Cremers Kenneth L. Edwards George Ritchie Latham, Jr. Craig Turner, Planner Robert G. Kassner, Site Plan Reviewer Carol Kalin, Secretary Mr. Odowski: Good evening. I'd like to call this meeting to order. The first order of business is for the Board to set Monday, January 8, 2001, at 6:00 p.m. at the Southold Town Hall, Main Road, Southold, as the time and place for the next regular Planning Board Meeting. Mr. Cremers: So move. Mr. Latham: Second. Mr. Orlowski: Motion made and seconded. All those in favor? Ayes: Mr. Orlowski, Mr. Caggiano, Mr. Cremers, Mr. Edwards, Mr. Latham. Mr. Orlowski: Opposed? Motion carried. Southold Town Planning Board Pa,qe Two December 18, 2000 MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES AND SET OFF APPLICATIONS Final Determinations: Mr. Orlowski: Dickerson-Steadman - This proposed lot line change is to subtract 8,465 sq. ft. from a 9.52 acre parcel, SCTM#1000-122-2-24, and add it to an 11,272 sq. ft. parcel, SCTM#1000-122-2-6. The property is located on Sound Avenue in Mattituck. Mr. Cremers: BE IT RESOLVED that the Southold Town Planning Board authorize the Chairman to endorse the final surveys dated August 23, 2000. Conditional final approval was granted on October 23, 2000. All conditions have been met. Mr. Ca.q.qiano: Second. Mr. Orlowski: Motion made and seconded. Any questions on the motion? Mr. Orlowski: Ham/& Lorraine Broom - This proposed lot line change is to divide an 11,517 sq. ft. parcel, SCTM#1000-10-3-25, between a 1,826 sq. ft. parcel, SCTM#1000- 10-13-14, and an 8,748 sq. ft. parcel, SCTM#1000-10-3-15. 9,185 sq. ft. will be added to the 1,826 sq. ft. parcel, and 2,332 sq. ft. will be added to the 8,748 sq. ft. parcel. The property is located on Peninsula Road, Fishers Island. Mr. Edwards: Mr. Chairman, I'd like to entertain the following motion: WHEREAS, conditional final approval was granted for the lot line change for Harry arid Lorraine Broom on October 23, 2000; and WHEREAS, deeds were filed with the Suffolk County Clerk's Office dissolving SCTM# 1000-10-3-25 into SCTM# 1000-10-3-14 & 15; and WHEREAS, the map now shows a 12-foot right-of-way that continues down to the water; be it Southold Town Planning Board Pa,qe Three December 18, 2000 RESOLVED, that the Southold Town Planning Board authorize the Chairman to endorse the final surveys, dated July 28, 2000 and revised December 1, 2000. Mr. Latham: Mr. Chairman, I'll offer this: BE IT RESOLVED that the Southold Town Planning Board grant a retroactive ninety- day extension of conditional final approval from December 13, 2000 to March 13, 2001. Conditional final approval was granted on June 13, 2000. Mr. Cremers: Second the motion. Mr. Orlowski: Motion made and seconded. Any questions on the motion? All those in favor? Setting of Final Hearings: Mr. Orlowski: Davis/Gerhard-McAIlister- This proposed lot line change will eliminate a 41,552 sq. ft. lot, SCTM#1000-109-3-2.26. 20,364 sq. ft. will be added to a 41,997 sq. ft. lot, SCTM#1000-109-3-2.27, and 21,188 sq. ft. will be added to a 43,200 sq. ft. lot, SCTM#1000-109-3-2.25. The property is located on Linden Avenue in Cutchogue. Mr. Ca.~.~iano: Mr. Chairman, I'll offer the following: Southold Town Planning Board PaRe Four December 18, 2000 WHEREAS, the merger of one vacant lot into two built lots has no development impact; be it RESOLVED, that the Southold Town Planning Board, acting under the State Environmental Quality Review Act, do an uncoordinated review of this unlisted action. The Planning Board establishes itself as lead agency, and as lead agency makes a determination of non-significance, and grants a Negative Declaration. Mr. Cremers: Second the motion. Mr. CaRRiano: BE IT FURTHER RESOLVED that the Southold Town Planning Board set Monday, January 8, 2001 at 6:05 p.m. for a final public hearing on the maps dated September 18, 2000. Development Rights will be sold on 27,537 acres. The property is located on Main Road in East Marion, SCTM#1000-38-1-1.3 & 1.4 Mr. Cremers: Mr. Chairman, I'll offer the following resolution: WHEREAS, this proposed subdivision is for 4 lots on 34.848 acres on the south side of Main Road, between Shipyard Lane and Gillette Drive in East Marion; and WHEREAS, Development Rights will be sold on the 27.537-acre lot; and Southold Town Plannin,q Board Pa,qe Five December 18, 2000 WHEREAS, the lot known as SCTM# 1000-38-1-1.4 will be recognized as a single and separate lot, and its boundaries will be modified by this subdivision action; be it therefore RESOLVED, that the Southold Town Planning Board grant conditional sketch plan approval to the subdivision map, dated May 5, 2000, subject to the following conditions: 1. The map should show the lot line change and label the affected lot as Lot #4. 2. The map should be titled with the owners' names. 3. The R-40 zoning designation should be listed on the map. The property is located on CR 48 in Southold. SCTM#1000-55-2-24.4 Mr. Latham: Mr. Chairman, I'll offer this: BE IT RESOLVED that the Southold Town Planning Board has determined that this action is a Type II Action and not subject to review under the State Environmental Quality Review Act, (Article 8), Part 617. SITE PLANS - STATE ENVIRONMENTAL QUALITY REVIEW ACT Lead Agency Coordination: Mr, Orlowski: Breezy Sound Corp. - This proposed site plan is for a 68 unit motel in 5 buildings plus a pool house, manager's apartment and a swimming pool. The property is located on CR 48 in Greenport. SCTM#1000-45-1-2.1 Mr. Ca.q.qiano: Mr. Chairman, I'll offer the following: BE IT RESOLVED that the Southold Town Planning Board start the lead agency coordination process on this unlisted action. The property is located on Rt. 25 & Elijah's Lane in Mattituck.
