The question of whether an action maybe significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a projector action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important. Attached is a breakdown of the time spent by Planning Board members and by staff on reviewing the application. Although the proposed subdivision did not receive sketch approval from the Planning Board, considerable time was spent in reviewing the proposal, and in coordinating the road layout with an adjacent parcel which is also before the Planning Board for a subdivision. It is not unusual for a land owner to pursue both the sale of development rights and subdivision approval concurrently. The Planning Board has before it several other parcels on which subdivision proposals have been made and on which either the development rights have been sold, or the offer for such sale has been made but not completed. To date, the Planning Board has not refused to process a subdivision application for properties where the owner is also petitioning the County to purchase the development rights. This allows the developer to preserve his/her options. However, the cost of processing the application should not be borne by the Town' s residents. The Planning Board is in favor of the elimination of the second access point on Main Road which was shown on the original plan submitted. However, the open space buffer which the Board requested along Main Road is not shown on the plan. The Board requests the following revisions: 1. An open space buffer, of at least two-hundred ( 200) feet along Main Road. Thus, no lots would be south of the existing out parcels. 2. The developed area should be shifted to the north so as to provide for the open space buffer along Main Road. By doing this, the road which accesses the adjoining Hunt parcel (SCTM# 1000-69-5-7) will also be shifted to the north. Please see the enclosed correspondence which was sent to the attorney for the Hunt subdivision, requesting a similar shift in the proposed road for that subdivision. As explained in that correspondence, the Board will refer the first plan that comes in to the other applicant so as to make sure that the same access point is shown on Home Farm Subdivision• Page 2 both maps. However, if Mr. Van Tuyl wishes to contact Mr. Metzer of Peconic Surveyors, it may help to expedite the project. 3 . The Board is not in favor of the layout of the cul-de-sac shown as "cul-de-sac All on the enclosed plan. The Board suggests that this cul-de-sac be shortened, and another cul-de-sac be added, see "cul-de-sac B" on the enclosed plan.
