Box 1179 Southold, New York 11971 Re: Proposed subdivision for Michael Adams Company Dear Ms. Spiro: I have completed my review of the soil types within the proposed subdivision referred to as Michael Adams Company. There are two distinct soil types found within this site. Haven Loam is well suited to agricultural production. It is by far the most productive soil found for this purpose in Southold Town. It normally consists of approximately 20 inches of loam followed by 10 inches of gravelly loam. The rest of the profile is made up of coarse sand and gravel. This soil is well suited to all crops commonly grown in the county and responds well to good management. Haven soils have a high to moderate available moist- ure capacity, internal drainage is good, and the response of crops to lime and fertilizer is good. Primary management concerns are keeping the soil from crusting after rain, maintaining tilth and reducing the plow pan. Riverhead sandy loam is the other major soil type found on this site. This soil has a sandier texture than the Haven series. In a representative profile, the upper layer consists of sandy loam to a depth of 27 inches followed by approximately 10 inches of gravelly loamy sand. The rest of the profile con- sists of coarse sand and gravel. This soil is also well suited to crops commonly grown in the county, however, it has more limitations than does the Haven series. Erosion is the major hazard on the B slope phase (3 to 8 percent slopes). The main agricultural management concerns are controlling runoff and erosion and providing adequate moisture. All soils are grouped into a capability classification that shows in a general way how suitable a soil is for most kinds of farming. The groupings are based upon the limitations of the soil, the risk of damage when they are used, and how they respond to treatment. Please refer to the enclosed information sheet on capab- ility groups of soils for a more complete description of each soil. I have also color coded the soil map to show the capability groupings of the soil found on this site. Based upon the soil types found on the property and the topography present the best area to preserve for agricultural production would be the south two thirds of the property mapped HaA and HaB. The property is located in the Agricultural Conservation Zoning District. The southern half of the property (south of the LILCO Easement) is located in the Core Watershed Protection Area. The property was the subject of a subdivision application in 1988. However, the file has been inactive since that time. Mr. Raynor has proposed to develope the site at a five acre density with clustered lots, approximately 1 acre in area, at the southern end of the property. The Planning Board would like your professional opinion in -- regard to the value of this lot for agricultural purposes, and if it were to be subdivided, which portion of the land should be reserved for agricultural use. I have enclosed a copy of the map for the property for your use. Please note that this is the original 1988 proposal and not the current proposal since Mr. Raynor has not supplied the Planning Board with a sketch of the current proposal at this time. Drawer A DATE Jamesport, NY 11947 June 14, 1988 Bennett Orlowski, Jr. , Chairman Southold Town Planning Board Main Road Southold, NY 11971 RE: Proposed major subdivision of Peconic Trail Associates at Peconic, New York Dear Sirs : It is now approaching a year since Peconic Trail Associates began submitting plans to Valerie Scopaz, the Southold Town Planner, in an effort to gain approval for subdividing our 47 acre parcel subsequently for official sketch plan submission to the Board. Ms. Scopaz ' objections to our plan designed by Howie Young raised issues concerning a watershed protection area recommending that we remove our 19 lots in that proposed watershed area repositioning them to the far north of the parcel . We voiced our concern stating that the additional road costs would make the parcel economically impossible to develop. In addition, Ms. Scopaz said we also had to build spur roads both to the East and West connecting those adjoining properties. Furthermore, she requested there be two sets of spur roads, one at mid-point of our development and one at the North . We commented at the time that the spur roads at mid-point made planning sense but could not appreciate the Northerly spurs since the Easterly spur led to a parcel with development rights sold. Ms. Scopaz also stated that a single road servicing 19 lots was unacceptable and since our parcel was not sufficiently wide enough to accommodate an ingress and egress (putting aside the economic limitations) she recommended a marriage of sorts with the developer adjoining to the West, building a road that would enter from Route 48 then cut across to our parcel, traverse North then cut back West to the neighbors parcel and continue North. That was the only way she felt this could "fly" although we raised concerns that "forced marriages" were generally not created in heaven. Having no recourse, but having Mr. Raynor ' s blessings (Mr. Raynor represents Mr. Adams, the owner of the westerly parcel ) we went back to Howie Young, who, after considerable effort, arrived at a wonderfully accommodating plan. Southold Town Planning Board June 14, 1988 Page 2 This plan was submitted to Ms. Scopaz on with her approvals and said she would submit it to a work session. Today, June 14, Mr. Raynor called us to announce that Mr. Adams does not want to entertain any road joint venture, marriage, et. al. and that he has no plans to develop his parcel at all, thus making our plan not only worthless and useless but a significant loss of money, time and effort. How do we proceed from here? If Ms. Scopaz is saying that we can only develop our parcel based upon her recommendations, and Mr. Adams is stating he refuses to, then, in reality, the Board is condemning the use of the land leaving us no recourse but one - Hoping that a reasonable compromise can be arrived at, we remain, Luis S A es David J. The subdivision has been amended to 20 lots for the first section. As the yield of this property indicates a density of 23 lots, we are in agreement to hold in abeyance these three parcels in a second section until such time as a second ingress can be created over lands of adjoining property owners . 2 . With regard to dead end streets, I would like to offer the following information: a) 106-32 encourages the development of dead end or loop residential streets where is is in conformity with normal traffic patterns. As to the question of creating lots on a roadway greater than 800 ' has been brought up, I believe under Section 106-33F we can further amend Section I of this subdivision by constructing a spur road oI + 750 ' south of the cul-de-sac at the northerly end of this property. It is my understanding that this would comply fully with subdivision regulations and could be expeditiously processed. Of concern to the Board was the 50 ' right-of-way being relocationed to the westerly property lines as shown in the sketch by your planner, Mr. Breyers. We have difficulty with regard to this design as the applicant has months prior committed the first 1000' in depth to vineyards. As you are well aware, the cost of creating this at present runs between $10, 000 and $12, 000 per acre. The vineyard will run northeasterly along the line and upwards of 100 feet in width to the LILCO power easement. It is hoped that the planting of the vineyard will set the character for the subdivision as well as remove the site of the existing tower on the property. North of the easement Mr. Adams has planned to plant along the westerly boundary red maples having a depth of 30 feet. These plantings will run approximately to the beginning and into the proposed subdivison. It is our feeling that the establishment and extensive landscaping on this westerly line will lead to a characterization of superior designed subdivision for this location. On behalf of Mr. Adams, I would request the Board to review the property sketch submitted previusly as rapidly as possible. Pauzer, District tanager Suffolk County Soil and mater Conservation District 127 East Plain Street, Room 105 Riverhead, New York 11901 Dear Stan: I have completed my review of the proposed major subdivision referred to as Michael Adams Company at your request. Based upon an onsite investigation and review of the plan map submitted, I submit the following cammts for the Town of Southold to consider. - Soil Data and Interpretations: The proposed location of the building lots fall within two distinct soil types, Riverhead sandy loam (RdB) and Haven loam (HaB) . The major limitation associated with these two soils for have construction is their erosion hazard. The area marked RcB on the soil survey map has an average slope of 4 to 5 percent. Ibis presents a serious erosion hazard if proper stabilization measures are not taken during and after construction. The area marked %'R is not quite as steep with an average slope of approximately 3 percent. Nevertheless, this too will create erosion problems if not properly addressed. Potential solutions to this problem will be discussed in greater detail in the erosion and sediment control section of this report. There is also an area marked (I?e) on the soil survey map within the proposed homesite area. This soil is referred to as '-'aven loam, thick surface layer. It occupies the bottom of a natural drainageway which is collecting runoff from the surrounding sloping land, and depositing it off the site to the east. Since this area is very flat, runoff moves very slowly and appears to pond along the west property line between lots 17 and 18. This area has severe limitations for homesites, septic systems, and streets, due to the potential for flooding during prolonged wet periods, and the fact that this area is a natural- drainageway and should remain unobstructed. Storm Water I?anagement: The hedgerow along the west property line is approximately 3 feet high due to past farming practices. It is effectively impeding runoff from entering the pro- posed subdivision from the west. The arrows on the soil survey map show the dir- ection in which runoff would travel naturally if the hedgerows were removed. I would recommend that the berm created by this hedgerow be maintainerl. If the hedgerow is removed the watershed area to the west would have to be included in all stormwater management recomulenrlations for this subdivision. The increased runoff may create flooding problems in lot 6, 7, 17, and 18, or gully erosion within this drainageway. The hares proposed for these lots should be positioned such that they will not impede the flow of runoff to the east. If the elevation of the proposed roadway is increased through the natural drainageway, a properly sized culvert should be installed to prevent runoff from ponding on the west side of the road. 0 • � . ,' l Mr. Stanley A. Pauzer, District Maiager, Suffolk County Soil and '.'ater (2) Conservation District - Subdivision Review, ?'ichael Aches 00rpany, Southold, New Yorl- - ^ecember 2, 1936 Runoff from lots 11, 12, and 13, and the adjacent property to the west, if the hedgerao is removed, is traveling toward the bluff face. There is a natural berm along the top edge of the bluff preventing the runoff from going over the top edge. I would recommend that the entire 100 foot setback area not be disturbed, and that the berm be maintained at all costs. It may he necessary to increase the height of the berm at the proposed beach access point, since it is currently lower than the berm area to the east. rrosion and Sediment Control: All of the disturbed areas within lots 4-20 which will not be reshaped for a period of 30 days or longer should be seeded to annual ryegrass at a rate of 1/2 pound per 1000 square feet, uniformaly mulched wits straw at 3 bales per 1000 square feet. All permanent seedings shouts also be mulched as soon as the plantings are completed. Planting temporary as well as permanent seedings using a hydro- seeder is a very effective method and is bighly recommended where equipment is available. The natural drainageway within lots 6, 7, 17, and 18, should be seeded and mulched with the following mixture: Creeping red fescue 2 lbs. per 1000 square feet Tall fescue 2 lbs. per 1000 square feet Perennial ryegrass 1 lb. per 1000 square feet Cereal rye (Fall seeding) 0.5 lbs, per 1000 square feet Spring oats (Spring seeding) 0.5 lbs. per 1000 square feet Again, a hydroseeder would be the most effective way of applying this mixture. Lime and fertilizer can also be applied directly through &bis machine. The bluff face is currently well vegetated. Any land disturbance caused by the installation of a stairway should be revegetated using American Reachgrass accord- ing to the specifications outlined in the planting sheet enclosed. This material may be obtained locally from Peat and Son Nursery, Old gantry Road, Flesthampton, New York 11977, Telephone: (516) 288-3458. Open Space Considerations: The land area south of the LILCO right-of-way is currently beim planted to grapes. If the intent is to utilize the remaining open space for agricultural purposes, the proposed 50 foot right-of-way should be relocated along the west property line. As it is presently proposed, agricultural use would be very difficult, since the road would split the parcel into two small narrow parcels. The soil within this area is by far the best suited for agricultural production. It is considered prime farmland according to the U.S. Department of Agriculture designation. Connell District Conservationist USDA, Soil Conservation Service enc PLANTS FOR CONSERVATION IN THE NORTHEAST USDA - SOIL CONSERVATION SERVICE CONSERVATION PLANT SHEET NE-3 TALL FESCUE ( Festuca arundinacea, Schreb. ) Uses : Tall fescue is used for pastures , hay, crop rotations , recreational areas , and stabilization of waterways , slopes , banks , cuts , fills , and spoils. Foliage is eaten by geese, deer, and cottontailed rabbits. The plant also provides nesting and fall and winter cover for birds. Description : Tall fescue is an introduction from Europe. It is a robust, ong- ive , deep-rooted, bunchy grass often with short rhizomes. Stems are 3 to 4 feet tall , erect, and smooth. Leaves are broad, flat, generally smooth on the underside, and ribbed on the upper side. Head is a nodding panicle from 4 to 12 inches long. Varieties : There are two well-known varieties -- Kentucky 31 and Alta. These are very similar and neither superior to the other except as affected by local environment. Kentucky 31 is usually used as standard in the Northeast. Kenwell is a variety , x release from Kentucky promising �, s more palatability and disease re sistance than either Kentucky 31 or w Alta. Sources : Kentucky 31 and Alta - varieties are readily available from commercial seed dealers . The supply of Kenwell is limited at the present time. Adaptation : This plant is adapted toa wide range of climatic condi - tions. It is affected more by moisture than temperature. It pro- duces topgrowth when soil tempera ture is as low as 40°F. It tolerants a pH range of 3.0 to 8.0, but does best at 6.0 to 7.0. It grows best on fine to medium tex tured soils. It will grow on shal- low and claypan soils if they are moist. Establishment: Drill at depths of about 3/4 inch on a well - prepared, weed- ree,#irm seedbed. Hydraulic seeding or broadcasting may be necessary on -2- critical areas. Seeding rates vary from 10 to 15 pounds per acre for pasture and hay to 50 to 60 pounds per acre on critical areas. For lawns and recrea- tional areas , the seeding rates may be as high as 250 pounds per acre. Plant in early spring as soon as soil conditions permit or from middle of August to early September. In some areas, late September or October seedings may be satisfactory. Apply lime and fertilizer according to test for establishment. Legumes may be added for hay or pasture, but are difficult to maintain in tall fescue stands owing to the aggressive growth of this grass. Management: Maintain fertility by applying fertilizers based on soil tests. Graze in the spring when the plant is about 8 inches high or between the boot to early head stage. For hay or silage, cut between boot and early head stage. Later harvests give lower quality forage. On critical areas , mowing is desirable. Description: Perennial ryegrass is short - lived perennial, bunchy, and 1 to 2 feet tall . There are numerous long, narrow, stiff leaves near the base of the plant. The under surfaces of leaves are bright, glossy, and smooth. Seed stems are nearly naked. Seedheads are spikes with spikelets growing edgewise to the seedhead stem. Seeds are awnless. Italian ryegrass is quite similar to perennial ryegrass except it may be an annual , B biennial , or short-lived per- ennial , depending on climate and/or length of growing season. It may grow a little taller than perennial rye- grass -- from 2 to 3 feet tall. Seeds have awns. Varieties Ryegrasses cross- poonate freely so many types have developed. It is diffi- cult to maintain their genetic purity; consequently, Italian ryegrass is marketed as common ryegrass or domestic ryegrass, and it is often a mixture of annual and perennial species. There is no certification of this seed since pure varieties of Italian ryegrass are almost non-existent. Chewings fescue l is tufted and spreads by de - veloping new shoots . Leaves of red fescue are bright green , wiry, and narrow. They are pressed together in V shape and appear nearly round. Stems are usually bent at the reddish or - purplish base and grow about 2 feet tall . Panicle seedhead is contracted or narrow. Varieties : Improved varieties of red fescue in the Northeast — region are Illahee and Pennlawn. Uncommon varieties are Rainier, Golfrood, Trinity, Clatsop (Oregon) , Duraturf (Canada) , _ Olds (Canada) , and Jamestown (Rhode Island). Pennlawn and Illahee are superior varieties for the Northeast. No improved varieties of Chewings fescue _are on the market. Sources : The common varieties are readily available from com- mercial sources . Adaptation : This grass is Red fescue hardy, wear - resistant, and shade tolerant. It is drought- resistant after establishment, and adapted to sandy and acid soils. It i -2- prefers well-drained soils , but requires ample moisture for establish- ment. Its prime area of use in the Northeast is New York, Ohio , West Virginia, Pennsylvania, and the New England States. In the other states of the Northeast region , the grass is adapted to the cooler zones. In areas of high temperatures and humidity, the grass may turn brown or. deteriorate during the summer. It will generally recover in the fall when temperature and moisture conditions are more favorable. Establishment: Red fescue is rarely seeded in pure stands.
