It is a spectacular site which has great potential as a retreat, beach and/or public park. The site also has a significant underground water supply which is unusual on the north fork. Attached please find a location map. The Map of Blue Horizons was recorded with the Suffolk County Clerk in September of 1985 but the family has not yet sold any of the lots. At this time the Principi family needs to liquidate this property, and has offers on some of the seven parcels. Prior to making a sale to a private buyer, however, we would like to explore the possibility of a State, County and/or Town purchase for preservation purposes. It is my understanding that Governor Pataki would like to acquire additional parkland and public access on Long Island Sound. Could you please let me know if the State has any interest in attempting to negotiate a preservation acquisition of this site. Comments: The "Alternate Road" from the intersection to where it would meet the proposed improved access road is all in cultivated farm land. The intersection as constructed is paved with asphalt blacktop, has curbs and catch basins Rt. and Lt . The width is 34 ft. and 43 ft. in length to the paved shoulder on the County road. Recommendations: 1 . Road width 15 ft . 2. Do any necessary clearing for a width of 25 ft. 3. Change alignment to eliminate the left right angle turn (see attached layout . ) 4. Remove topsoil in roadway width for a depth of 8". If topsoil exceeds 8" remove for 8" only. If depth is less than 8" remove that depth only. Replace the topsoil excavation with a good grade of clean fill. 5. Place a 6" course of compacted sand and gravel (gravel content to be 207,) on the necessary depth of replacement material. Depth of topsoil stripping and replacement material would be determined by the profile which is to be submitted for the total road length - (see Report 380) . 6. The road width should meet the County intersection width of 34 ft. and taper to 15 ft. in 40 ft.± For your comments: If consideration is to be given in part to the 280-a requirements for access, a surface course of 3/4" stone blend 2" to 4" in depth is called for on sand and gravel bankrun. I would accept the 2" depth. Also, recycled concrete (crushed concrete) is a good substitute for stone blend. Provided the surface course is to be used I would make changes in Report No. 380. John W. Dear Mr. Orlowski: The Suffolk County Planning Commission at its regular meeting on May 1, 1985, reviewed the proposed subdivision plat entitled, "Subdivision Map of Blue Horizons", referred to it pursuant to Section 1333 of the Suffolk County Charter. After due study and deliberation it resolved to disapprove said map for the following reasons: 1. There is no provision to insure that runoff from the proposed right- of-way on the westerly side of the tract will not flow into the right-of-way of Middle Road, a county road. 2. The aforementioned proposed right-of-way intersects Middle Road at an angle that is less than that recommended by the Institute of Transportation Engineers. The angle of this intersection can only result in traffic flow and safety problems. A3. The placement of this right-of-way does not utilize the provision made by the County in its design of Middle Road for a future street intersection. The Commission calls the Planning Board's attention to the median opening in front of this property. Failure to util- ize this opening can only result in hazardous turns by eastbound vehicles wanting to enter the property and risk taking cutoffs by cars leaving the site that want to go east. 4. No indication was given to show that consideration was given to the erosion potential of the shoreline; especially in light of the fact that the cottages are extremely close to the top edge of the bluff. 6.. The lot arrangement is awkward and is contrary to good planning principles which basically dictate that lots should be rectangular and have a depth that is 1 1/2 to 2 times the lot width. Should any of the buildings on these lots have to be moved back due to erosion of the bluff variances will no doubt have to be required. 7. No community access to the beach has been provided for all present and future lot owners. This will result in a demand for individual access structures for each lot which can have an adverse impact upon the stability of the bluff. 8. The proposed subdivision will result in the creation of six land- locked parcels; that is, parcels that do not have frontage on an existing or proposed public road. The creation of such lots is contrary to good subdivision layout principles and creates problems as far as access by emergency and service equipment is concerned; this could result in health, safety and welfare problems for the future residents of these lots. Creation of landlocked lots also places the Zoning Board of Appeals in the awkward position of having to grant a building permit for each of these lots under Section 280-a of the Town Law as the future owners of these lots cannot be held responsible for the landlocked nature of the parcels. 9. As far as can be ascertained from the information contained in the referral there is no provision for a future collector town road run- ning parallel to and a few hundred feet to the south of the bluff. Such a road is required in the area to serve the shorefront lots; to eliminate the need for the construction of a multitude of north- south roads in the area, each a few thousand feet in length to pro- vide access to a few lots; and to help preserve the farmland south of the wooded fringe along the bluff. 10. Dear Mr. Orlowski: In accordance with your request the staff has examined the proposed subdivi- sion layout for a 55.7± acre tract reputedly owned by C.P.F. Land Corp. and offer the following comments on the map for your use. It is the opinion of the staff that the Commission will consider the layout of this proposed subdivision to be unsatisfactory. Therefore, it is suggested that a revised layout be considered. The following should be addressed: 1. How will access to the beach be constrolled. The Commission prefers a single access on the bluff to serve all lot owners. 2 . There should be a minimum building setback from the top edge of the bluff of 100 feet. 3 . The Commission has strongly favored the creation of a town road parallel to the shoreline of Long Island Sound as delineated on "Development Plan" dated September 1969. Such a road would act as a boundary between resi- dential shorefront lots and farmlands. It would help eliminate the need for excessively long rights-of-way. The road would function as a collector and would help to alleviate traffic problems on Middle Road and Main Road; somewhat similar to the functioning of Peconic Bay Boulevard. 4. The proposed lots are poorly shaped by today's standards and will require variances as they do not meet zoning requirements. 5. We have noted that the wetland areas within Lot 7 are not shown. What is the purpose of Lot 7? The Commission strongly objects to the direct discharge of stormwater into any wetland area. If the right-of-way along the westerly boundary line is to be improved then drainage structures should be required. 7. The length of the proposed right-of-way is considered to be excessive. In addition it just adds to the proliferation of such access roads which will result in problems in the future as the area becomes de- veloped. What of access by emergency equipment? 8. There does not appear to be any valid reason for the creation of a road along side of the L.I.L.Co. easement unless it is the intention of the owner to subdivide Lot 7 in the future. 9. The proposed right-of-way intersects Middle Road at an unsatisfactory angle. Staff comments on a preliminary map do not constitute a review of the map by the Suffolk County Planning Commission. O .W. and the 100 ft. x 100 £t. turning area would be required for a major subdivision. Also, it has been recommended that if this access were to be considered for dedication in the future, it would have to be modified to meet `.Gown specifications. The present road consists of hard-packed sandy loam with some rough areas. It is narrow, 7 ft.± in width, lower than the exist- ing adjacent ground and follows the contours shown more or less. Most of the length is in wooded areas with overhanging tree branches . The present entrance from (riddle Road for the first 100 ft. is not all in -the 15 ft. R.O.W. , it meanders to the East. Also , rain water apparently ponds here . There are two definite low points in the read, one opposite a pond and the other opposite a low area. The plans indicate "road drain" at these locations. I contacted Van Tuyl; he said they were to be future cross drains. Ano "ner note on tine plans reads, "R.O.W. to be cleared and rough grades• 1._5 ft, wide over existing 15 ft. R.O.W. - No substantial change in grade" . I assume that elevation 6.7 shown at the first low point indicates low ground on the east side of the road as does elevation 15.2 at the second low point. The first low point should be investi- gated further by Van Tuyl to see if an 18" pipe with cover of at least 18" can be installed. The plans by the former engineering firm show the pond bottom at elevation 8.0 (at first low point) . There is precedent for updating access roads to subdivisions. The minor subdivision of Lloyd E. Terry at Orient in a 25 ft. R.O.W. has an improved road 16' ft. in width with a 6" depth and more of gravel. The length of this road ?.s comparable to Blue Horizons. The minor subdivision, Little Bay Estates, at Orient has a 16 ft. width road with a 6" depth of gravel in a 50 £t. R.O.W. Both subdivisions have paved turnarounds. Assuming that the Town specifications are waived for the present, I recommend the following: 1. Have Van Tuyl submit a profile for the complete road including the turnaround and to show existing ground elevations. 2. The road width to be 15 ft. A circular turnaround to be covered completely. 3.
