIDIZED IRON AND MANGANESE IS REMOVED BY A MIXED BED
BACK WASHABLE PRESSURE FILTER VESSEL. THESE TWO FILTERS ARE
AUTOMA TIC ALL Y BACK WASHED TO WASTE NIGHTLY. BY HAVING TWO FILTERS
AND ONLY BACK WASHING ONE AT A TIME THERE WILL BE NO PERIOD WHEN
TREATED WATER WILL NOT BE A V AILABLE IN THE BUILDING.
THE MACCLEAN SYSTEM AS PROPOSED HAS SEVERAL ADDITIONAL
BENEFITS. THE OPERATING PRINCIPAL IS OXIDATION/FILTRATION AS COMPARED
TO WATER SOFTING. IN WATER SOFTENING IRON AND MANGANESE IS REMOVED
AND SODIUM IS ADDED. FOR INDIVIDUALS ON A SODIUM RESTRICTED DIET THIS
COULD PRESENT A PROBLEM. IN ADDITION THIS FILTER ALSO RAISES THE PH OF
THE RAW WATER WITHOUT THE NEED FOR A SEPARATE ACID NEUTRALIZER
VESSEL.
AFTER THE IRON AND MANGANESE HAS BEEN REMOVED AND THE PH
RAISED TO APPROX. 7.5 THE WATER NOW GOES TO THE GRANULAR ACTIVATED
CARBON (GAC) VESSELS FOR EDB AND 1.2. DIBROMETHANE REMOVAL.
IN ORDER TO PROVIDE FOR THE 15 MINUTE EMPTY BED CONTACT TIME AS
REQUIRED BY THE SUFFOLK COUNTY DEPARTMENT OF HEALTH SERVICES
(SCDHS) A TOTAL OF TWENTY EIGHT CUBIC FEET OF GAC IS REQUIRED. TO
PREVENT ACCIDENTAL BREAKTHROUGH OF THE GAC SCDHS REQUIRES A
MINIMUM OF TWO GAC BEDS. DUE TO THE BASEMENTS' OVERHEAD HEIGHT
RESTRICTIONS MEG HAS PROPOSED THREE GAC FILTERS EACH WITH A TEN
CUBIC FOOT BED FOR A TOTAL OF THIRTY CUBIC FEET OF GAC.
THE GAC FILTERS WOULD BE PIPED IN SERIES WITH PRESSURE GAUGES
AND SAMPLE TAPS BETWEEN EACH SET OF FILTERS TO ALLOW FOR PROPER
MONITORING OF THE SYSTEM. A FLOW RESTRICTER WOULD BE INSTALLED TO
PREVENT FLOW RATES EXCEEDING 15 G.P.M. THROUGH THE GAC BEDS WHICH
WOULD HAVE THE EFFECT OF REDUCING THE EMPTY BE CONTACT TIME.
FINALL Y A FLOW TOTALIZER WOULD BE INSTALLED TO MEASURE FLOW
THROUGH THE SYSTEM IN ORDER TO MONITOR THE ACTUAL VOLUME OF WATER
TREATED AND TO ASSIST IN THE SCHEDULING OF SYSTEM MAINTENANCE.

IRON .MANGANESE REMOY AL AND PH ADJUSTMENT:
THE ONLY SCHEDULED MAINTENANCE ITEM FOR THIS SYSTEM IS THE
PERIODIC ADDITION OF THE CALCIUM CARBONATE MEDIA WHICH IS USED TO
RAISE THE PH OF THE WATER. THE FREQUENCY OF MEDIA ADDITION WILL BE
DETERMINED BY THE QUANTITY OF WATER TREATED.
AS A ROUGH ESTIMATE YOU CAN EXPECT TO HAVE TO ADD CALCIUM
CARBONATE VERY FOUR TO SIX MONTHS. THIS OPERATION COULD BE HANDLED
BY EITHER YOU OR MEG. THE RETAIL COST OF THE REQUIRED REPLACEMENT
MEDIA WOULD BE UNDER $200.00.
GRANULAR ACny A TED CARBON FIL TRA nON:
WITH THE GAC FILTERS PIPED IN SERIES ONLY THE LEAD VESSEL IS RUN TO
EXHAUSTION BEFORE BEING CHANGED OUT. AFTER REPLACING THE GAC IN THE
LEAD VESSEL WITH VIRGIN GAC IT THEN BECOMES THE POLISH VESSEL AND THE
OLD POLISH VESSEL NOW BECOMES THE LEAD VESSEL.
DEPENDING ON THE QUANTITY OF WATER TREATED AND THE LEVELS OF
EDB AND 1.2.DIBROMETHANE IN THE RA W WATER WE WOULD EXPECT TO BE
ABLE TO TREAT BETWEEN 5 AND 10 MILLION GALLONS OF WATER BEFORE
EXHAUSTING ALL THREE OF THE GAC BEDS.
BASED ON CURRENT MARKET PRICES FOR FOOD GRADE GAC THE COST TO
CHANGE OUT ONE BED WOULD BE APPROX 51,200.00.

After speaking with a Registered Dietician for the
Suffolk County Office for Aging, we agreed that any sodium
added to the water at the Human Resource Center may compromise
the health of senior citizen participants. Some seniors
