Proposed Use is Consistent with Land Preservation Purpose. The Town purchased the developmem rights to the Premises in order to preserve its use for agricultural purposes only. We intend to grow grapes and are willing to abide by the agreements made by the Dickerson family. The Land Preservation Committee voted unanimously ro recommend approval of the proposed set off and determined that our proposed use would be consistent with the purposes of the development rights program. Had the Dickersons set off the Parcel so as to create ar~ I g-acre farm amd a 22~+ acre farm prior to applying for the development rights acquisition program, both farms would have qualified for inclusion in the development rights acquisition program. Proposed Set offwill Increase Types of Agricultural Uses for the Premises. The Agricultural Advisory Committee concluded that the Parcel was suitable for growing grapes. We have been advised by wine industry consultants that a portion of the remaining acreage is less suitable for growing grapes, bm is acceptable for growing vegetables. The Premises have been for sale for several years, One reason may be that the topography is such that different portions of the Premises are suitable for different uses. If the portion that is suitable for grapes is se~ off from the portion that is less suitable, it is likely that you will increase the attractiveness of both pieces to potential buyers. The economics of grape growing suggest, however, that while, small farms can be successful in grapes, only indivktuals with substantial assets can afford to buy a large farm and plant it in grapes. If grapes are a crop that the Town wishes to encourage, we believe that allowing set offs of larger farms into smaller farms will encourage the growth of this market. As implied from the previous paragraphs~ our investment in the Southold community would only be beginning with the purchase of the Parcel. There will be many other investments we will need to make in order for our vineyard to become a reality. Eventually our grapes would be sold to a winery. We have been told by numerous winery owners that the demand for grapes is substantially greater than the supply and this situation'will continue for the foreseeable future. Economies of Scale. Historically, the Town has preferred to purchase the development rights for the largest farms possible. The reason for this preference was not because larger farms were deemed to be intrinsically more valuable than smaller farms, but rather because each real estate transaction the Town participated in involved certain fixed closing costs. By focusing on larger farms, the Town could spJcead these closing costs over more acres. Also, larger farms t~nd to command a lower price per acre.
