Mr. Orlowski: Good evening. I'd like to call this meeting to order. The first order of
business is for the Board to set Monday, December 18, 2000, at 6:00 p.m. at the
$outhold Town Hall, Main Road, Southold, as the time and place for the next regular
Planning Board Meeting.
Mr. Edwards: So moved.

MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES AND SET
OFF APPLICATIONS
Sketch Determinations:
Mr. Orlowski: Reynold Blum at Peconic - This proposed clustered set-off is for 2 lots
on 14.81 acres. Development Rights will be sold on Lot 1 for 11.98 acres. The property
is located on the west side of Peconic Lane in Peconic. SCTM#1000-75-5-1
Mr. Cremers: Mr. Chairman, I'll offer the following:
WHEREAS, the proposal is to set off a 2.83 acre parcel from a 14.81 acre parcel; and
WHEREAS, due to the fact that there is an existing house on the parcel to be set off
and the Development Rights will be sold on the remaining parcel, this proposal creates
no new impacts; therefore,
BE IT RESOLVED that the Southold Town Planning Board grant conditional sketch
approval to the clustered set-off map, dated September 15, 2000, subject to the
following conditions:
1. The R-80 Zoning Designation should be listed on the map.
A title should be provided for the map~ "Set-Off of Reynold Blum at
Peconid' would be appropriate.
The proposed sale of Development Rights should be written on the larger
lot.
4. The map should be signed by a licensed surveyor and engineer.
5. A key map of the surrounding area should be provided.

BE IT FURTHER RESOLVED that the Southold Town Planning Board, acting under the
State Environmental Quality Review Act do an uncoordinated review of this unlisted
action. The Planning Board establishes itself as lead agency, and as lead agency,
makes a determination of non-significance and grants a Negative Declaration.

Mr. Orlowski: Barry Savits - This proposed minor subdivision is for 3 lots on 12.5 acres.
The property is located on Soundview Avenue in Peconic. SCTM#1000-68-4-16.1
Mr. Cremers: Mr. Chairman, I'll offer the following:
WHEREAS, this proposed subdivision is for 3 lots on 12.5 acres across $oundview
Avenue from Goldsmith's Inlet in Peconic; and
WHEREAS, the map has been prepared in accordance with the recommendations
made by the Suffolk County Planning Commission in its August 7, 1991 and September
13, 1993 letters and the Suffolk County Department of Health Services in its September
14, 1993 letter; and
WHEREAS, a Negative Declaration was issued for the previous subdivision proposal on
this property on September 13, 1993; and
WHEREAS, the layout of this subdivision proposal is far superior to the previous layout,
allowing the Negative Declaration to remain valid; be it therefore
RESOLVED, that the Southold Town Planning Board grant conditional sketch plan
approval to the subdivision map, dated October 11, 2000, subject to the following
conditions:
1. The building envelope and driveway location on Lot #1 will be modified.
2. The R-80 Zoning Designation must be listed on the map.

3. The map should indicate that this is a minor cluster subdivision.

Mr. Orlowski: Robert Schreiber - This minor subdivision is for 4 lots on 47.4 acres.
Development Rights will be sold on 32.27 acres. The property is located on Oregon
Road in Mattituck. SCTM#1000-95-1-4
Mr. Latham: Mr. Chairman, I'll offer this:
WHEREAS, this proposed subdivision is for 4 lots on 47.4 acres on the north side of
Oregon Road, west of Alvah's Lane in Mattituck; and
WHEREAS, Development Rights will be sold to the Town of Southold on 32.27 acres of
the 36.27 acre lot; be it therefore
RESOLVED, that the Southold Town Planning Board grant conditional sketch plan
approval to the subdivision map, dated October 30, 2000, subject to the following
conditions:
4. The title should read "Robert Schreiber", not "John".
5. Lot #4 should list the Development Rights sale to the Town, not the County'.

Review of Reports:
Mr. Orlowski: Raymond J. Akscin - This proposed minor subdivision is for 4 lots on
9.77 acres located on Main Bayview Road in Southold. SCTM#1000-88-2-17
Mr. Cremers: Mr. Chairman, I'll offer the following:
RESOLVED, that the Southold Town Planning Board adopt the Engineer's Report,
dated October 24, 2000.
Mr. Latham: Second.

SITE PLANS
Final Determinations:
Mr. Orlowski: Peconic Landin,q - This conditionally approved site plan is for the
construction of 118 single-family detached cottages, 132 apartment units, a 24 unit
assisted living center and a 32 bed skilled care center with supporting amenities. The,
property is located on Route 25, opposite Manhanset Avenue in Greenport.

Mr. Ca.Qeiano: Mr. Chairman, I'll offer the following:
WHEREAS, the site plan for Peconic Landing that was conditionally approved on
August 31, 1998, substitutes for and is in place of a previously approved conditional
plan for 350 condominium units, known as the Breakers at Lands End which is now
extinguished; and
WHEREAS, all conditions of the conditionally approved plan for Peconic Landing
(August 31, 1998) have been met; be it therefore
RESOLVED that the Southold Town Planning Board authorize the Chairman to endow,se
the final surveys, dated November 24, 1998, with Suffolk County Department of Health
approval stamp and easement revision of September 6, 2000.
Conditional final approval was granted on August 31, 1998. All conditions have been
fulfilled as of this date, December 4, 2000.
Mr. Cremers: Second the motion.
