THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2006-563 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
JUNE 20, 2006:
WHEREAS the New York State DEC requires regular monitoring of landfill gasses; and
WHEREAS the Town lacks the resources to perform the required monitoring with proper
equipment and experienced personnel on a regular basis; and
WHEREAS H2M Group of Melville, NY has submitted the most competitive proposal to
monitor for gas by utilizing resources currently provided under its contract with the Town to
perform quarterly groundwater monitoring at the landfill along with preparation of all required
reports for the DEC; and
WHEREAS adequate contingency funds exist in the 2006 SWMD budget that can be utilized for
this purpose, it is hereby
RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Scott A. Russell to execute a letter al!reement with H2M Group to monitor for
landfilll!as on a Quarterlv basis as proposed in their letter of Mav 23. 2006 to the Solid
Waste Coordinator for the 2nd, 3'd, and 4th quarters of2006 at a total cost not to exceed $4,850,
all in accordance with the approval of the Town Attorney.

Dear Mr.Bunchuck:
Pursuant to your request, Holzmacher, McLendon & Murrell, P.C. (H2M) is pleased to
submit herein our proposal for professional engineering services to be performed in
conjunction with the quarterly landfill gas (LFG) monitoring program at the Town of
South hold Sanitary Landfill located on Middle Road (CR-48).
As proposed, the LFG monitoring program would include field measurements for
oxygen and combustible gas at each of the fifteen (15) LFG wells located at the
southwest, south, and southeast perimeter of the landfill. Based upon the field
monitoring work conducted, our office will prepare a brief letter report summarizing the
results of our findings.
H2M proposes to conduct the LFG monitoring program during the last three quarters of
2006 (June, September, December) for a lump sum fee of $4,850.00. The project fee
includes costs for all field work, expenses (I.e. monitoring equipment), travel, and
preparation of quarterly summary report.
Should this proposal be acceptable to the Town, please sign and return a copy of the
proposal to our office. We look forward to providing our landfill gas monitoring services

Dear Mr. Bunchuck:
As recently discussed the two year contract for the quarterly monitoring of groundwater
monitoring wells at the Cutchogue Landfill is due to expire on December 31, 2006. Our
engineering services proposals dated January 10, 2005 and February 18, 2005 provided annual
cost estimates for the monitoring program for a four (4) year period through 2008. By contract,
the town reserves the option to extend the contract for the years 2007 and 2008 at the January 10,
2005 proposal pricing schedule.
During the last three (3) quarters of 2006 our office has also been conducting a quarterly gas
monitoring well program for the town based on our proposal dated May 23, 2006. The 2007
pricing for continuing the gas monitoring program at the landfill for the four (4) quarters would
be a lump sum fee of $6,790.00 to include equipment rental, travel, labor and summary report.
Should this proposal to continue the gas and groundwater monitoring well program into
2007/2008 be acceptable to the Town, please sign and return a copy of the proposal to our office
by January 2,2007. We look forward to continuing to provide our landfill monitoring program
services to the Town. Our last quarterly monitoring round is scheduled for December 5 and 6,
