Foster - Minor Subdivision at Peconic Con~nents: The following is from inspection of the above access made on May ~3, ]986. Road width at 50 ft. intervals - Average ]6 ft.± for 275 L.F. Depth of bankrun after topsoil removal - Estimated at ~6". Depth of stone top course from paved shoulder at Middle Road to end (at 50 ft. intervals): 3", 4~", 4~", 4", 4", 3~", 2~" an average of say 3.7"~. Contractor had delivery tickets for 3 loads of stone blend at 38 tons each which amounts to 1~4 tons. This quantity is in excess for the 2~" top course as recormnended. May 20/86 The smal~ asphalt apron as called for at the entrance has not been placed. The stone course has been carried to the paved shoulder temporarily which makes the access usable at this time. Davis Date: March 5, 1986 Re: Necessary improvements in R.O.W. for access to lots in the 4 lot minor subdivision for Richard A. Foster at Peconic. Comments: The 4 lot subdivision is all open land except for lot No. 2 which is occupied by a landscape firm. Notes on the plan indicate that all lots must have access to the 30 ft. R.O.W. and no direct access to CR. 27. Also, that the R.O.W. intersection have concrete curbs to the shoulders of C~P~ 27. At present the shoulder area is paved. Curb installation is probably called for at sub- divisions only. I would not make curbs a requirement in this case but would call for asphalt from the property line to the paved shoulder. The elevation of the shoulder paving on C2L27 is ~.5 ft.± higher than the toe of the road slope at the property throughout except at part of Lot No. 2. The slope of the property according to elevations shown is to the south. There is little possibility of runoff flowing out onto the County Rd. unless future grading reversed the present elevations. The south property line at the L.I.R.R. Co. is higher (about ~ ft.±) than the top of rail. However with the substantial swales on both sides of the track can see runoff problem. Recommendations: ]. Width to be 15 ft. with 4 ft. shoulders. 2. Road will require fill at intersection with C.R. 27 for say 50 ft. Owner should have VanTuyl submit a profile indicating fill at the inter- section and that the road centerline is say 2" above the existing O.S. elevations in the flat area. 3. Pave the short distance from the property line to the paved shoulder with a 2" asphalt surface. 4. Remove topsoil for a depth of 8" for the 15 ft. width and backfill with 8" of sand and gravel bankrun (Gravel content to be 20%). 5. When concrete is removed, cut concrete with concrete saw two feet outside the limits of the proposed excavation and for the full panel width. When the cut is made in pavement within 10 feet of the panel ~oint, the pavement shall be removed for full panel width from the cut on the far side of the excavation to the panel joint. 2. Backfill and thoroughly compact fill using POWER TAMPER, placing soils so that various types of soil are in same relative position as before excavating. Grade to original suHace. 3. Replace pavement, sidewalk or sudace same as existing; if concrete, replace using 1:1 3/4:3 1/2 mix stone mix concrete; if bituminous material, replace using same type as removed. 4. If concrete curb is removed, replace with similar curb 1:1 3/4:3 1/2 mix. 5. Edge of Jacking Pits or any other excavation shall be not less than 5 feet from Edge of Pavement. No undercutting allowed in Pit. 6. Notify the Department at Yaphank 924-3451 when the work is to begin so lhat an inspection can be mede of the operation. This permit shall not be assigned or transferred without the written con~nt of the Commissioner of Public Works. The work authorized by this permit shall be pedormed under the supervision and to the satisfaction of the Commissioner of Public . Works or his representative: Particular attention is called to the necessity of thoroughly compacting the back fill, which will be required by the Commissioner of Public Works, The Commissioner of Public Works shall be given one week's notice by said applicant of the date when it intends to begin the work authorized by this permit, and prompt notice of its completion. The said applicant hereby agrees to hold the State, County and Town harmless on account of damages of any kind which may arise during the progress of the work authorized by this permit or by reason thereof. Applicant certifies all persons concerned with actual work under this permit are duly covered by Workmen's Compen~tion Insurance and the State, County and Town shall be held harmless on account thereof. The Commissioner of Public Works rese~es the right to at any time revoke or annul this permit should the said applicant fail to comply with the terms and conditions upon which it is granted. The applicant agrees to pay all necessary expenses incident to supervision and inspection by reason of the granting of such permit as certified by the Commissioner of Public Works, such payment to be made within ten days from the rendering of the certified account. Work under this permit to be commenced within thirty days from the date of permit and continued in an expeditious manner. The applicant shall submit a detailed plan of structure to be built, with a description of proposed method of construction. It is understood that should future changes in the alignment or grade of the highway require changes in the work covered by this application and permit, the applicant shall on reasonable notice from the Commissioner of Public Works make such necessary changes at his own expense within the time so specified in notice, Traffic shall be maintained by the applicant on this section of the highway while the work is i~ progress and until its final completion. In order to place the right-of-way on C. R. 27, permission will be necessary from the Suffolk County Department of Public Works in Yaphank. An alternate suggestion by the Planning Board is that you use the curb cut that is already there, run the right-of-way along the easterly side of Lot #2, then across lots $~ and $4 for a distance ef 150 feet into Lot ~4 to get the required 150 foot road frontage for that lot.
