Re: Preliminary Map of Richmond Creek Farms
S/e/s Main Road 1,115.14' n/e from
Indian Neck Lane, Peconic.
Dear Mr. Raynor:
In accordance with your request the staff has examined the proposed sub-
division layout for a 49.6 acre tract reputedly owned by A. Flore, }I. Longo,
L. Stein, C. Christake, J. Evangalista, and S. Evangelista and offer the follow-
ing comments on the map for your use.
The overall layout of the proposed subdivision appears to be satisfactory.
There are several aspects of the layout that you may wish to consider, if
you have not done so already.
1. We suggest the use of a curve at Lots 22-23 to facilitate turns.
2. The Commission usually requires a 100 foot setback from wetlands for
residential structures and sanitary disposal facilities. The proposed
setback of 75 feet shown within Lot 25 will, therefore, be unsatisfactory.
3. The appendages of Lot 42 do not serve any useful purpose. It is suggested
that they be incorporated into the Grattan parcel. In exchange Grattan
could give the developer part of his parcel so that a short radius corner
curve can be created. The end result is that the Grattan parcel would
be enhanced and the design of the subdivision improved.
4. The staff does not understand the necessity of a 60 foot wide street
right-of-way. A 50 foot right-of-way would be sufficient.
5. There should not be any vehicular ingress or egress on Main Road and on
Richmond Creek Drive within 50 feet of Main Road short radius curves at
intersection.

Gentlemen:
I feel that Lot #42 in this subdivision is a terrible travesty
against the property of Thomas Grattan having their property
surrounded by this lot. This is useless property.
The roads in the layout are acceptable.

Re: Map of Richmond Creek, Sec. 11, Peconic (T) Southold
Dear Mr. VanTuyl;
The above referenced application for approval to construct has been reviewed
by this office and it is not being processed for approval since it appears
that it does not meet the standards of this Department. These standards re-
quire that a realty development, to be served by private wells and individ-
ual sewerage systems, have minimum lot areas of 40,000 square feet.*
For reconsideration, proof should be submitted that this parcel was subdi-
vided prior to January 1, 1981.
In lieu of this, we would like to bring to your attention that there is an
appeal procedure whereby an applicant may request a variance from these
standards. In order to apply for a variance, it is necessary to write a
letter to
Mr. A1do Andreoli, P.E., Chairman
Board of Revi ew
Suffolk County Department of Health
225 Rabro Drive East
Hauppauge, New York 11788
stating the reason(s) why such a variance should be granted. Requests for
variances will be scheduled promptly for a hearing before the Department's
Board of Review, whereby an applicant can present his justification for a
variance.

Dear Mr. Raynor:
I have received your request to comment on the feasibility of using swale
drainage at the Richmond Creek Farms subdivision. This office reviewed
that request last year on September 17, 1980, and Marc Usher wrote a
report on this proposal which I forwarded to you. Since we have received
no new information or revisions to this swale design, I am assuming the
design is the same. If so, then the report we sent you would still re-
flect our views on the proposal.
If there has been a change in the design, please forward and we will re-
view it again.

UNITED STATES DEPARTMENT OF AGRICULTURE

September 17, 1980
Mr. Stanley Pauzer,
District Manager
Suffolk County Soil & Water
Conservation District

Dear Stan:
As requested, the subdivision plans for Richmond Creek Farms in the Town
of Southold have been reviewed. An on-site investigatIon of the property
was made on September 16, 1980.
The Southold Town Planning Board was particularly interested in the suit-
ability of the aite for sand awale drainage. As shown on the Nay 14, 1980,
design by Van Tuyl Surveyors, the proposed swales would not meet SCS speci-
fications. Swale grades would be adequate (less than 3 percent), swales
would be properly excavated to coarse material (at estimated depths of 2 to
3 feet) and backfilled with sand, but grass filter strips are not planned
between the road and the swales. Without these grass strips oils and sed-
i,~nts will quickly seal bhe swale surface and destroy its effectiveness.
Swales such as these would be nearly impossible to properly _intain.
The site characteristics lend themselves fairly well to sand swale drain-
age. Unfortunately, the planned six-foot wide area is not large enough
to properly install the swales and their grass filter strips. Perhaps
the Town could persuade the developer to (1) install the swales partway
into the lots and (2) write into each lot sale that the swales must not
be disturbed and that the Town will maintain them. Unless more room is
provided for the swales they will do little to help drain the development.
Haven loam (0-21 slopes) and Riverhead sandy loam (3-81 slopes) are the
predominant upland.soils on the site. Neither has major limitations for
development. Both soils are rapidly permeable, however, and could possi-
bly cause pollution problems in the groundwater or Richmond Creek after
cessPQOls are installed. Tidal marsh soils are located along the creek.
If properly stabilized with vegetative cover (especially during construc-
tion) the open space area should adequately protect these tidal areas from
stormwater runoff. Due to the proximity of the development to wetland areas
the NYSDEC should be notified of the project.
Stormwater runoff and sedimentation problems during construction could af-
fect Wells Road and Richmond Creek unless the developer installs temporary
conservation practices. A temporary diversion ditch or straw bale filters
between the development and Wells Road would keep sediment from moving off-
site. New leaching basins would also be protected. Once the new road

DRAINAGE:
Note No.6 on plan sheet indicates swale type drainage to be installed. '!his draina<<fj
method should be satisfactory, provided the subsoil in the s'!iale areaS is sand and gravel.
'!'est pits should be opened along the swales to verify this.
Profile sheet shows typical Town pavement at 36 ft. width with a 6 ft. shoulder and a swale
width of also 6 ft. Accordinlt to criteria from Soil Conservation Service, -'each linear
foot of swale with a width of 12 ft. should average no moTe than 300 S. F. (300 x 1) of
watershed. 'lhis would not exceed infiltration capacity of a 12 ft. swale for a 10 year
frequency expected runoff (5" in 24 hours) from a developed subdivision lot. Lots as shewn
will average less than 300 ft. in depth.
The 6 ft. width swales aoparently do not meet the above criteria.
I would recommend that the swales be excavated and backfilled for 12 ft. in width. The
shoulder could be, say 4 ft. in width using coarse gravel to proVide infiltration.
There is no provision for relief of stormwater

Dear Mr. Raynor:
We are in receipt of your letter dated January 8, 1980.
This Department has no objection to your designation as lead agency.
A precursory review of the above referenced project indicates that
conditions are adequate for sewage disposal facilities; however. problems
may be encountered with obtaining potable water due to high nitrate concen-

Dear Mr. Raynor:
Subsequent to our meeting on December 17, 1979,
regarding the lot yield relative to the above,
I asked Mr. Van Tuy1 to compute the acreage.
I enclose a copy of his computation which as
you can see shows that the lot yield equals
42 acres.
The difference between the lot yield as shown
on the sketch map and the 38.6 acres indicated
by the Board as being the yield, is based upon the
fact that the total acreage of 49.6 acres as shown
on the sketch map represents true acres of
43,560 square feet per and not builder's acres of
40,000 square feet per.
The total square footage included in the plan
is 2,160,576 square feet and if this is divided
by a builder's acre of 40,000 square feet, the
lot yield is 54. If you deduct from the 54
acres, the 1.2 acres which is subject to
flooding and drainage easement, the balance
of the acreage is 52.8 which when further reduced
by the 20% open space requirement of 10.56 acres,
leaves a balance of 42.24 acres which can be
developed and therefore the number of permitted
lots is 42.

information regarding compu'tation for the above--cap-tioned
subdivision.
You t'l.ke the total acreage less unbuildable property.
Then subtract twenty per cent of the area and divide remaining
eighty per cent by 40,000 square feet.
Example: 100 acres
10 acres unbuildable
90
18 acres 20%
72 acres
72 acres divided by lfO, 000 square feet
I believe this agrees with the formula you set forth.

Dear Mr. Raynor:
Enclosed please find twelve (12) copies of preliminary map relative
to the above, as well as, completed Environmental Assessment form.
The corrections contained in your letter of July 30, 1979 have been
taken care of. Specifically, the following:
1. The jib pieces surrounding the
Grattan property have been included
as part of Lot 42;
2. The meadow line has been shown on
the plot;
3. The turn-around has been moved east
so that it does not extend unnecessari-
ly into the open space.
4. The area subject to flooding has not
been computed in the open space formula,
as you can see, only 1.2 acres are sub-
ject to flooding or subject to the
drainage easement.
As you can see, the revised plot eliminates any area for park or
playland and the entire 15.3 acres is designated as open space.
My understanding is that when a subdivision is filed pursuant to
a cluster development the 20 percent open space area takes the
place of the park and playland area needed with respect to a
standard subdivision.

RE: Richmond Creek Farms
Gentlemen:
pursuant to telephone conversation had with Mrs. Brush, I
am enclosing an initial sketch prepared for the Simons for
the property at peconic. The Simons have not decided whether
to proceed with a subdivision at this time, but are concerned
abcut the subdivision of the neighboring property to the
West. Young and Young have prepared the enclosed sketch on
which the southerly fifty foot road matches up with the road
proposed by the Richmond Creek subdivision. However, Young
has shown a suggested revision to the Richmond Creek map
which would match the northerly fifty foot road which the
Simons would eventually like to put in.
If the Richmond Creek developers pursue sketch plan approval,
I would appreciate it if you would contact me so that the
question of roads between the two subdivisions can be dis-
cussed. At this time, however, I submit the map purely for
your information.
Very truly yours,

Re: Richmond Creek Farms
Dear Mrs. Brush:
Enclosed please find 12 copies of revised cluster subdivision
plan relative to the above.
As you can see, this plan indicates the metes and bounds of
the entire parcel of property. Also, it indicates the area
subject to flooding and which area was deleted in the computa-
tion of the number of lots permissible pursuant to Section
100-136 of this ordinance.
This particular plan does indicate an area of 2.6 acres of park
and playground which designation will, on the final plan, be
deleted, and that the 2.6 acre area will be shown as part of
the total open space area.
It is my understanding that properly developed in a cluster
fashion, the park and playground requirements of Section Al06-38
of the Code doe not have to be met since the open space which
results from a cluster takes the place of park and playground area.
If the Board wishes to meet prior to the submitting this plan
to the Town Board, I would be glad to do so and would appreciate
your advising me.

Re: Subdivision of Richmond Creek rarms
Dear Mr. Wickham:
As a followup to the meeting which 1 had with the Planning
Board on August 28, 1978, 1 checked with my clients to see
whether they wished to submit a bid to the County of Suffolk
under the farmland preservation program.
They are not interested in doing so and wish to proceed with
the development of the property in the cluster fashion as
presented to the Board at that meeting,
1 would therefore ask that the Board submit a recommendation
to the Town Board that the subject property be developed in
a cluster fashion.
Until this has been received and based upon the letter of
Mrs. Brush dated August 30, 1978, 1 will not proceed further
with making any revisions with respect to the plan which has
been submitted to you and the comments you offered at the
meeting on August 28th, specifically with respect to the
area to be computed for park purposes, the final disposition
of the two areas around the Grattan property, and limiting
access from Lot 2 to Richmond Creek Road,
1 will await to hear from you before proceeding further.

Gentlemen:
We enclose herewith five (5) copies of revised map showing the
scheme of the new lot arrangement. When we submitted the other
Map, you indicated that the grid pattern was not desirable and
you had several other items which you requested us to consider
in the revision of the Map. We would appreciate your advice
as to the lot arrangement before we proceed with taking care of
the other adjustments.
We would appreciate it if we could hear from you promptly, so
that we can proceed with making the other adjustments. If the
lot arrangement is not satisfactory or if you wish us to confer
with you, please advise as to a convenient date.
We realize that we have to show the line of the meadowland and
extend the topo lines and show the road profiles and contours
etc. etc., however before going into that phase, we wish to
have your tacit approval of the lot layout.
Thank you for your consideration.

Re: Proposed map of former
Skwara farm
Gentlemen:
Kindly be advised that we represent principals
and employees in the Queens Structure Corp. who
have acquired the former Skwara property and have
been planning a proposed division of the property
since the time of their acquisition. It is most
likely that the subdivision map will be filed in
two sections. The property was acquired by Anne
Fiore and five other individuals in June, 1973 and
we are enclosing a map of the face page of our deed
for your general information. We had already
discussed this matter informally with your clerk
and we are submitting a proposed map for your general
comment prior to submission of a preliminary map.
We are hopeful that on the delivery of this sketch
your clerk will again provide us with your current
rules, regulations and the general data we should
have on hand.
Please understand that the present plans for the
development of the property are such that we hope to
develop the first section covering lots 17 through
42 offering lots 12 and 12a for park purposes. The
first section may comprise less plots, and may very
well be retained in individual ownership by various
employees of the company as their present intention
is that many of them will be building their own
retirement homes in the area so that all of our people
have a very personal interest in the development of
the property. We are hopeful that if we can develop
this area in sections one plot can be given on the first
section for a park purpose and then a second plot
adjoining on development of the second section. We
.

invite your comments in this matter at this time in
order that we may be able to incorporate your suggestions
in the actual preliminary map to be filed. If you are
able to schedule a hearing on an informal basis prior
to presentation and filing of a preliminary map, we would
be happy to attend such hearing. Naturally, there are
a number of technical items to be placed on the map.
Yours
