It was unfortunate that the let~ter was both inaccurate and misleading as it referred ~o a letter of mine dated May 22, 1~6~ written to Mr. John Wic~ham. My letter was simply an informal ~ots and was in no way an agree- ment. I talked with Miss Howell yesterday a~d she now ~'~ws that I have had no discussion~ with anyone since she and I together talked with Mr. Wickham last June, a few w~eks after my May 22nd letter. At that time an agreement was reached between Miss Howell and the Chairman of the Town Planning Hoard. That verbal agreement wu that she would agree to the diking of the me·dow if the T~wn Pla-~ing Board should come to the conclusin that it was t~'~best thing to doe There was no discu~slon of amy "canal· at that t~ae. Since th~n the ~oose Creek Study has Been underway. The ~ew York State Water Resoarces Hoard is also involved in the future of the as well as the State Conservation Dep~emt. I phoned Mr. Wickham yesterday ~nd he reports that it is not possible for the Town Planning Board to make any recc~aendation at this ti~e and that there is little possibility that amything cam be decided in the near future, that it may be · long time. It m~y all end up that the Goose Creek study etc., ~ill suggest leaving the me·dow Just as it has sAw·ye been - ! don't know md neither does an~ne else. The map of ~aithfield Park sh~ws a public access road 50 feet wide, to the meadow between lots ~ 2 and ~ 5- If such an access is retained · s town property aa shews, even though no finished road is ~zilt, ! should think that Miss Howell w~uld transfer to G. The District had an englneer look the project over but de~ided not to make a design project out of~ls £or several reasons. It would take too long~ a dredge doesn't mork well to grade unless dikes are erected, and £1nall¥ we all consider this a pilot project. \ It is anticipated that the dredge could put a harm across this meadow of the approximate height with little dif£1culty. I have haen impressed with the excellent Job they did on this farm of Just ~he lame type. Xt must be stipulated h~wever, that it be sand only. Xt is the thinking of the Planning Boardt~his might, besides adding to the ground water reserves, be a real recreational asset to the Town. we don*t have two or three hundred feet of sand beaeh on many beaches and there iS an access road provided ~n the Smith*s subdivision. If this project meets with the approval of the Board it will be necessary to clear final plans with Hiss Howell and Mr. wells, and to n~eh out the easement contract with them. The Planning Board would be glad to do this in consultation with the Town Attorney. UNITED STATES DEPARTMENT OF AGRICULTURE SOIL CONSERVATION SERVICE 217 Osborn Avenue Riverhead, New York 11901 ¢ctober 28, 1966 Planning Board Term of Southold, New York Gentlemen: The small triaugular marshland area making up the northernmost fork of Goose Creek has been chocked for its potential use iu returning fresh water r~moff to under~round aquifers. The proposed drodgiug of Goose Creek, south of the Pine Neck area, is felt by some to possibly subject the grotmdv~aters to salt intrusionj mid,by retaiuiug as much surface runoff - or preventing runoff from goJ~g-out-to-sea - to maintain fresh groundwater as far above sealevel as feasible to accomplish tRis is the purpose of the investigation. T~,e area is a typical high level salt marsh, with a cover cE various Spartina subspecies in the wetter areas ar.d Distichlis Saltgrasses on the higher and firmer parts. The organic cover is quite deep; the top foot is a tight mat of roots, quite firm, but very soft and uncc~soli- dated below. ~he north edge grades up to a loam soil over sand, the south edge is a coarse sand. The sand strata slopes quite steepIy under the organic material, for at 18 feet from the edge, it was not possible to determiue firm bottom with a five foot probe. The fringes of the marsh are lined with Groundsel Bflsh s~[d Saltmarsh Alders or _~Ligh Tide Bush. The drainage area to this small marsh appears to be a little less thee 50 acres. Some of the area to the west drains to a closed depression and accomplishes the J~tent. Some of the area north of the marsh that is now being developed, will not drain into the site unless steps are taken to intercept the naturla grades and divert the small amount anticipated as runoff. Constructio~ of a dike across the end of the area could prove to be more exoensive than first appeareeee v~uld indicste. Disteecc across the area is about ~00 feet, which would enclose about 1 to 1-~- ~ acres at most. A dike could bc relatively low - 2~] to 3 feet over the present marsh leirel. The materisl on site is not satisfactory for dike construction, so fill would have to be hauled in. It is questionable that the mat of roots would long support the weight of fill, and subsidence could be extensive. Construction by displacement might be accomplished, but the mud wave would displace storage area. ¥1ithout deeper probing it is impossible to :rake ~ny reasonable estimates of volume of fill needed, but assuming a l0 foot average depth, an 8 foot top width of dike, end ,~ over s~-'~c slopes~above marsh level) mud i to i under the marsh, would require at least 8 cubic yards per foot x 500 feet or about 2400 cubic yards of fill. By end-dump end overloading it may bo possible to construct the dike for about If 1.00 per £mml cubic y~.rd. The drain, consisting of a corrugated pipe, bituminous coated, and flap gate, ~eter level control weir would run about ii 400. more or less, for a very rough thumbnail estimate of about i 3,000.00 with inlet and outlet ditches to the structure included. It is my personal belief that the area is very small, the amount of runoff that would be involved would be very small except when a rare heavy rain occurs v~hen the soil is frozen. Tee present value of the marsh for wildlife is fair, in my judgement. A change to a small area of fresh v.~ter may have some values· but unless somethLng is done to make the surface upstream of the proposed dike subside to lower level· ~uch as by temporary drainage (with added ditching needed), the benefits would likely be little· or even a loss to the fin- smd shell-fish. The area involved above the proposed dike is very small and the job ~..ppesrs to be rather expensive for possible benefits. Actually, if it were feasible to close off the whole of Goose Creek at the bridge crossLug the outlet, the effect would be enormous at a very reasonable costs I would venture to esti~mte about double the cost/ But this is out of the question for Goose Creek. Other areas may lend thenzselves to such low-head impoundments, if the use of boats or waterfront is not involved.
