The Only additional potential problems regarding culvert capacities are the size of the road culverts between sta- tions 25+33 to 28+70 and the cross over pipe at station 2.8+70. PAUZER DISTRICT MANAGER November 24, 1986 Mr. Bennett Orlowski, Jr. , Chairman Southold Tom Planning Board Main Road Southold, New York 11971 Dear Mr. Orlowski: As per your request I have reviewed the drainage proposal for the major subdivision "fbme Faxen Estates". The preliminary drainage plan does not indicate the size, slope, or type of all of the culverts, nor does it indicate the final road and lot elevations. Therefore, a thorough evaluation of the drainage proposal is not possible. There are, however, a few potential problems regarding surface drainage which should be brought to your attention. A natural drainageway exists on the property which flows on an angle from lots 4 and 5 toward lot 16. The proposed road would intercept much of this surface runoff water; how- ever lot 25 would be located within part of the remaining flow path. Lot 16 is also with- in the flaw path and would also experience flooding due to runoff from lots 17, 15, 14, and 13. Currently there are two small culverts located where lot 16 is planned, which outlet into a Town of Southold recharge basin. If these culverts are blocked or removed flooding within lot 16 would occur. Regarding the proposed road drainage, preliminary calculations indicate that the proposed 540 feet of 18 inch diameter OT culvert, at 0.50 percent slope, would not have the capacity to convey the peak amount of runoff water resulting from a 10 year frequency rainfall of 5 inches within 24 hours. Me size and slope of the other culverts are not listed on the site plan; however, most of these culverts are conveying water from larger watersheds and therefore would need to have even greater capacity. Location of some of the catch basins (CB) are questionable. For example, there are catch basins planned in the road near the south side of lot 16, while the indicated existing law point of the road is located toward the middle of lot 15. If there are no plans to regrade the mad in this area, a flooding problem will result on the mad in front of lots 25, 26, 15, and 16. If a drainage plan is prepared which indicates all proposed final elevations of roads, catch basin rims, culvert inverts and sizes, a more complete analysis of the drainage system could be conducted. Riverhead soils are deep, well drained, moderately coarse-textured soils that formed in a layer of sandy loam or fine sandy loam over thick layers of coarse sand and gravel. The texture from 0 - 32 inches is sandy loam and fine sandy loam. Sand, loamy sand, gravelly sand and gravelly loamy sand is foand at depths of 32 - 65 inches. The permeability is moderately rapid in the root zone (surface layer and subsoil) and very rapid in the underlaying layer. Riverhead soils have moderate to high available moisture capacities (see attached table). Natural internal drainage is good, but in many places where these soils have been farmed a plowpan has formed. These soils have low organic matter contents and low natural supply of plant nutrients, but crops respond well to lime and fertilizer. Generally, these soils are well suited to crops commonly grown in Suffolk County. RdB Riverhead sandy loam. 3 - 8 percent slopes. Most small deposits of this soil have moderately short slopes, but large areas are undulating. Cultivated areas are 2 - 3 inches shallower to coarse sand and gravel than the representative Riverhead soil because of past erosion. The erosion hazard is slight to moderate. Keeping cover crops on the soil in winter and returning crop residue will help to pro- tect exposed areas from erosion. Diverting runoff water from higher areas also helps to reduce erosion damage. Irrigation water can be applied at a moderate rate. ` I HAVEN SOILS (HaA. HaB. HaC, He). Haven soils are deep, well-drained, medium-textured soils that formed in a loamy or silty layer over stratified coarse sand and gravel. The texture from 0 - 19 inches is loam, silt loam, and very fine sandy loam. From 19 - 28 inches the range is silt loam, very fine sandy loam, and gravelly loam, while the texture from 28 - 55 inches is gravelly sand, loamy sand, sandy loam or stratified sand and gravel. The permeability is moderate in the root zone (surface layer and subsoil) and rapid or very rapid in the underlying layer. These soils have moderate to high available moisture capacities (see attached table). Havensoilshave 'low organic matter content and low natural supply of plant nutrients, but crops respond well to lime and fertilizer. When the soils are intensively cultivated the likelihood of crusting is great, however the returning of cover crop residue decreases this problem. Generally, these soils are well suited to crops commonly grown in Suffolk County. HaA Haven loam, 0 - 2 percent slopes. These soils are usually large in area and nearly level with some areas of slight undulation. The erosion hazard of these soils is slight but erosion problems are likely to occur in undulating areas. Irrigation water should be applied at a moderate rate. Management concerns in- clude crusting after rain, maintaining tilth, and reduction of the plow pan. Bryer DATE: 12/18/86 RE: Home Farm Estates Re-Alignment of Easterly R.O.W. & Drainage Revisions After further field inspections by Jack Davis and myself, it was noted that movement of the entrance road is necessary to allow less congested access and to avoid a possibly dangerous situation. it was also recommended that relocation of catch basins was necessary to reduce possible overland flow off site and minimize the potential for ponding on some lots. The following recommendations are seen as an alternative measure to those suggested by the County Planning Commission in their letter of September 29, 1986. Two problems are seen to exist for the location of the road proposed by the commission. The first problem is drainage. Moving the road further east (towards the recharge basin) Adds approximately 501 to the length of the drainage easement crossing the "open apace" area. This in turn will create a problem with keeping a necessary minimum slope of the pipe of 18. The total length of the pipe will be increased to ± 570 ' leaving a slope of such less than .58. This slope cannot be changed due to the minimum invert necessary at the outfall of the recharge basin. Making the recharge basin deeper to try to obtain such a slope would cause the bottom of the basin to possibly be in the water table. The second .problem is the actual location of the entrance. A vehicle hea4gdowest on Main State Road would have to make a turn of ± 326 to get on to Lower Road. By moving the road approximately 150' west a mor8 reasonable turn could be made off of Main Road (S 90 ) . A stop sign could be put on Lower Road just east of the entrance into the subdivision to stop vehicles on Lower Road from crossing in front of the entrance while a vehicle is either entering or exiting. A car leaving the subdivision at this point has sufficient sight distance both east and west for safety. Attached is a plan and profile showing these recommendations. 4V� l 23 Narragansett Ave. Jamestown, RI 02835 (401) 423-0430 As noted on the attached plans catch basins have been relocated, proposed road grades have been slightly altered, distances between basins have been reduced, pipe sizes changed, and the drainage easement across the open space has been relocated. All of the changes coincide with each other to reduce the potential of off-site runoff and ponding. A major change is that of piping on both sides of this road. The "conventional' way is to pipe on the low side and connect the basins with a cross pipe. This does not mean that this is better than what is proposedt it is only to try to reduce the extra amount of pipe and excavating which in turn will reduce cost.. Pipe sizes on the low end have been increased to handle the amount of flow during a 10 year storm, it is also recommended that the distance between basins be reduced to a minimum of 2001 . There are two reasons behind this: 1) more basins will hold more run-off which in turn will help drain the lots and 2) a slope of 1% was used to reduce the amount of cut and fill for the roads which will cause the water to move a bit slower through the piping. Will alignment be straightened from Sta 27,00± to Lower Road as house will be demolished? Would recommend straight road. ( 2.) Drainage: (a.) Runoff has been computed with a 0.2 coefficient and for only the lot areas and southerly open space areas. Spec- ifications call for runoff to be estimated for total potential development. Designer has used 1 .0 coefficient for pavement areas (correct). Would recommend 0.25 factor for lots. Also would include 340,700 S.F. approximately 292 open space which will drain into the subdivision, with 0.2 coefficient. (b.) Pipe line invert grades, all as shown are less than 1 .02 except for outfall lines into the R.B. Recommend that minimum pipe grades be not less than 1 .02. However, would accept the 0.752 grades between Sta 14+83 and Sta 18+33. (c.) Plan shows curved pipe alignment between Sta 16+36± and Sta 18+33. Would mean use of plastic pipe - would not recommend - use 4 manholes as indicated on plan. (d.) Plan shows 18" CMP on both sides of road with no cross connections at C.B. 's except where necessary, would indicate that designer had this in mind. Profiles show only one line. Called VanTuyl re this matter - he said the two lines were to be used. (e.) Have indicated i.e. changes in red on plan for 1.02 pipe grades along the pavement except between Sta 14+83 and Sta 18+33, the long cross connection (Sta 2+90 to Sta 28+70±) assuming the road will be on a tangent into Lower Road and a change to 24" CMP for the outfall line to the R.B. (f.) There is no information on size, type, castings, etc. for C.B. 's. Designer should investigate where 3 and 4 pipes are involved. Also, manholes, headwalls, etc. should be shown or referenced to specification drawings. (g.) Specifications require a test hole at R.B. 's, 5 ft. below , bottom elevation to determine good leaching material and water table. This should be done and data submitted. (h.) Due to information in this report, the size of the recharge basin would have to be increased. (i. ) Unless the recharge basin will show additional information on the final plans, it should be referenced to the applicable standard drawing in the specifications. (k.) Would eliminate pipe lines between Sta 0+25 and Sta2+90. Cross connect C.B. 's at Sta 0+25 with 18" CMP and continue same to a depressed leaching system in the open space south of lot no. 1.
