Dear MI. Fitzgerald:
The following action was taken by the Southold Town Board of Trustees at their Regular
Meeting held on Wednesday, April 30, 2003:
RESOLVED that the Southold Town Board of Trustees grants a One-Year Extension to Wetland
Permit #5339. Permit is to remove and replace in the same location 25'+/- of existing retaining
wall, 25'+/- of existing bulkhead, 250'+/- of existing decking between the bulkhead and the
retaining wall. Remove any fill material that enters tl1e waterway and replace it behind tl1e
bulkhead or retaining wall. Fill as necessary behind the bulkhead and retaining wall to maintain
established grades using an estimated 5 cy. of spoil from an associated separately permitted
dredging activity, and install a 10' non-turf buffer landward ofthe bulkhead.
This is not an approval from any other agency.

The following action was taken by the Board of Town Trustees during a Regular Meeting, held
on May 24, 200 I, regarding the above matter.
WHEREAS, PROPER-T PERMIT SERVICES. on behalf of HELEN BICKING applied to
the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the
Town of Southold, application dated May 3, 2001,
WHEREAS, said application was referred to the Southold Town conservation Advisory Council
for their findings and recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
May 24, 2001 at which time all interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standard set forth in Chapter 97-18 of the Southold
Town Code.

WHEREAS, the Board has determined that the project as proposed will not affect the health,
safety and general welfare of the people of the town,
NOW THEREFORE BE IT.
RESOLVED, that the Board of Trustees approved the application of Proper-T Permit Services
on behalf of HELEN BICKING for a Wetland Permit to remove and replace in the same
location 25' +/- of existing retaining wall, remove and replace in the same location 25' +/- plastic
or vinyl sheathing of existing bulkhead, remove and replace in the same location 260 +/- sq. ft. of
existing decking between the bulkhead and the retaining wall. Remove any fill that enters the
waterway and replace it behind the bulkhead and retaining wall to maintain established grades
using an estimated 5 cy of spoil from an associated separately permitted dredge activity. a ten
foot non-turf buffer.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency which may also have an application pending for the
same or similar project.
Permit to construct project will expire two years from the date it is signed. Fees must be paid, if
applicable, and permit issued within six months of the date of this notification.

At the meeting of the Southold Town Conservation Advisory Council held Monday, May
14,2001, the following recommendation was made:
Moved by Melvyn Morris, seconded by Bill McDermott, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A STIPULATION of the Wetland Permit Application of HELEN BICKING 144-5-17'to
remove and replace in the same location 25'+/- of existing retaining wall; remove and
replace in the same location 25'+/- of existing bulkhead; remove and replace in the
same location 250+/- sq.ft. of existing decking between the bulkhead and the retaining
wall. Remove any fill material that enters the waterway and replace it behind the
bulkhead or retaining wall. Fill as necessary behind the bulkhead and retaining wall to
maintain established grades using as estimated 5 cy. of spoil from an associated
separately permitted dredging activity.
