SUPERVISOR RUSSELL: I would like to call the meeting to order. Would everybody please
rise and pledge allegiance to the flag? Okay, there is a couple of issues I want to get taken care
of before we go to comment on the agenda items. First I want to have everyone stand in a
moment of silence for honoring Lester Albertson, former supervisor of Southold Town, from
1960 to 1968. He was also Suffolk Count Clerk from 1969 to 1977. He passed away Sunday.
So I would like everybody to stand in a moment of silence. Moving along, one thing I promised,
Dawn, you are welcome to come up; for the audience at home, we are going to discuss the Relay
for Life held at the Jean Cochran Park on Peconic Lane, June 2 and 3, 2006 and I am going to
have you explain. I asked Dawn to come because it is an important initiative and I don’t think
anybody here hasn’t had a family member affected by cancer.
DAWN (?): That is basically where I was going to start, actually. I will start with a little bad
news and go to the good news. Lester Walsh, who some of us knew from Southold and
Greenport town for years, passed away about two weeks ago from cancer. One of the best
people I knew. A year ago, perfect health. 51 years old. And I know everyone has a similar
story. The good news is that this is the first year in 70 years that cancer death numbers are down.
Also, the American Cancer Society has definitely helped with that. They have funded 38 Noble
prize winners. In Suffolk County 10 years ago, 400 women a year got breast cancer screenings;
today it is 4,000 a year. So there is a lot of good initiatives that they have been behind and it
definitely funded 87.5 cents on every dollar goes directly to research and patient support and
education. So around the country over the last 20 years, communities like ours have sponsored
what is called a relay for life and that is what is their major fundraiser. This year we are going to
have our first one in Southold, so I am trying to just give it as much exposure as I can to every
community based group as possible, so that they would know what it was and hopefully support
it. I know you are working on a budget right now but I am not going to ask for any money from
the Town, just for personal support and hopefully individually for people to get involved and

also to know what is going on in the town. Because I think after this year, seeing what kind of
event it is, it is going to carry itself for years to come and will be a very wonderful community
event. It is a relay because you put together a team of 8 to 12 people. You get together and you
get a little site in the middle of the track there in Peconic and you stay all night, you try to keep
one team member on the track at all times. The idea or the symbol is that we won’t stop fighting

cancer, that we will not wear out. So, it goes from 6:00 Friday night June 2 to 6:00 AM,
Saturday morning. People put together their teams and do different themes. A lot of them are
geared around their own community and what we are going to do is basically try to make it like
an old-fashioned carnival. Pony rides and cotton candy. Things that the families will enjoy early
in the evening. At dusk there is a luminary ceremony for people that are fighting cancer right
now and at midnight there is one for those we have lost. Other than that, the rest of the evening
they try to make very upbeat. The first lap at 6:00 is for survivors and everybody just cheers for
them. And I was shocked, I went to one in Moriches last year; how many people in a
community, of all walks of life, every age, have been affected by cancer and are surviving. So
that is good and it gives people the idea that we might be able to beat this and in their own lives,
they might be able to. So the reason I am here again is for exposure. I am hoping that when
people come to you and say, ‘well, I am doing this event’ at least you will know what it is and I
think if in any way the Town sees a way to be involved, I think it would be great. In Kansas, one
county, the five mayors came together and signed off to make it a week that they were going to
paint the town purple because that is the signature color of the relay. So, all the businesses hung
out purple flags, people wore purple, just to show support for the event and also, came to it. So
whether you walk or not, I am trying to get the word out that everyone is invited and if you want
to sponsor some people that are in it or if you would like to walk, you can call me. My phone
number is on there and I do think it will be long term.
SUPERVISOR RUSSELL: Can I just ask you, to make sure if you have any information for the
public where they can get information, whether it is a phone number or preferably a website, by
all means, feel free to let us know.
DAWN: The website is www.cancer.org you can click on relay and my suggestion is to view the
video. You will see how other communities have promoted this, have worked together, have
enjoyed it as a community. I will just mention also, if you know any survivors, we would love to
extend to them an invitation. They have dinner free, they have the first lap and they don’t have
to stay all night. You can contact me, my phone number is 631-374-1238. It is on the papers,
too. But for the community, there are posters up. Also, Bernadette Taplin is the chairperson.

DAWN: Oh, American Cancer Society is who is behind this.
MS. EGAN: I understand that. But where are you located?

DAWN: I am a mom in Greenport. So I am just local, I am a volunteer, I don’t work for them.
But, and we don’t have a group, we are just an extension of that, the Relay for Life is the group.
Okay?
MS. EGAN: I am a survivor.
DAWN: Come have dinner.
SUPERVISOR RUSSELL: Before, again, before we get to the public comment, there is a very
important announcement I want to make regarding a deadline for applications for the affordable
housing proposal. You must register and be on Southold Town’s registry by 4:00 PM, May 12,
2006. Any questions, you can contact Phil Beltz, he is the housing coordinator. He is located at
298-4460. He is in the Human Resource Center in Mattituck. And I strongly recommend
anybody that wants to apply to heed this advice because the deadline is fast approaching. If any
reporters were in the audience, say perhaps Ambrose from the Suffolk Times, somebody like
that, just hypothetically, if you wanted to mention that in the paper, that would probably be doing
a wonderful public service.
COUNCILMAN WICKHAM: And did you mention the Cottages at Mattituck?
SUPERVISOR RUSSELL: This is for the application for the Cottages at Mattituck. 22 units,
1,100 square foot two bedroom houses. That being said, would anybody like to discuss any item
specific to the resolutions before us?
JOAN EGAN: Joan Egan, East Marion. You will have to bear with me, I did not have time to
look at the new ones, so we will struggle. Alrighty? I will start with 357, I notice there any
number of different seminars and I don’t say it is not necessary but I don’t know that all these
people need to go. I don’t know that we need to spend all that money, we don’t have enough
people coming in to the building when you go to the Building Department and other agencies.
There aren’t enough people and when these people are all out, people get a bad taste in their
mouths. I would strongly think seriously about all of these seminars. There is another one on
359, another one for the Building Department. One is on June 15 and another one on June 24
then 27. it becomes a problem. Now, I will have to give you credit where credit is due, on 360,
for these BOCES students to get a break in at the police for, I think that is wonderful. They are
needed there, very badly. Because we don’t (inaudible) we lost so many of the dispatchers and
we are still using policemen, I believe, at the police station, aren’t we, Mr. Russell? And that is
wrong. It is stupid to be paying somebody who earns over $100,000 to answer a telephone. So
if they can do some relief work there and get some more power to you. Now we have a lot of
our blue finest people disappearing also, on 364. I guess he is the juvenile officer? Thomas

Hudock. Now he is going away from the 21 to the 25. Another policeman off the scene. In
June, August. You know when you have all these kids out of school, it seems to me that this
could be done at another time of year, if it is necessary at all. Oh, on item 366, some of this, this
1994 Ford Sabaron or whatever the heck you call it, some of these could be given to schools
because I don’t think you get any real money for these. You know, Greenport school has a
mechanical, you know teaching kids how to repair cars and all of that, so I think that would be a

thought what you might want to do with that Ford car. Now, on item 368, these are our boats.
Now, I hope they are taking care of the boats that they have. We have had a problem. Oh, I love
thth
this one, 370, recognize the week of April 30 through May 6 as municipal clerk week. I
certainly hope that they all realize that they are public servants and work for all of us, not just
their friends and that they be polite and courteous at all times. Are you listening to me, Mr. Ross
or are you daydreaming? I only am going to comment a little on 371, for the merchants.
Whether they be from Southold, Greenport, Mattituck. They are all, with the terrible weather,
with the roads being torn up, with the economy pretty well shot out here, anything that can help
them, should be done because they are in trouble. They have all lost a lot of money and you
have these big box places coming in and it makes the little guy, the mom and pop stores
disappear. And that is what made our town so great, was the mom and pop stores. And now,
they are all disappearing. They are just simply disappearing. So anything that can help the
merchants, I am all for. Oh, item 381, two things I would like to comment on that. Number one,
the company installing these overhead doors, there is no place out here in the Town of Southold
that does that? Had to take a bid from Holtsville?
SUPERVISOR RUSSELL: We have a requirement to take the low bidder. It was a bidded
project and we had a requirement to take the low bidder, regardless of where their business is
located.
MS. EGAN: Okay, now, I would hope that any of these, I always say a prayer when I hear that,
that any of these overhead doors also have pulls; in other words, if they are not just working on
electric. Is that part of what they do?
SUPERVISOR RUSSELL: That is my presumption.
MS. EGAN: We don’t sign it until we know it because I have seen this before where people
can’t get in and out because it is electric. They should have a pull cord, not these little magic
pushers. I shall address the public hearing later, okay?
SUPERVISOR RUSSELL: Thank you. Would anybody like to address the Town Board on
issues that are on this agenda? (No response) Hearing none, let’s move forward.

Southold. Said property is identified as SCTM #1000-53-3-2. The address is 1900 Pipes Neck
Road, Greenport, New York, and is located on the southwesterly side of Pipes Neck Road
approximately 881 feet from the intersection of Pipes Neck Road and State Route 25 in
Greenport. The proposed acquisition is for open space and is approximately 11.0 acres (subject
to survey) that borders on Pipes Creek. The proposed acquisition is for fee title to the entire open

COUNCILMAN WICKHAM: This notice has appeared on the Town Clerk’s bulletin board
outside in the hall, it has also appeared as a legal in the Suffolk Times newspaper and I believe
that is all the information I have on this.
SUPERVISOR RUSSELL: Thank you. Would anyone like to comment on this acquisition?
MELISSA SPIRO, LAND PRESERVATION COORDINATOR: Melissa Spiro, Land
Preservation Coordinator. As noted, this is an open space purchase. The Town will eventually
be purchasing this as an environmentally sensitive parcel in the Pipes Cove area. The map is
kind of busy and I am sorry you can’t really see it but this whole area is generally our target area.
All the parcels in green are already preserved and the red parcels are the parcels that we would
like to preserve and they are our focus area as we try preserve in the Pipes Cove area. The
Carroll piece is right here. It is located on the end of Pipes Neck Road and we actually now own
and once we close on this, we will own together with the county, everything on the west side of
Pipes Neck Road. So once you turn from Main Road on to Pipes Neck, the county and the Town
own the environmentally sensitive wetlands to the north side of the railroad tracks and with the
Carroll acquisition, we will own everything from the south side of the railroad tracks. The
Carroll parcel fronts on Pipes Creek, it has got actually quite a bit of frontage on the Pipes Creek
area. As you can tell from the map, sorry to those of you that can’t see it; but it really fits right
into our whole focus area in the Pipes Neck area. The town hired the Nature Conservancy a
couple of years ago to work together to facilitate some of the preservation efforts in this area and
I would really like to thank Randy Parsons, who has done a lot of work for the Town in this area
and has been the facilitator on this project with the Carroll family. The Committee is really
enthusiastic about this project, they recommend that the Town Board proceed with the approval
of it. I thank the landowner, of course, as I always do for joining with the Town in our land
preservation efforts. We hope to close actually, very soon on this one. We are hoping to close it
by the end of May, if not, in early June and I think that is all I have to say.

things, too much land in their name. And I know you’ll all tell me it will be preserved and
nobody will ever change it and I don’t believe that. I truly don’t. So, let’s hope for the best.

SUPERVISOR RUSSELL: That concludes the agenda. Would anybody like to address the
Town Board on any issue regarding a matter before the Town? Highway Superintendent Peter
Harris.
PETER HARRIS, HIGHWAY SUPERINTENDENT: Thank you, Scott. I am just here to give
th
you an update. We started the Town cleanup last week. We are in our 7 day now. We are
already into the hamlet of Southold. It has been publicized in the newspaper, it has been
publicized on the radio and I know there is a lot of people that watch this Southold Town Board
meeting and I have to tell you that once we pass your location, we will not return. And I know
there have been people that have put items out in areas we have already been and I know I came
and I spoke to this Board about putting some type of code into the code but I am sticking to my
guns this year, I am not going to go back because I think if we go back, we are setting a
precedent that you make a statement, you are not going to do something and if you go back, then
people just take you for granted. So, I think the fact that where we have let the commercial
carters bring the material in, I think it has certainly been a help, that is a plus. The cleanup as a
whole is going very well, I think we will probably wrap the cleanup up in hopefully even less
than three weeks, instead of the five to six that it normally takes. But I thank you from the
Highway Department as far as coming on board and extending the six week program for the
residents to take it to because everyone that has called and we have told them that you have that
th
option to take it to the land, you know the compost facility up until May 28 and we have had, I
know, certain commercial people have been taking the debris to the landfill instead of putting it
out at the road. So I think it has been a win-win up to this point but I would just like to stress to
the public you know, this service is provided by the Town and specifically the Southold Town

Highway Department. Please work with us, we will take your debris away for you but you have
to have it out in front of the house and when we come by, we will pick it up and take it away.
Don’t wait two days until after we have gone by and then expect me to come back because we
just can’t do that.
JUSTICE EVANS: Pete, which direction are you working?
MR. HARRIS: Excuse me?
JUSTICE EVANS: Are you going west to east or east to west?
MR. HARRIS: We started in Laurel and we are working east. And I believe the cleanup has
already been completed on Fishers Island. Thank you.
SUPERVISOR RUSSELL: Would anybody like to address the Town Board? Mrs. Egan.
MS. EGAN: How are those bags working out?
MR. HARRIS: The bags work great.
MS. EGAN: Even in the heavy rainfall?
MR. HARRIS: Mrs. Egan, the brown, biodegradable paper bags, even if they have been rained
on, once the suns come back out and the bags dry out, those bags, I mean, we dealt with them
last fall, bags that were out anywhere from five to five and a half weeks were still intact. As long
as they had a chance to dry back out, the bags held up. And the fact that the material inside the
bags breathes a little bit, so that the leaves don’t start composting inside the bag like a plastic
bag, so the bags don’t get any heavier because the leaves stay wet compared to a plastic bag
where it starts decomposing inside. So the biodegradable paper bags are good.
MS. EGAN: Thank you. One thing I do notice and maybe it is good and maybe it is bad, I don’t
know. You have up here the antagonist and the protagonist. And I know it is difficult and it is
healthy to certain degree to let off some steam and I know it is difficult when you are a senior
person versus a younger person and it is hard that you have had that job before and now
somebody else has it. But I like to give everybody a chance, a good chance and not come on too
strong. Let the new guy breathe a little, let him make a mistake. He probably won’t but it is
healthy because if he makes a mistake, he will learn from that mistake. And that is a very
important factor. Okay? Everybody got the message up there? I am sure you did and if you
didn’t, after the meeting I would be more than happy to explain it to you, alright? Now, with the
gas prices so high, how about us thinking about maybe another senior bus or just a regular bus,
maybe not just for seniors, but for everyone. Are we writing that down? Or are we putting it up
here?
SUPERVISOR RUSSELL: No, actually Councilman Edwards had actually already talked to the
County, I know, and raised his concerns over the quality of the bus service that the county

provides to the people of Southold Town. I know I have talked to them. It is the J-92 line or
whatever they call it. Something like that. So it has been on the radar of several of the
councilmen and myself already and we are doing what we can to bolster up county services.
MS. EGAN: Now Mr. Harris maybe can help, so you can help us. Who sets the speed limit on
the North Road, as I call it? 48, 25.
SUPERVISOR RUSSELL: Well, the County would. The 48 that would be the County, I think
on the easterly part of the Town it would probably be New York State. That is a state road when
it ….
MS. EGAN: They determine, like in front of sound beach, Southold Town beach, that changes
what, May 1? The speed limit?
MR. HARRIS: I think it is May 1 or May 15, somewhere in that vicinity. Before Memorial
Day.
MS. EGAN: Because, you know, our police officers like to tag for that speeding thing, if you are
not used to it, you know it drops from 50 to 40 or from 40 to 30, so people should be aware of
that. Oh, I did want to ask this, with all these little trips and seminars, who checks expense
accounts when they are submitted?
SUPERVISOR RUSSELL: That would be the Department head first and then the Accountant,
the Town Comptroller second. And ultimately I sign the vouchers.
MS. EGAN: Well, I don’t expect you to go over the vouchers but I hope that they check them
out carefully. Very carefully. Oh, on being redundant, there is water coming up on all the roads
and there isn’t, you can patch them, you can do anything you want. You can’t (inaudible) it is
happening all over. Water coming up all over and it is getting worse and I don’t think there is
one thing that we can do about it because Long Island, at this point, is getting pretty close to sea
level. We used to be a little bit above but it is not happening anymore. So, that is it. Have a
nice evening everybody. Congratulations to you Mrs. Finnegan.
