On reveiwing the bids for uniforms, the spec's
reflect a Pro-Tuff raincoat or an accepted alter-
native.
Accepting Stand Law's bid price of a Pro-Tuff rain-
coat and Greenblatts price of the same raincoat, the
lesser bid would be that which Greenblatt has submitted.
Whereas Greenblatt's bid is the lesser of the bids
submitted by both uniform suppliers, I recommend that
Greenblatt be awarded the contract.

Yesterday, I attended !be Town of Southold bid opening for police llllifonns for
members of your department. After the opening. John Charters invited me back to
headquarters to pick up shoulder patches and to review the bid samples which both
Standard Law and Greenblatt submitted.
Upon satisfactory inspection of Standard Law's current bid samples md review of
Standard Law's samples at Southold's Police headquarters from last years' bid,
John permitted the return of current samples as they are compliant and as

You may recall two years ago, Standard Law was not awarded the bid as our
aggregate lotaI was fifteen cents ($ 0."> higher thlUlthe bid of Charles Greenblatt.
At that time 1 pointed out through correspondences that the bid of Cbarles
Greenblatt was not compliant on several items, deviating from the detailed
specifications, particularly with regards to the raincoat. At that time a Blauer Mfg.
Co Inc. garment was specified by the police department's detailed specifications.
The Department accepted an alternative, a "Pro- Tuft" brand coat. The next year,
the specifications were chlDged to reflect a "Pro-Tuft" coat. eSubmittecla I

NOTICE IS HEREBY GIVEN, in accordance with the provisions of
Section 103 of the General Municipal Law, that sealed bids will be received
by the Town Clerk of the Town of Southold, Suffolk County, New York,
at the Southold Town Clerk's Office, Town Hall, 53095 Main Road, Southold,
N.Y. 11971, until 11:00 A.M., Thursday, November 2, 1995, at which time
they will be publicly opened and read aloud, for furnishing to the Town
of Southold Police Department Uniform Clothing for calendar year 1996.
Specifications for the Police Department Uniform Clothing may be
obtained at the Office of the Southold Town Clerk upon payment of a
nonrefundable fee of $25.00 (plus $1.50 postage for mailing).
The Town Board of the Town of Southold reserves the right to reject
any and all bids and to waive any defect or informality in any bid should
it be deemed in the best interest of the Town of Southold to do so.
All bids must be submitted on the per item price lists, and must be
accompanied by a Non-Collusive Bid Certificate, and bank draft or certified
check in the amount of $100.00. All bids must be marked "Bid on Police
Department Uniform Clothing", and must be signed and sealed in envelopes
plainly addressed to the Town Clerk, Town of Southold, Town Hall, 53095
Main Road, Southold, NY 11971.
The bid price shall not include any Federal, State, or Local Tax, from
which the Town of Southold is exempt.

SPECIFICATIONS FOR POLICE DEPARTMENT UNIFORM CLOTHING

I. GENERAL CONDITIONS AND REQUIREMENTS:
A. No bids will be considered from individuals, firms or corporations in
bankruptcy or in the hands of a receiver.
B. A substitute for the product specified will be considered when the terms
"or equal" are used. The bidder must submit with the bid satisfactory
proof that any substitute offered is equal to the standard specified.
C. All bids will be F. O. B. destination and include ins.ide delivery.
D. No charge shall be made for boxing or packing.
E. I f any bidder does not fully understand the specifications or conditions
here, or is in doubt as to the intention of the same, he shall satisfy
himself by inquiry in writing before bidding. After the contract has been
entered into, the interpretations of the specifications by the Town of
Southold shall be binding.
II. SUBMITTAL OF BID:
A. The bidder shall furnish all the data required on the quantity and
specification sheets
B. The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM
BID" on the outside of the container.
III. A. The Town Board of the Town of Southold reserves the right to reject any
or all bids which do not comply with the invitation to bidders, the
specifications, instructions to bidders, or other herein contained
requirements to waive any informality in bids, and to accept the bid which
it deems most favorable to the interests of the Town of Southold.
B. It is understood and agreed that the acceptance of the foregoing bid by
the Town of Southold shall thereby constitute a contract between the Town
of Southold and the bidder, comprising in its entirety the invitation to
bidders, the specifications, the requirements, the instructions to bidders,
the terms and conditions, the bid and the acceptance of the bid by the
Town of Southold.

B. The bidder hereby proposes to furnish all the necessary uniforms, clothes,
linings, buttons, braids and all other materials and labor to complete the
uniform requirements at and for the price named, according to the
specifications that are contained herein and as required by the Town of
Southold.
C. All bids will be submitted as per "Unit Price", per shirt, trousers, etc.
D. All garments shall be tailored to each individual to insure proper fit. The
necessary measurements and fittings as required are to be made at the
time and place as designated by the Chief of Police.
E. Any and all necessary adjustments and alterations shall be made within
one week as not to inconvenience the Town of Southold Police Department.

H. The contractor shall thoroughly inspect the finished garment, etc., for

I. All materials and workmanship contracted for and ordered under this bid
will be subject to acceptance or rejection by th~ Town of Southold after
inspection and/or tests to determine whether or not the materials and work
performed by the contractor meet the requirements set forth in the
invitation and specifications.
J. The Town of Southold will furnish an official emblem to be sewn on both
shoulders of each winter shirt, summer shirt, blouses, jackets, etc. Rank
insignia, when required, will be furnished and sewn on by the successful
bidder.
K. Delivery will be a major factor as consideration in award of this bid.
L. Failure of the contractor to supply uniforms as stated within the conditions
herein shall result in procurement of items from another source with the
additional monies incurred by the Town of Southold charged back to the
contractor.
M. Primary consideration to awards will be given to bidder's ability to
complete all orders within specified time periods. Vendors are cautioned
to note the conditions herein and their ability to fulfill this contract.
N. Period of contract: January 1, 1996 to December 31, 1996.
O. Female garments must be made on a female pattern for shirts and trousers.
Male trousers altered to fit females will not be acceptable.

GENERAL
The following emblems, braid, insignia, chevrons, etc., shall be attached to
all uniform coats, shirts and trousers as indicated. They shall conform in style and

Packing slip must be easily accessable.

REFERENCES:
All bidders must include three (3) references (names, addresses
and telephone numbers) so the Police Department may verify
satisfactory completion of previous contracts.
SILENCE OF SPECIFICATIONS:
The apparent silence of this specification as to any details or
the omission from it of a detail description concerning any pain:
shall be interpreted as meaning that only the best commercial
practices are to prevail and that only materials and workmanship
of first quality are to be used.
SAMPLE:
The bidder should send a qualified representative to visually
inspect the standard sample which will be available at the Suffclk
County Police Department, 30 Yaphank Ave. Yaphank, New York,
11980. This will be to avoid any misinterpretation of the written
specifications and in case of any discrepancies between the
written specifications and the actual sample, this sample will be
the prevailing standard. The vendor must supply the Purchasing
Department with an approved sample of each type of garment
required under the contract and the garment supplied must conform
in every detail to the standard sample available for inspection.
This sample must be submitted within 2 weeks of notification.
These samples, which will b~ retained by the Purchasing
Department, must meet all specifications as to construction and
workmanship, and must be made in the same shop which will be
utilized for the manufacture of the garment. Successful bidder
will supply a pre-production sample to the Quartermaster Unit
which, upon approval, will be used as standard sample for future
deliveries.

UPPER LINING:
Pearl Cambrelle two-ply fused nylon with 1/8" foam back and T-bag
backer. Extra cushion in tongue supplied by 1/8" high density
polyfoam under Cambrelle.
TOP LINE:
Binding of 1/2" black vinyl underlaid with 3/31" natural nylon
cord.
SEAM TAPE:
All seams are pounded and taped with 5/8", 230 nylon tape.
EYELETS:
#115 Blind Nickle eyelets (4). Reinforced with 3/4", #1100 nylon
