Pursuant to the requirements of Sections A14-14 to 23 of the Suffolk County
Administrative Code, the Suffolk County Planning Commission on July 6, 1988,
reviewed the above captioned application and after due study and deliberation
Resolved to disapprove it because of the following reasons:
1. It constitutes the unwarranted further perpetuation of business zoning
along Middle Road (C.R. 48);
2. It is inconsistent with the predominant single family residence pattern
of zoning in the surrounding area;
3. It would tend to establish a precedent for further such
rezonings/downzonings in the locale along C.R. 48;
4. It contravenes policy objectives set forth in the recent Town of
Southold Master Plan Update which calls for discontinuance of strip
business development outside hamlet centerst along the Townls major
corridors; and,
5. It is inconsistent with the recent Town Master Plan Update which
designates this area for single family residence purposes.

Dear Mrs. Terry:
The following action was taken by the Southold Town
Planning Board on Monday, June 6, 1988.
RESOLVED that the Southold Town Planning Board make a
recommendation to the Town Board of denial for this change of
zone. This property is located on the southerly side of County
Route 48, Peconic.
WHEREAS the zone change does not conform to proposed master
plan adopted by the Planning Board.
AND WHEREAS zone change would set a precedent for other
adjacent property rezonings,i.e. adjacent service businesses in
residental zone.
AND WHEREAS existing residential lot, which supports a lawn
sprinkler, landscaping, and nursery service business under an
accessory building provision of the code, in the Planning
Board's opinion., is an improper use of the residential lot,
since a residence did not exist and therefore an accessory
building should not h~ve been permitted.
AND WHEREAS this zone change would set a precedent for
further erosion of the residential districts for service
business uses, especially along Route 48 and Main Road. For
.q these reasons, the Planning Board recommends the zone change, as
requested, be denied by the Town Board.

Purpose: The full EAF is designed to help applicants and agencies determine. in an orderly manner, whether a prc
or action may be significant. The question of whether an action may be significant is not always easy to answer. Freq,

reasonable? The reviewer is not expected to be an expert environmental analyst.
. Identifying that an impact will be potentially large (column 2) does not mean that it is also necessarily significant.
Any large impact must be evaluated in PART 3 to determine significance. Identifying an impact in column 2 simply
asks that it be looked at further.
. The Examples provided are to assist the reviewer by showing types of impacts and wherever possible the threshold of
