Heffernan, both from this office and Mr. Raymond Nine, a subcontractor for Mr. Kopper. We inspected the site and found that the excavation and fill operation has been completed and the base rough graded in an acceptable manner. However, the installation and number of leaching basins was discussed without resolution. Mr. Nine referred to Mr. Davis' report number 577, dated March 20, 1987 which recommends the installation of a single leaching basin on the south side of the entrance. Our review and recommendation of approval indicates that the installation of the four leaching basins shown on the Road Profile and Drainage Plans, amended 9/8/87, from k. A copy of that letter and Mr. John W. Davis's memo (of 3/20/87) are included here. I understand that the recommendations given to me reflect The Town' s code "280A'.' which is concerned with providing safe and appropriately sized roadways in both major and minor subdivisions. My "problem" here is that in my case we're dealing with a "very minor" subdivision, ie: a "set-off." What is being recommended is a full width two lane roadway in a place where something closer to a "driveway" is more reasonable. Not incidently, it is not just I who is asking for your board's reconsideration of these recommendations. I have buyers for both of these lots; and both of these buyers have asked that I try to get approval for a somewhat smaller driveway (or roadway). There will be two homes accessed via this R.O.W. , one on two acres, and the innermost home on three acres. Needless to say, there will not be a very high volume of traffic on this R.O.W. Both my buyers and I would surely appreciate your earliest possible decision on this matter. Thank you very much. The forntage on Indian Neck Lane is approximately 2 ft. above the paved road. Topsoil depths in the R.O.W. from test holes will average 12"± . Recommendations: 1• Owner to submit a center line profile for the access road. Profile should be above existing o. s. except for the first 40 ft. ± where the access meets the present pavement. 2 . Road width 15 ft. with 3 ft. shoulders 3 . Remove 12" of topsoil under the 15 ft. width and the 3 ft. width for shoulders. 4 . Replace topsoil excavation with compacted bankrun containing 15% or more of gravel and 10% or more of loam. Depth of this base course to be determined by the profile submitted which would be from 2" below the profile to bottom of topsoil excavation. 5. Place a top course of crowned comapcted 3/4" stone blend on the 15 ft. width of road. The depth to beof the top course jL.M. to obtain a 2" of depth. 6. Grade shoulder widths to meet edges of the top course. 7. Contours as shown indicate runoff to Indian Neck Lane in the vicinity of the east west section of the access. Construction of the access in meeting the Town road will divert some runoff into it. 8.
