Any proposed subdivision of land into two or more parcels of land, including set-offs, must meet the requirements of notice given in Informational Bulletin No. 8; specifically pages 2-9 to 2-14, inclusive. Requirements for a Class "A" Minor Subdivision Plat A class "A" m/nor subdivision is one that meets one or more of the following criteria: 1. The subdivision has frontage on an existing or proposed County or State road, 2. The subdivision abuts any existing or proposed County, State, or Federal property, park, or other recreation area. 3. The subdivision abuts or straddles the boundary of any town or village. 4. The subdivision has frontage on the Atlantic Ocean, Long Island Sound, any bay in Suffolk County or estuary of the foregoing bodies of water. 5. The subdivision abuts or contains within its boundaries any ex- isting or proposed right-of-way of any stream or drainage channel owned by the County or for which the County has established channel lines. Upon receipt of application for approval of a proposed final plat for a Class "A" m/nor subdivision the municipality shall refer such plat to the Suffolk County Planning Commission. Such referral shall con- tain: 1. Lette~ of referral The letter of referral shall be on an 8 1/2" x 11" letterhead of the municipality and shall follow the form and wording of the sample given in Appendix A. One copy of the letter is required. 2-9 bt bt Proposed plat The proposed plat shall be complete in all aspects and shall show the follo~rlng ~inimum information: a. (Hay be stated in referral letter.) Tax Parcel Identifier Number. Section 7209.2 of the Ney York State Education Lay pro- hibits the alteration of any plat], specifications, plats, and reports to which the seal and signature of s licensed land surveyor has been applied and bearing a statement that alteration of the document is a violation of the State Education Law. (See Appendix 9 for excerpts of Section 7209 of the State Education La~.) Note: Three complete copies of the proposed plat are required. No photo- 2-10 copies of the proposed plat will be accepted that do not show the entire map on a single sheet. 3. Topographic Map or Information When a municipality requires a topographic map or information for a minor subdivision application the municipality shall include as part of the referral a copy of the topographic map or information. When the requirement of a topographic map or information has been waived by the municipality this fact shall be indicated in the re- ferral letter. When notified that this requirement has been waived the staff will check topographic maps on file in the Commission's offices. If the topographic information on file is found to be adequate the topographic map requirement will be automatically waived by the Commission. If the topographic information is found to be incomplete the Staff will notify the referring agency that the referral will be considered to be incomplete until the required topographic information is provided. One cop~ of the topographic map or information is required unless waived as stated above. Drainage Plan The drainage plan shall show the proposed stormwater collection and disposal system and shall be complete in all details and shall include a copy of the calculations. Where no new drainage Structures are required and no alterations to existing drainage Structures are proposed and the drainage plan requirement has been waived by the municipality this fact shall be indicated in the referral letter together with reason for such waiver. On~ ~opM of the drainage plan is required unless waived. Grading Plan A grading plan showing actual and proposed grades, elevations, cuts 2-11 and fills; and areas to be cleared shall be included in the re- ferral only when such a plan is required to be prepared in accordance with the requirements of the town's or village's sub- division requirements. When such a plan is normally required by the subdivision regulations of the municipality and the require- ment has been waived this fact shall be indicated in the referral together~rlth the reason for waiver. One copy of the grading plan is required unless waived. 6. Profiles of Existing Streets Normally, where topographic information is adequate, profiles of existing streets will not be required for a m~nor subdivision unless such profiles have been required by the 'referring agency. One copy of profiles of ex~stins streets is required~ahen and if such information has been required by the referring a~ency. Requirements for Class "B" M~nor Subdivison A class '~" m~nor subdivision is one that lies within 500 feet of but does not abut any of the following: 1. The boundary of any town or village. 2. Any existing or proposed County or State road. 3. Any ex~sting or proposed County, State, or Federal property, park, or other recreation area. 4. Any ex~sting or proposed right-of-way for any stream or drainage channel o%med by the County or for whic~ the County has established channel lines. 5. The Atlantic Ocean, Long Island Sound, any bay in Suffolk County or estuary of the foregoing bodies of water. 6. See Append±xDfor excerp~from Section 7209 of the State Educational Law. Two co~ies of the proposed plat are required. Note: Class "B" minor subdivision plats will be handled under a special set of procedures to expedite review. These special procedures shall not apply to referrals of major subdivisions and Class "A" minor subdivision plats. See Sectiom III, H. When it is found that a Class "B" minor subdivision does have regional or county wide impact as stated in Section III, H, then the requirements of notice for a Class "A" minor subdivision shall apply and the referring agency will be required to supply the additional materials to com- plete the referral. Date or Receipt of Sudivision Referral 1. The date that the Suffolk County Planning Commission receives complete and proper referral of a proposed subdivision at its offices at Hauppauge, New York, shall be the official date or receipt of said referral. 2. Any referral delivered to or sent to any member of the Commission or any member of the staff at other than the Commission's offices at Hauppauge, New York, or to any other Suffolk County department, official, or employee will be considered as having been improperly referred to the Commission until the referral has been received and accepted as complete at the Commission's offices. 3. A copy of the public notice announcing that a public hearing will be held on a proposed subdivision sent to the Commission will not be accepted as a complete and proper referral. 4. McGunnigle in connection with her application for a set off relating to certain real property she owns at Cutchogue, New York. Mrs. McGunnigle is currently in contract with the County of Suffolk to sell it development rights to the major portion of the Cutchogue property, while she will retain a parcel of 1.8518 acres which is now improved by a barn and shed, all of which are shown on the enclosed 6 copies of a survey of the entire parcel made by Messrs.
