As such, it is unlikely that either facility will experience significant improve- ments, in view of their present ownership. • The NASP and the Suffolk County Comprehensive Transportation Plan recommend that the Town acquire Mattituck Airport and undertake various improvements. However, the Development Plan of the Town of Southold does not include provisions for a Town -owned airport, which would be eligible for Federal funding assistance. a Mattituck Airport has adequate runway length (2,200 feet) to serve the Town's needs; however, with its lack of runway lighting and navigational aids, operati-ons are limited to daylight hours and only during periods of favorable weather. o Charles Rose Field does not provide adequate runway length (1,200 feet) and the potential for expansion is. limited. e An,airport with adequate facilities is needed on the North Fork to: 1) serve as a link to the national air transportation system, 2) promote the development of existing and new businesses in the Town, and PM SPEAS 3) attract a portion:of the tourist market presently frequenting Fishers Island., Block Island and the South Fork via air taxi and scheduled commuter carriers: • It is believed.that the new airport should provide the following facilities: runway length of approximately 3,000 feet; runway lighting, -and; a non -precision instru- ment approach. • Preliminary investigations have identified eight separate sites for locating the new, airport, as shown on the follow- ing graphic entitled, "Existing and Potential Airport Sites." However, during the course of the Study, other sites may be identified and shown to be more favorable than the eight sites depicted. • The intent of this Study will be to identify the most fea- sible site for locating -the Town -owned airport and to. pro- duce a master plan of development of this facility over the next twenty years. Upon completion and approval of this Study, the Town will become eligible for Federal and State funding assistance to develop the airport. • The split between the various funding sources for the Study and the subsequent airport development have varied over the past ten years between the following percentages: Federal 90%, State 7.5%, local 2.5% Federal 80%, State 1.5%, local 5% It has not been determined what breakdown will be included as a part of new legislation currently being considered, but it is highly likely that one of the above splits will be the case.
