( 617 .21 Appendix A State Environmental Quality Review FULL ENVIRONMENTAL ASSESSMENT FORM SEQR Purpose: The full EAF is designed to help applicants and agencies determine. in an orderly manner, whether a project or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large. then Part 3 is used to evaluate whether or not the impact is actually important. Mr. Corso is going to apply for a lot line change in respect to certain property owned by him and his family. To the south of that property is a right of way and a larger tract of property owned by another party, Steele. Corso has contracted with Steele to buy the right of way and a triangular parcel from Steele, subject to this Board's approval. The test hole indicates the presence of clay close to the surface. The sub-base for the proposed road wi 11 requi re excavation and mixing of existing materials to provide a suitable base course as indicated in section A 108-19 of the Highway Specifications. 3. Using a runoff coefficient of 0.6 for stone blend road surfaces and 0.3 for grassed shoulder areas (6' wide - minimum each shoulder), it will require 22 vertical feet of 8' diameter drainage rings. The proposed project calls for subdivision of the 4.46 acres into two lots of nearly equal size. Both lots have in excess of 80,000 square feet. 3. The Full Environmental Assessment Form has been submitted, and reviewed and it was determined that no significant adverse effects to the environment were likely to occur should the project be implemented as planned and in accordance with the above mentioned conditions. 4. The structure shall be designed and constructed in a manner that will result in the least disturbance of the stability of the bluff. 5. The final map shall bear the following note: A Declaration of Covenants and Restrictions has been filed in the Suffolk County Clerk's office which affects lots in this subdivision. A common driveway should be provided to serve as access to the lots as Soundview Avenue may become a heavily travelled road in the future. 2. Tasks and completed activities are identified as follows: 1. Review Part I LEAF The parcel has bcen field inspected by CV A, and the LEAF has been reviewed and amended as necessary. A copy of same is attached. Prepute Part II LEAF The Fart II LEAF checklist has been completed and is also attached. Additional inforr~ation concerning our findings is included below. Environmental and Planning Consideratiolls The parcel has been inspected and environmental references concerning the site and area llave been consulted. The site is vacant and predominantly wooded in mature deciduous forest. The site borders Long Island Sound, and the northern one-quarter of the site is comprised of a bluff. The bluff is within a Coastal Erosion Hazard Area, and therefore, over time may be subject to erosion and/or destabilization. The south~rn three-quarters of the site is comprised of mostly level ground; however, locali:zed slopes of 25 to 35 percent exist in the areaimmediatefy south of the "top of bluff' as identified on the subdivision map. In addition, this steep slope area is pitch<:d toward the top of the bluff, thereby causing concern for runoff and erosion should significant destabilization occur in this area. The site is located in Groundwater Management Zone IV, and is not within the North Fork Water Bud~et Area. There is adequate depth to groundwater for sanitary recharge, and the area IS not identified in the North Fork Water Supply study as being impacted by nitrate or aldicarb contamination. The site is bordered by a single famil'! dwelling to the east, farmland to the south, vacant land to the west, and Long Islanel South to the east. The parcel is zoned R-80 District, allowing sinsle family residEootial development on lots of 80,000 square feet or more. The site IS accessed by several right-oC'ways, that have been depicted on the map. The proposed project calls for subdivision of the 4.46 acres into two lots of nearly equal size. The project meets or exceeds the density requirements of the Suffolk County Department of Health Services for lot size. Review and approval of the Health Department will be required for sanitary installation and well water. The ste:ep slopes immediately south of the "top of bluff' and the locally important vegetation warrant consideration. The steep slope areas lie wholly outside of the proposed building envelops as depicted on tbe minor subdivision map. A minimum 100 foot setback from the "top of bluff' is provided for the building envelop. Due to the vegetative features of the site, the adjacent bluff, the extreme topographic relief, and th(l fact that this steep slope area pitches north toward the bluff, it is recommended that a stringent covenant be imposed in order to protect the sites natural resources. It would also be prudent to review in detail each building permit application to ensure that the clearing limit is depicted, and to hold issuance of a CertIficate of Occupancy for each dwelling until a final inspection is conducted. Access to the beach shall be only by means of a suitable structure located at or near the common lot line. The structure shall be designed and constructed in a manner that will result in the least disturbance of the stability of the bluff. 5. Conditions 1-4, inclusive, shall be filed as covenants and restrictions in the office of the County Clerk on or prior to the granting of approval to this subdivision. . ' ,> , . . An irrevocable offer of dedication is to be offered to the Town of Southold for the 50 foot wide right-of-way area within the proposed subdivision. Road profiles and drainage maps are to be submitted for review by the Planning Board and the Engineering Inspector. 3. An irrevocable offer of dedication is to be offered to the Town of Southold in order to~llow the 25 foot right-of-way shown on the minor ~ubdivision of Nina Stevens to be widened to a total of 50 feet in width in the future. The final maps (2 mylars and 5 paper prints) must contain a current stamp of Health Department approval, and must be submitted before a final public hearing will be set. The sketch plans have been referred to the Suffolk County Planning Commission and the Town Trustees for review. You will be notified upon receipt of reports from these agencies. The Planning Board may require additional covenants and restrictions upon review of the reports and review of the final maps. As I discussed with you and Linda Kowalski on February 10, 1993, the property in question is a landlocked parcel, with access to Oregon Road over two other parcels of land (SCTMJI 1000-83-2-11 owned by Hannabury and SCTMJl1000-2-10.3 owned by Nina Stevens). SCTMJI 1000-83-2-10.3 was created by the Planning Board in a subdivision approved on September 28, 1981. It was indicated as Section 2 of the subdivision. The road specifications for the subdivision were recently reviewed by the Planning Board and James Richter, Engineering Inspector. The road is to be constructed as per the report dated December 2, 1992 from James Richter. A copy of this report was sent to you under separate cover. From our discussion, it is my understanding that 280A approval is not required for the proposed 2 lot subdivision of SCTMJI 1000-83-2-8 and that it is within the authority of the Planning Board to ensure that proper access is provided to the proposed 2 lot subdivision.
