Richard Ward, Planning Board Member, to discuss the status of Bayside Farm. The following is our proposal for resolving the road issues : 1 . The existing four residential lots (E-1 , E-2 , E- & E-4 ) on the interior of the property will be submitted as a minor sub- division with common open space served by the existing driveway. This driveway is to be retained in its present unimproved condition, but provided with a 25 foot wide right- of-way. Submission of this minor subdivision will take place within two weeks . 2 . The proposed new roadway to sery ots 1 th Hugh 13 will con- sist of a 50 foot right-of-way a 24 foot p ved roadway with header curbs and swales , as in a accompanying cross-section. The length, low density and a ernative exist- ing farm roads for emergency access are the ma or reasons for this determination. In order to balance the economics of this subdivi ion, we will submit the major subdivision with one additiona lot along South Harbor Road. It is still the intent of the owners to pres ve both the natural and visual resources of this property, whic forms the entrance to Richmond Creek . Fields 1 - 7, 10 and 13 on the plan map are currently being maintained as open space. These fields were actively farmed in the past. Fields 8, 9, and 12 are currently in mature woodland. The open fields have the greatest potential for agricultural use. Fields 1 - 5 and 7 have highly productive soils and are considered prime farmland. Field 6 has a wet area running diagonally through the field and a portion of it is mapped Plymouth loamy sand 8 to 15 percent slopes. This soil is poorly suited to agriculture due to its sandy nature and high erosion potential. Bill and I thought consideration should be given to clustering the homesites in the wooded areas as much as possible, and preserving the open space since it is well suited to agriculture. If the intent is to utilize the creek frontage for homesites, perhaps the lot sizes could be decreased in this area to preserve the agricultural land. Riverhead soils are deep, well drained, moderately coarse-textured soils that formed in a layer of sandy loam or fine sandy loam over thick layers of coarse sand and gravel. The texture from 0 - 32 inches is sandy loam and fine sandy loam. Sand, loamy sand, gravelly sand and gravelly loamy sand is found at depths of 32 - 65 inches. The permeability is moderately rapid in the root zone (surface layer and subsoil) and very rapid in the underlaying layer. Riverhead soils have moderate to high available moisture capacities (see attached table) . Natural internal- drainage is good, but in many places where these soils have been farmed a plowparr has formed. These soils have low organic matter contents and low natural supply of plant nutrients, but crops respond well to time. and fertilizer. Generally, these soils are well suited to crops commonly grown in Suffolk County. RdA Riverhead sandy loam 0 to 3 percent slopes. Areas of these soils are usually large and uniform and nearly leve.L with some areas of undulating slopes. The erosion hazard is slight. Moderate droughtiness somewhat limits plant growth unless irrigation water is ap- plied. Returning crop residue to the soil and growing wi-rater. Inver crops help to protect the surface layer from wind and water damage. Keeping cover crops on the soil in winter and returning crop residue will help to pro- tect exposed areas from erosion. Diverting runoff water from higher areas also helps to reduce erosion damage. The texture of Plymouth soils PlA, P1.8, PIC, PmB3 and PmC3 from 0 - 27 inches is loamy sand, loamy fine sand, gravelIy loamy sand and sand. From 27 - 58 inches the texture is sand and gravel, coarse sand and gravelly coarse sand. The permeability of these soi.l.s is rapid. Available moisture capacity of these soils ranges from low to very low ( see attached table) . 'These soils are droughty during periods of tow rainfall.. Unless irrigation water is applied, deep-rooted crops are better suited. Irrigation water can be applied at a rapid rate, but frequent, small appli- cations should be made to reduce the amount lost to downward movement. The organic matter content and natural fertility of these soils is low. Crop response to lime and fertilizer is fair. Maintenance of fertility is difficult because of the sandy texture. Frequent applications of small amounts of fertilizer should be made to reduce nutrient loss by leaching. The sandy surface layer reduces the suitability of these soils for nursery stock. Be- cause of the above limitations, these soils are only fairly well.-suited to crops commonly grown in Suffolk County. PI.B PLY'(-)ut 1oam�san�_3 - 8 percent slopes. This soil is found on rolling terrain or on short side slopes. The texture is similar to that described as representative for the series except that in places it is a few inches shallower to coarse sand and gravel and con- tains as much as 15 percent gravel. The hazard of erosion is moderate to severe because of the slope and sandy texture. A cropping system that in- cludes several years of close growing crops is necessary to provide adequate protection from erosion. .Farming on the contour and, where practical, diversions are practices that will help control erosion. Where such prac- tices are not used, this soil should be protected by permanent cover. This soil is not well suited to crops commonly grown in the County because of slopes and droughtiness. The purpose of the meeting was to put forth another proposal to subdivide the property which would result in four separate lots, each of them larger than five acres in area. The three single and separate lots along South Harbor Road were not part of this proposal, whereas they had been part of the original proposal. The reason the family is making this alternative proposal is that they do not have the financial resources to develop the property in accordance with their original proposal. Time is also of essence. The family wishes to subdivide before the property ends up in an estate due to the death of one of the applicants. It was recommended that the family consider meeting with John Halsey of the Peconic Land Trust. We felt that since financial considerations were a significant factor in the family' s decisions, perhaps the Land Trust would be better able to assist them in choosing among the alternative design layouts. We discussed alternative ways that the property could be subdivided which also would meet their goal of maximizing open space, keeping the land within the family, reducing the tax burden and reducing development costs to a manageable level. However, the Planning Board could not advise them on which option would be the most feasible financially. They agreed to consider calling John. We agreed to work with them and John to design and approve an acceptable map in an expeditious manner. I spoke with John later that afternoon. I told him the background of the proposal. I also invited him to review our files and maps. �I MEMORANDUM TO: Subject File Bayside Farms 1000-86-3-3 FROM: Valerie Scopaz , Town Planner RE: January 25 , 1990 meeting with Daniel Ross of Wickham, Wickham & Bressler on behalf of Wortis-Cook family DATE: 1-26-90 I met with Dan to point out problems with minor subdivision application; and to review questions that he raised in his letters of September and November of 1989. Two of the lots (E-3 and E-4) shown on the minor map, were previously subdivided by the Planning Board in 1980. These two lots were part of a three lot subdivision of a single and separate lot 186-3-3. 1) . The current proposed maps, however, shows the third lot as merged with the larger lot to the north and west (86-3-1) which is more than 80 acres in area. Also, the boundaries of two lots (E-3 and E-4) on that map do not match those of the 1980 subdivision. These boundaries should be revised if they wish to continue to recognize the 1980 subdivision. If they do not wish to revise boundaries then that subdivision should be abondoned. However, doing so makes it impossible to process the current application as a minor. The applicant could explore the option of resubdividing the single and separate parcel as one minor application. They would then have to submit a second minor application for the manor house complex and the road, before proceeding with the 16 lot major subdivision on the northern part of the parcel. Since the applicants wish to unify all the open space in one homeowner' s association a decision to apply for 2 minors and 1 major subdivision will be complicated not to mention costly venture. Dan will get back to me about two things. First, he will speak to the Health Department to find out whether they recognize the single and separate lots. Second, he will talk to his clients and determine how they wish to proceed; whether to redraw proposed map or to withdraw the proposed map and resubmit another application. The purpose of the meeting was to review the status of the Bayside Farms application. At that time, I mentioned that the Planning Board had amended its road specifications to allow for the construction of a 24 foot-wide road within major subdivisions: - This change in the Subdivision Regulations was approved by the Town Board. Therefore, the new road on the northernmost portion of the property can be constructed to the 24 foot road specifications. Both Of you expressed some concern as to whether the application should proceed. as submitted. The "minor" subdivision plan that was submitted to this office on May 2, 1989 created six separate lots: the five building lots and the remainder of the property. A major subdivision, as it is defined in the Town Code, includes all subdivisions of more than four lots. Therefore the subdivision maps that were submitted cannot be processed as a minor subidivision. I spoke with John Metzer about this on June 13th. He indicated that he would relay this information to John Collins, Mr. Wortis mentioned that it was the family' s expectation that certain of the lots with road frontage on South Harbor Road, specifically E-3, E-4, E-5, would not use that road for access, but, rather, would use the interior road. Further, he wanted to leave open the possibility that the remainder of the lots fronting on South Harbor Road (Lots 13, 14, 15) could use the interior driveway as their access to South Harbor Road. The addition of these lots to the road network would necessitate the upgrading of the interior road to 24 feet in width from South Harbor Road up to Lot E-5. It may be possible to design the existing homes beyond Lot E-5 as flag lots off of this road. In the design of this cul-de-sac, keep in mind that it cannot exceed 800 feet in length. While this option would result in a change in the appearance of the existing drive for a distance of about 800 feet, it would have the benefit of creating a more cohesive community in that Lots 13-15 would be an integral part of the new community. Richard Ward, Planning Board Member , to discuss the status of Bayside Farm. The following is our proposal for resolving the road issues : 1 . The existing four residential lots (E-1 , E-2 , E- & E-4 ) on the interior of the property will be submitted as a minor sub- division with common open space served by the existing driveway. This driveway is to be retained in its present unimproved condition, but provided with a 25 foot wide right- of-way. Submission of this minor subdivision will take place within two weeks . 2 . The proposed new roadway to serve lots 1 through 13 will con- sist of a 50 foot right-of-way, a 24 foot paved roadway with header curbs and swales , as indicated on the accompanying cross-section. The length, low density and alternative exist- ing farm roads for emergency access are the major reasons for this determination. In order to balance the economics of this subdivision, we will submit the major subdivision with one additional lot along South Harbor Road. It is still the intent of the owners to preserve both the natural and visual resources of this property, which forms the entrance to Richmond Creek. This is one of the Town of Southold' s most valuable assets . I hope that this resolution will meet with the Board' s approval and that we can proceed with finalizing this process . Orlowski : For the past five years the owners of Bayside Farm have been at- tempting to establish a framework for the preservation of the unique natural qualities of Bayside Farm in the context of a very low density development . This effort has resulted in a plan in which the density is about half the allowable permitted by zoning. The remaining acreage will remain as agriculture , forest and com- munity open space . In conjunction with numerous discussions with Mr . David Emilita, planner , and members of the Planning Board, we developed this plan utilizing a rural-character and narrow road width , both to reduce costs and to retain the visual quality of an agricultural , pastoral setting . The road would remain private , without Town responsibility . In. all cases , we maintained the full 50 foot right of way, ade- quate storm drainage and proper alignment standards . Because existing lanes could provide alternative emergency access if needed , we felt this to be an appropriate solution. On January 14 , 1987 the Planning Board granted sketch plan ap- proval for a plan which indicated our approach to the road design . A review of the record should indicate that I specifi- cally mentioned the proposed road proposal . Due to a timing technicality, we are now told that this prior agreement on the concept for the road width is not possible , and further , that the Planning Board is not willing to discuss it .
