Had your office informed me, upon inquiry, that this matter would be on the agenda of the 25th, I would have been present to answer the following questions raised by Mr. Lessard: 1. The rear yard has not flooded this season, and it appears that the previous flooding condition has been resolved, by the Town's installation of a recharge basin to the west of the property. VICTOR LESSARD EXECUTIVE ADMINISTRATOR (516) 765.1802 TO: FROM: SUBJECT: Town Hall, 53095 Main Road P.O. Box 1179 Southold, New York 11971 OFFICE OF BUILDING INSPECTOR TOWN OF SOUTHOLD February 10, 1988 SOUTHOLD PLANNING BOARD BENNETT ORLOWSKI ~ EXECUTIVE ADMINISTRATOR l~ VICTOR G. LESSARD ROSE & RICHARD SAHM The comments, made on the site plan review of this project, are those based on a check list I developed from section 100-134 of the code book. This is titled "Site development plan elements" and are required where applic- able. I refer now to the Garrett Strang, Architect, letter, to the Planning Board, with reference to the comments made, by me, in reviewing the submitted site plans. I. Rear yard flooding area. I am presently satisfied that the work done by the highway department, has apparently resolved the storm water runoff. Again, it is not my decision to make. This was an element in 100-134. Set back requirements, on existing building, do not pertain because of pre-existing status. Public water was not indicated. Again a part of the site plan element as required in 100-134. No screening indicated. Because of change and contiguous property being residential, the discretion of the Planning Board as to or not screening would be required. Today's requirements are that all outdoor lighting shall be so designed as to be shielded to the pro- perty. I just reminded the Planning Board of this. Outdoor signs should be indicated as an element of a site plan 100-134. 2 . 3 . 4. of use it is whether 5 . 6 . . . Southold February Planning 10, 1988 Board Page 2 7. My interpretation is a site plan should not only show what is existing, but should also show what is proposed, otherwise any judgement made cannot be based on a true picture of intended use within code requirements. Again, when the Planning Board addresses these comments to their satisfaction, the site plan can be considered certified. . . GARRETT A. STRANG 'RECE:VED ~nUTI'cr, tiL' ,'~:J I. JIB- c MAIN ROAD. P.
