FULL ENVIRONMENTAL ASSESSMENT FORM
Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a projec
or action may be significant.The question of whether an action may be significant is not always easy to answer. Frequen-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determin
significance may have little or no formal knowledge of the environment or may be technically expert in environments
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affectin
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determinatio
process has been orderly, comprehensive in nature,yet flexible to allow introduction of information to fit a project or actior
Full EAF Components: The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic projec
data, it assists a reviewer in the analysis that takes place in Parts 2 and 3
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provide.
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially
large impact. The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
impact is actually important.

The Planning Board reviewed the maps dated March 13 , 1990
for the above mentioned subdivision.
The Board is in favor of the design concept. However, if
your client wants Lot 1 to be larger than 30, 000 square feet, he
must set it off from the remainder of the parcel.
The road that is labeled "Future Street" shall tap
SCTM# 1000-75-6-7 . 3, instead of SCTM# 1000-75-6-7 . 4, which
is an unsubdividable building lot. Please refer to the
enclosed sketch for an illustration.
In addition, the access road and the "tap" road should be
connected so that the cul-de-sac intersects at a ninety ( 90)
degree angle. In this manner, the cul-de-sac and the proposed
lots will be separate from the traffic flow at such time that
the adjacent parcel is developed.
Also enclosed is a set off application. Upon submission of
maps showing the set off, the completed application for the set
off, and the revised cluster maps, the Planning Board will
proceed with their review.

The cluster layout must reflect the yield shown on the

cluster layout shows fourteen (14) lots.
The Planning Board will be requiring that a deposit be made
in lieu of land for park and playground purposes. The amount to
be deposited will be determined by the Town Board at a later
date. The area shown on the cluster map as a park should
instead be shown as part of the open space.
The proposed road must be revised so that the section
between the tap road and the cul-de-sac is not greater than 800
feet in length. The street should be curved rather than run in
a straight line.
Upon submission of revised maps reflecting the above, the
Planning Board will proceed with sketch map determination and
will begin the lead agency coordination process.
