Dear Mr. Ward:
Mr. Herb Mandell of the DBM Company has supplied us with a map
requesting Public Water for 28 units off the east side of South
Harbor Lane, Southold.
Mr. Mandell will meet with the utility Committee to determine
water load, water demand, pipe size, hydrant location etc.
When details have been completed with the utility Committee,
the request will be forwarded to the Village Board of Trustees for
contract preparation. The contract will include all construction
standards and fees.

FULL ENVIRONMENTAL ASSESSMENT FORM

Purpose: The full EAF is designed to help applicants and agencies determine. in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically expert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action.
Full EAF Components: The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
data, it assists a reviewer in the analysis that takes place in Parts 2 and ,3:
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or actio'n. It provides
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- '
large impact. The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
impact is actually important. '

1. DBM CO., a New York partnership with principal
offices located at 443 Main Street, Greenport, the undersigned, is
the contract vendee of certain real property situated" in the Town
of Southold, County of Suffolk (Suffolk County Tax Map # 1000-
75.00-04.00-022.1) which is owned by the Estate of George A.
Stepnoski and which is more particularly bounded and described as
follows: [See attached Schedule A for metes and bounds description
of real property]
The applicant hereby petitions the Town Board of the
Town of Southold to change, modify and amend the Building Zone
Ordinance of the Town of Southold, Suffolk County, New York,
including the Building Zone Maps heretofore made a part hereof, as
follows: Amend the present zoning designation on the subject
property described in Schedule A from the present R-80 to AHD
(Affordable Housing District) pursuant to chapter 100 sections 100-
50 et seq of the Southold Town Zoning Code.
2. To date, the names and addresses of those planners,
engineers, architects, and other persons or firms engaged to
perform work or services are as follows:

3. The proposed project entails the subdivision of a
17.5820 acre property into single family residential building lots
of approximately 1/2 acre in size. One single family residence
with accessory buildings is already located on the subject property
and the proposed subdivision would create building lots for another
27 single family residences.
The proposed project is designed to meet the

continuing need for affordable housing in the Town of Southold.
One half of the building lots will, in accordance with the
requirements of the Affordable Housing zoning district will be sold
pursuant to the AHD pricing requirements to eligible purchasers
identified by the Town of Southold's community Development Office.
The proposed zoning designation for affordable
housing is appropriate as the site is located near the Southold
public schools and is relatively close to the Southold Hamlet. In
relationship to adjoining properties, the proposed AHD zoning is
also appropriate. The property is bounded on the west by South
Harbor Road which road separates the subject property from property
which, upon information and belief, has had the development rights
sold to the Town of Southold and/or the County of Suffolk. The
property to the north and to the east is zoned R-40, which property
is already improved by primarily single family residences on lots
of approximately 1/2 acre in size. The proposed subdivision of 1/2
acre lots is therefore consistent with the existing land use in the
surrounding area.
Public water operated by the Incorporated Village
of Greenport is available to the subject property, and the Village
water system has present capacity to serve the proposed project.
Public sewer is not available and will not be needed to serve the
project. The roads abutting the subject property, Main Bayview
Road and South Harbor Road are of sufficient capacity to meet the
slight increase in traffic on these roads that would be generated
by the proposed project.
It is not anticipated that there will be any common
areas or private utilities serving the proposed project requiring
the creation of a homeowners association. The water is to be
provided by the Village of Greenport, the road to be constructed
will be built to town specifications and offered for dedication to
the Town of Southold.

showing all surrounding properties within 500 feet with owners

Town of Southold to change, modify and amend the Building Zone
Ordinance of the Town of Southold, Suffolk County, New York,
including the Building Zone Maps heretofore made a part hereof, as
follows: Amend the present zoning designation on the subject
property described in Schedule A from the present R-80 to AHD
(Affordable Housing District) pursuant to chapter 100 sections 100-
50 et seg of the Southold Town Zoning Code.

3. The proposed project entails the subdivision of a
17..5820 acre property into single family residential building lots
of approximately 1/2 acre in size. One single family residence
with accessory buildings is already located on the subject property
and the proposed subdivision would create building lots for another
27 single family residences.
The proposed project. is designed to meet the

continuing need for affordable housing in the Town of Southold.
One half of the building lots will, in accordance with the
requirements of the Affordable Housing zoning district will be sold
pursuant to the AHD pricing requirements to eligible purchasers
identified by the Town of Southold's Community Development Office.
The proposed zoning designation for affordable
housing is appropriate as the site is located near the Southold
public schools and is relatively close to the Southold Hamlet. In
relationship to adjoining properties, the proposed AHD zoning is
also appropriate. The property is bounded on the west by South
Harbor Road which road separates the subject property from property
which, upon information and belief, has had the development rights
sold to the Town of Southold and/or the County of Suffolk. The
property to the north and to the east is zoned R-40, which property
is already improved by primarily single family residences on lots
of approximately 1/2 acre in'size. The proposed subdivision of 1/2
acre lots is therefore consistent with the existing land use in the
surrounding area.
Public water operated by the Incorporated Village
of Greenport is available to the subject property, and the Village
water system has present capacity to serve the proposed project.
Public sewer is not available and will not be needed to serve the
project. The roads abutting the subject property, Main Bayview
Road and South Harbor Road are of sufficient capacity to meet the
slight increase. in traffic on these roads that would be generated
by the proposed project.
It is not anticipated that there will be any common
areas or private utilities serving the proposed project requiring
the creation of a homeowners association. The water is to be
provided by the Village of Greenport, the road to be constructed
will be built to town specifications and offered for dedication to
the Town of Southold. .
4. The following maps prepared by Young and Young and
dated March 25, 1993 are included with this petition: radius map
showing all surrounding properties within 500 feet with owners
names and addresses; proposed sketch plan of subdivision
(preliminary development concept plan for subdivision) setting
forth that information required by the AHD zoning ordinance;
topographic map.
