Enclosed, please find two (2) prints of your subdivision
map "Calves Neck" as signed by the Vice-Chairman at the
Planning Board meeting of December 20, 1971.
This subdivision was granted final approval on November
22, 1971, subject to the catch basins being cleaned out
and letter of recommendation on the drainage from Lawrence
Tuthill, Town Engineer. As both of these requirements
have been met, the maps were signed by the Vice-Chairman
at last night's meeting.

Gentlemen:
I have reviewed the drainage of the subdivision
of CALves Neck, Southold. The drainage ~s sufficient for this
subdivision as normally comouted. It is to be noted
that when the acreage to the north is subdivide4,
it recommended that due to change in characteristics
of drainage ia lards subdivided that additional drainage
be constructed by the subdivider.

Constant flooding occurs on Hill Rd. 'Jest at 2 existing O.B.'~ (low point in profile).
Basins apparently silted and 'no% very effective. Street is flooded with normal rain and
impassable, with heavy rain. Under present conditions with runoff from other streets
draining into Hill Rd. 'Jest the C.~B.'s can not take care cf the .drainage properly. '.

has been corrected'by the installation of another C.B. on Wells Aye. cross-connected to the

Also, the sand drain as sho%a~ on the subdivision plans with a bottom elevation 10.0
(as revised) would have a volume of 5300 G.F. and a leaching area of 1400 S.F.. According
to plan contours, and they appear to be correct, the drain will take runoff from at least
6 acres. If the water from Hill Rd~ West is diverted into the sand drain, I doubt if
it would eliminate, the ~treet floodiug. During the Ia st heavy rain (weekend of 2/25/79 -
over 3"), the water level at the G.B.'s was over the top of the o%n~er's berm, the.sand
drain fil/ed and ponding extended 60 ft. beyond it. To accommodate both runoffs, the
sand drain would have to be made larger in size.
~%ere is a vacan~ lot on the south side of Hill Rd. ~.m~est at the existingC.B.'s. A-
possibl~ solution to this flooding problem could be a drainage easement on the 'si~de qr. this

RE: CALVES NECK at SOUTHOLD (Hill Road West)
COMMENTS:
In company with R. Jacobs, Deputy Superintendent of Highways, made an
inspection of two catch basins at the low point on Hill Road. West. This
road is in the above subdivision and has not been turned over to the Town.
According to the owner, the basins and connecting pipe have been cleaned
and the inspection waa requested by him.
However, after both grates had been~removed by Town forces, water was
found at one foot ~ from the tops and it was not possible to examine
the basins or the pipe.
There was evidence'of minor flooding on the pavement at the

and bluestone chip topping of the road section at the
subject project.~he following report is submitted herewith:
After tho road surfaco Lad boon broom swept and
rolled with a ten ton roller, 800 gallons of I~G-2S0 bitumin-
ous compound was sprinkled on a road section area of
square yards. This is an average of 0.~ gallons per square
yard, which complies with SeCtion 12 of Specifications.
The oiled road surface was then covered with a layer of
bluestone chips and broomed for even distribution of the
bluestone, after which it was compacted with a ten ton roller.

On October 12~ 1971, I observed the appli-
cation of bituminous compound and sand on the road
section of the subject project. The £ollowing report
is submitted herewith;
After the road section had been thoroughly
broom cleaned, ll00 gallons of ~iC-250 bituminous compound
were sprinkled on a road section area of 2000 square
yards. This is an average of 0.SS gallons per square
yard, which complies with Section la of peclfleatlons.
The road section was then well covered with a layer
of sand to absorb the excess oil.
Tile above described work was done in a
satisfactory manner.

Calves Neck Road

On September llth, I inspected the subject project
to observe the preparation and stabilizi~g of the road bed
in accordance with Sections 9 and 12 o~ Specifications.
The followi~ report is submitted.
As recommended in my report dated October 22, 1970,
sandy lo~m was added to the road bed, which was then scari-
fied to a depth of at least 6 inches after the added soil was
well distributed. 6400 gallons of ~C-250 bituminous out back
was then sprinkled over the road sec,±on of 2000 square yards.
T~is is an average of 3.2 gallons per square yard, which com-
plies with Section 12 of Specifications. The oil was well
mixed into the road bed by repeated passes of the pulvermixero
The road section was then rolled by repeated passes of the sand
trucks over the surface.
The road section was checked botween curbs and found to
be 36 feet as required by Section ll(D) of Specifications.

Dear Mr. Supervisor:
We represent Mr. Richard J. Babcock ~ud Mr. Fred Rimmler who own the
property on the northerly side of a proposed highway to be known as
"West Hill Road" located at Calves Neck, Southold, New York. It is
our understanding that this proposed road layout was approved on
November q7th~ ~967, by Raymond Dean, Highway Superintendant, and
that The Southold Town Plsn~tng Board approved the above captioned
map, including the highway layout, on October 26th, ~970, subject to
the filing of a performance bond to the Town of Southold in the amount
of $~,600.
The owners of the subdivision, George Ahlers and Barbara Rubin have
dredged a canal extending Jockey Creek, and have used the fill to
raise the level of the land to about three feet above the proposed
highway. The construction plans for "West Hill Road" provide for two
catch basins and connecting leaching pools at the low spot in the road.
You will note that this proposed road will connect existing town high-
ways of Wells Avenue and Hill Road and it would appear from an ex-
amination of topographical maps of the area that all surface water
from this road and these connecting highways will drain to these catch
basins. The two leaching pools in our opinion are not sufficient to
drain this highway water adequately as evidenced by the lake which
forms in the area any time there is any amount of rainfall.
We have gone on record several times in the last year with the Southold
Town Pl~ing Board informing it of our objection to the inadequate
drainage of the highway surface water caused by the raising of the level
of this proposed subdivision, and the blocking of the natural drainage
which had existed. It has been our suggestion that a culvert from these
catch basins to the canal would be the proper method of draining the
surface water in this area.

There is no question that when the proposed road is completed it will
become impassable after any sizeable rainfall due to a lake which will
form on the roadbed and which will back up on the Babcock - Rimmler
property. If the Town accepts the road with this inadequate drainage
Mr. Babcock and Mr. Rimmler will have no alternative than to hold the
town responsible for any resulting d~mage to their property.
We would appreciate it if you ~ud members of the Town Board will examine
the premises in question before approving this road or the performance
bond.

Although this is a matter pr~marily between adjacent property
owners, it must be resolved.
From our point of view, if indeed, the proposed West Hill Road
creates standing water, this will In t~me soften the base of this
road and would have direct bearing on the subdivision. We would
suggest that this problem be discussed with adjacent property owners
and we would be very much interested in how it is resolved.

Re: Proposed subdivision to be known as Calves Neck
Gentlemen:
We represent Mr. Richard Babcock and Mr. Fred Rimmler,
who purchased from Judge Hill a parcel of about 11 acres west
of the former Hill residence. The southerly boundary of the
parcel is the proposed street to be knowua as West Hill Road.
Lots 1~ 2~ 3 and 4 on the proposed map are opposite our prop-
erty. Since the filing of this map with your Board, we under-
stand the owners have dredged the channel of Jockey Creek and
used the fill to raise the level of the land and contour of
these lots. This has created a pocket on our property for
accumulation of surface water--the natural drainage having
been blocked.
Although we may have recourse to other measures to pre-
vent this, we believe that it should be brought to the atten-
tion of your Board so that you may require a further contour
map and make proper drainage provisions. We, of course, have
no objection to the road as a public road and will be glad to
cooperate as an adjoining owner in its dedication, providing,
of course, that the drainage problem is properly disposed of.

Dear Mr. Ahlers:
In support of our phone conversation of today, I strongly
advise that you tell your contracter to cease operation immediately
on your property in Southold.
In view of the fact that you have violated the canal ordinance
of the Planning Board, and this is Article III, Paragraph 1, it is
expected that the Planning Board will withold your subdivision
approval indefinitely until you fill in the canal as it was; and
fulfill all other subdivision requirments.
I should like to point out further that our minutes clearly
show that in discussing the approval granted to you to cut in the
road, the Planning Board witheld permission on this new canal. We
will therefore notify the building inspector not to grant any building
permits on any road on your property and we will further notify the
Board of Appeals of this action.

Dear Sir;
Your application to subdivide, build road, and do some
dredging et the head of a branch of Jockey Creek has been
pending for some time. We have now received a letter from the
Soil Conservation Service outlining proposals for protecting
the fresh water resources in this area. we believe that we
are now ready to get together with you and make a final plan
for the development of this area. If you should care to meet
with the Planning Board on May 12th, some time after 8 in the
evening and bring your proposal of the work to be done we will
be most happy to try and ex~ediate this matter.
It appears that some type of staved bulkheading will
probably be the solution if any further dredging is to be
approved. In the event of dredging where the tide rises and
falls, a ~ezmit will also have to be secured from the Town
Trustees.

Dear John:
This letter is in answer to the question that you, as
chairman of the town planning board, asked Bob Jonas about
fresh water retardance. You asked in particular about a
problem of a housing development just south of the village of
Southold.
Let me say first that we could find very little real
information on this subject. We did come to the conclusion
that it would be difficult, if not impossible, to completely
stop the loss of fresh water when canals are dug back into
the mainland. The best way to accomplish this would be to
install some kind of impervious liner on each side of and
under the canal. This does not seem very practical.
We think that fresh water retardance in such cases can
be best accomplished by the following method. Dig a trench
around the canal. The trench should be a minimum of 10'
back from edge of the canal and 4' below the bottom elevation
of the canal. The sea side of the canal should be lined with
a tight layer of 10 mil impervious plastic. The trench should
then be back filled with the material excavated after all
sharp stones and coarse organic matter has been removed to
prevent ripping the seal.
We do not think that a layer of clay is practical
because of the difficulty of classifying clay, the difficulty
of compaction at the expected depths, and the scarcity of
clay in this area. We do not know of any way of driving
sheet piling so that it will be water tight.
Let me say again that this procedure will only minimize
fresh water loss.
I would be very glad to discuss this matter further with
you or your planning board.

This situation is differeut from Goose Creek. At Goose ~rcek
~e will try to contain surface llow. Here the Froblem would be
loss of sub-suriace fresh w~,=er. ~ conclusions are that ~]y
extension of the canal in to higher land ~ould result in loss of
fresh water.
