Dear Mr. Herrmann:
The following action was taken by the Board of Town Trustees during its regular meeting held
on Wednesday, February 21,2001 regarding the above matter:
WHEREAS, En-Consultants, Inc. on behalf of CAROLYN PF ANNER applied to the Southold
Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of
Southold, application dated February 1, 2001 and
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
February 21, 2001 at which time all interested persons were given an opportunity to be heard,
and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the Southold
Town Code,

WHEREAS, the Board has determined that the project as proposed will not affect the health,
safety and general welfare of the people ofthe town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of CAROLYN PF ANNER to
construct a 4'X 48' fixed timber catwalk (elevated 3.5' above marsh grade) with 4'X 5' steps to
bottom at seaward end. Convert existing 3.5'X 8.5' timber steps down bank to 3.5'X 4.5' steps
to landward end of elevated catwalk, and (2) 2'X 4' steps to allow pedestrian pass and repass,
with the condition that the pilings are hand-dug in order to minimize the disturbance to the
wetlands, all as depicted on plan last revised 3/26/01.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency which may also have an application pending for the
same or similar project.
Permit to construct and complete project will expire two years from the date it is signed. Fees
must be paid, if applicable, and permit issued within six months of the date ofthis notification.
Two inspections are required and the Trustees are to be notified upon completion of said project.
Fees: $420.00

As discussed during the 21 February 2001 public hearing on the captioned application, please
fmd enclosed (3) copies of a project plan revised to depict 2' x 4' steps to be constructed
landward of the high marsh on both sides of the proposed catwalk for pedestrian pass and repass.
Please also fmd attached a check in the amount of $420, pursuant to your request for permit fees
(copy enclosed).
Although I expect that this information and payment of fees will allow you to issue Mrs.
Pfarmer's permit, please contact me at your earliest convenience if you require any additional

The New York District, U.S. Army Corps of Engineers, has
received a request for Department of the Army authorization for
the following activity:
APP~ICANT:
Carolyn pfanner

ACTIVITY: .
Construct a 4 foot by 48 foot fixed timber pier,
elevated a minimum of four feet above the grade of
the marsh, and a 4 foot by 5 foot set of steps at
its seaward end. The purpose of this project is
to provide the applicant with access to the water.
WATERWAY:
East Creek, Great Peconic Bay
LOCATION:
Cutchogue, Town of Southold, Suffolk County, NY
As this is minor in nature, authorization may be by Letter
of Permission. This is in accordance with current Federal
Regulations governing work in navigable waters of the United
States. To accomplish the coordination required, prior to the
issuance of a Letter of Permission, your review of the enclosed
drawings is requested.
Pursuant to Section 307 (c) of the Coastal Zone Management
Act of 1972 as amended (16 U.S.C. 1465 (c) (3) (A)), the applicant
has certified that the activity complies with and will be
conducted in a manner that is consistent with the approved state
coastal zone management program.
To allow for the timely processing of the subject
application, your comments are requested within 15 days of the
date of this letter.
