The following action was taken by the Southold Town Planning
Board at the regular meeting of June 4, 1984.
RESOLVED THAT the Southold Town Planning Board declare lead
agency under the State Environmental Quality Review Act
for the set-off of Carol Plock located at Southold. An
initial determination of non-significance has been made.
RESOLVED that the Southold Town Planning Board approve the
.set-off .of Carol Plock located at Southold and dated on
the survey amended December 21, 1970, subject to the Suffolk
County Planning Commission review.
Please forward six (6) additional copies of the final
map for our referrals, see the enclosed list for the
final map requirements.

Our primary environmental concern pertaining to residential
development and subdivision is that the applicant comply with
the requirements of the Suffolk County Sanitary Code especially
Article VI, and relevant construction standards for water
supply and sanitary sewage disposal. These considerations
are to be reviewed completely at the time of application.
Full consideration in placement'of water supply wells and
disposal systems is given to state and town wetland re-
quirements. The Health Department maintains jurisdiction
over final location of disposal and well systems and the
applicant should not undertake to construct any water supply
or disposal system without Health Department approval.
,. The Lead Agency is requested to forward a copy of this
form to the applicant with its findings.
Further comment may be provided upon completion of the
application review.

the above appeal was considered, and the action indicated below was taken

The public hearing on this matter was held on April 5, 1984, at which
time the hearing was declared closed pending deliberations.

Upon application of CAROL PLOCK, 10003 North Bayview Road, Southold, .
NY for a Variance to the Zoning Ordinance, Article III, Section 100-31 "ILl'
for permission to reseparate two parcels with insufficient area and widthl'in
and a Variance for approval of access, New York Town Law, Section 280-A. C:/
Location of Property: 10007 North Bayview Road, Southold, NY; County
Tax Map Parcel Nos. 1000-79-5~17 and 21.
The board made the following findings and determination:
By this application, appellant seeks: (a) approval of insuffi- if;l
cient area and width of a parcel of land of 41,888 sq. ft. and 120 feet,:~
respectively, and insufficient area of a second parcel of 44,074 sq. ft. ~
(b) approval of access over a private 50' right-of-way for a length
of 640 feet to the interior parcel in question. \lI7
Upon inspection of the premises, the board finds Parcel "A" to ~
be improved with a one-family dwelling and Parcel "B" vacant. It is
noted that Parcel "A" (1000-79-5-17) was conveyed by separate deed
during 1971, and that Parcel "B" (1000-79-5-21) was conveyed by
separate deed December 23, 1970, to John L. Ploc~, Jr. and Carol A.
Plock. At the time of the conveyance of these parcels to the
applicants, the minimum zoning requirement was 12,500 sq. ft. in
area and 100 feet of lot width.
The right-of-way in question is in good, satisfactory condition
for access by emergency and other vehicles. The board agrees with
the reasoning of the applicant.
In considering this appeal, the board determines: (a) that the
relief requested is not substantial; (b) that the granting of the
requested relief, the character of the neighborhood will not be
adversely affected; (c) that by allowing the variance, no substantial
detriment to adjoining properties would be created; (d) that no
adverse effects will be produced on available governmental facilities
of any increased population; (e) that the relief requested will be
in harmony with and promote the general purposes of zoning; and (f)

Accordingly, on motion by Mr. Grigonis, seconded by Mr. Sawicki,
it was
RESOLVED, that Appeal No. 3176, application of CAROL PLOCK for
approval of insufficient area of ' two parcels, and insufficient width
of 120 feet, and for approval of access, BEANO HEREBY IS APPROVED
AS APPLIED AND SUBJECT TO THE FOLLOWING CONDITIONS:
1. That the right-of-way must continuously remain clear of all
brush and be unobstructed for a minimum width of 15 feet, and con-
tinuously maintained in good condition;
2. Planning Board approval as required by Chapter A106 of the
Code.
