Can everybody please rise for the pledge? Okay, I would actually like to ask anybody if they have any public comment, I would like you to come forward now to discuss any issue on the agenda. Mrs. Egan, please. JOAN EGAN: Good evening, Joan Egan, East Marion. I can’t stay as long as usual so I will take the opportunity to wish you all a very happy Easter, the Jewish people-what is it? Passover. Good. Of course, the first thing is on the first page, I would hope that somebody looked at the police, Judge Bruer’s reports for crimes in our town. It is getting worse all the time, okay? Now, this is the 8:00 one. What, on item 2006-320, what is that all about? SUPERVISOR RUSSELL: That is a lease agreement for a copy machine used at the Human Resource department. MS. EGAN: And it is necessary? SUPERVISOR RUSSELL: It makes more sense to lease rather than own when it comes to those items. MS. EGAN: And 321, is that a resignation personal or health or…? SUPERVISOR RUSSELL: The resignation is from a gentleman, he is getting married soon, so he feels like his free time is going to be much less to contribute so he decided to resign and we accepted with regret. MS. EGAN: I would agree. Now, the 327, I would hope that Mr. who is in charge of the dump is taking better care of equipment. We seem to be spending a humongous amount of money up there. And I hope it is worthwhile. I hope you give him a wakeup call to please take better care of our equipment. Now, item 328, I see Mrs. Neville is going up to Saratoga Springs and I, as I say at all of these things, I would hope sometimes it could be done by computer or telephone or something because these cost quite a bit of money. I just hope it is worthwhile. Number 336, an 5 week unpaid leave of absence. Will that person be replaced in the interim? They certainly need help in the Building Department, with all the new construction. Will he be replaced in that interim? SUPERVISOR RUSSELL: This is, you are talking about the reference to the deckhands over on Fishers Island. 336. MS. EGAN: No, this is….336. SUPERVISOR RUSSELL: 336 is for the seasonal deckhands for the Fishers Island Ferry District. Page 3 April 11, 2006 Town of Southold Board Meeting MS. EGAN: Well, that is not what I have on this one. This is employment, Town Building Department. SUPERVISOR RUSSELL: Wow. Who are we hiring? Oh, okay, 334, I am sorry. Yes, that is an unpaid leave of absence for a building inspector. MS. EGAN: Well, I just asked you, is he going to be replaced? Is somebody going to replace him for that interim? SUPERVISOR RUSSELL: Not for a five weeks, no. MS. EGAN: Well, you should because it is a mess up there and they, people were waiting on line and getting very frustrated. And that is wrong. That is what they pay their taxes for. Now, this was not on the agenda that I had earlier, this is for the sanitary flow credits for Mattituck and I have spoken on it before and I have spoken to many other people and as we have said to you many, many times, we all want affordable housing and we certainly feel strongly for anybody who needs to, who works here and wants someplace to live that is affordable. I still maintain that it is too small a piece of property. Are you going to allow the same amount of units to be put there as was originally proposed? SUPERVISOR RUSSELL: The current proposal has been scaled back from 24 houses with 12 apartments to 22 houses with no apartments. MS. EGAN: No apartments? Yeah. And of course, you do realize what you are doing to the school taxes with that and the roads and the congestion? I can’t stay to hear how it will go but I certainly hope each and every one of you up there who has a vote will think very carefully of what will happen if it passes. I also find it very difficult to believe that the people who are on the waiting list or say they are on the waiting list or who pick a lottery number up, will get it. I think that that, I would hope that they would do that honestly but I have grave, grave doubts that it will happen to people who really need it. Oh, well, this is a good one, this I like to hear. 341, somebody is having a baby. And they are getting a six month extension to the maternity leave of absence. That is good. God bless anybody who brings a baby into this world. SUPERVISOR RUSSELL: I would point out that as long as that name does not say Nuria Russell, I am all for it. MS. EGAN: Or Joan Egan. Now, we have a new groundskeeper. Oh, I did notice not only are we watering the lawn out there but we are also watering the sidewalk. Waste of water. That is something that should be addressed in publications to the community; that you try not to water the road nor the sidewalk. Terrible waste of water. And again, I know this isn’t here but I will tell that water that I talked about, Long Island used to sink at so much, we are almost at sea level. That is how bad it is. No matter all these patches along any of these roads, the water is coming up. The trucks, they patch it; big trucks go over it and it is a mess. So, that is all. Have a good evening. Bye bye. Page 4 April 11, 2006 Town of Southold Board Meeting SUPERVISOR RUSSELL: Thank you. Would anybody else like to address the Board? JOE FISCHETTI: Good evening, I am Joe Fischetti. I haven’t been able to talk about the affordable housing because I have been at other, I couldn’t attend. I live in Southold, I have lived here for 35 years. I have been a builder and a developer and I presently have my professional engineering office on Hobart Road, which is a slum because it was built in the 1930’s and the properties are ¼ acre and ½ acre. And I had heard in the paper that this affordable housing project was termed as a slum because it was such small lots. I ask anybody in this community to come out to Founders Estates and drive down there and see how 10,000 square foot lots look. These were built in the 30’s, they are standard lots and it is a nice development, that is basically what is being done in the hamlet of Mattituck now. I was in the, 15 years ago, I was part of the North Fork planning conference, we brought professionals from New York City to come out here. They told us to take the development from the open spaces in the farmland and move it to the hamlets. I was also part of the US-UK planning study, which was more than 10 years ago. Same thing, told us to move development from the farmland into the hamlets. There is a number of you who are not, don’t understand this project. You need to, if you are going to do transfer of development rights, you have to know what ¼ acre and ½ acre projects look like. Otherwise we won’t save the farmland. Tom Wickham asked me 10 years ago to be chairman of the TDR committee. I was chairman, I was appointed by Lee Koppelman to be chairman of the Pine Barrens TDR program. And Tom asked me to do it here. We did it 10 years ago and you guys are doing it right now. If you want a TDR program to work, you have to feel comfortable with small lots. And Scott, I am really surprised at you. You are a, you were a part of, the Assessors office should know what a ¼ lot looks like. Come over to my community, drive around there, look at what it looks like. It is not a slum. SUPERVISOR RUSSELL: Joe, I live on a 50 x 125 lot myself. MR. FISCHETTI: That is great. That is perfect. SUPERVISOR RUSSELL: The issue isn’t really about TDR’s tonight, the issue is about an existing community and trying to create affordable housing that is consistent with the community. MR. FISCHETTI: I understand you brought it down from 24 to 22. Now… SUPERVISOR RUSSELL: The town code did that. MR. FISCHETTI: No, it didn’t. SUPERVISOR RUSSELL: Yes, it did. MR. FISCHETTI: 10,000 square foot lots. Now….. SUPERVISOR RUSSELL: The problem is the town code only allows for 22 houses. Page 5 April 11, 2006 Town of Southold Board Meeting MR. FISCHETTI: You could have done the 24 if you wanted to. COUNCILMAN KRUPSKI: Actually, the proposal is to bring it from three to 22. SUPERVISOR RUSSELL: Thank you. COUNCILMAN KRUPSKI: Currently it is three. MR. FISCHETTI: Well, if you wanted, from what I understand the original proposal was 24 with 12 apartments. So you eliminated 12 elderly that can’t go there. Then you brought it down from 24 to 22. What logic is that? All you did was lose two young families who could afford that. You didn’t make it less dense. You just did this politically. I find it to be unsettling for me to understand that you would negotiate two families, two young families who won’t be able to live in Southold. Do you feel comfortable with that? SUPERVISOR RUSSELL: Actually, I do. I would like to see the density be tailored back a little bit. MR. FISCHETTI: Good. Okay. SUPERVISOR RUSSELL: Actually it is the, because I don’t think it is the most efficient use of the property. I would support 24 units in a clustered arrangement so that you don’t undermine the very character that we are trying to establish in every other aspect of the town code. MR. FISCHETTI: (Inaudible) with a 10,000 square foot lot. SUPERVISOR RUSSELL: That is right. MR. FISCHETTI: There is nothing wrong with that… SUPERVISOR RUSSELL: Well, what you need to do is.... MR. FISCHETTI: In fact, some of them are (inaudible) SUPERVISOR RUSSELL: ….tighten your building envelope and then create some buffers and open space. That is what the town code is all built around and I have never heard you object to that before. The set off requirements, we have two acre zoning but it requires that one acre zoning used for houses and then one acre goes in the open space bank. It is all the same premise. MR. FISCHETTI: If you want to protect farmland, you need to be comfortable with small density lots. If you are not going to be comfortable with small density lots, you are not going to protect farmland and TDR’s aren’t going to work. So, that is my only question. COUNCILMAN KRUPSKI: Well, this isn’t a TDR. Page 6 April 11, 2006 Town of Southold Board Meeting SUPERVISOR RUSSELL: This isn’t a TDR discussion. COUNCILMAN KRUPSKI: This is a zone change, here you go, here is your density. This is not a TDR. MR. FISCHETTI: I understand but you limited, why can’t you keep it at 24 and go down to 22. COUNCILMAN KRUPSKI: It is not a TDR. SUPERVISOR RUSSELL: The town code limited it to 22 lots. The lot sizes, as originally proposed. MR. FISCHETTI: (Inaudible) you are using some of the development rights from your sanitary credits to make this work. COUNCILMAN KRUPSKI: That is completely different. MR. FISCHETTI: Somewhat. COUNCILMAN KRUPSKI: Because right now, as of right, they have three development rights there. SUPERVISOR RUSSELL: And it is my hope, Joe, that we could pepper the affordable housing throughout the entire community. Not all, you can’t solve all the issues on one piece of property. You need to look at innovative approaches, such as garden apartments, town houses, co-ops… … MR. FISCHETTI: It is only 24 houses, we are not talking 100 houses. It is only 24. that is not a lot. SUPERVISOR RUSSELL: No, it is not. And that is why we have a lot of work ahead of us to locate it in all the different hamlets. MR. FISCHETTI: I am sorry that we are not getting as much density as we need on that property. COUNCILMAN WICKHAM: Joe, we are about to embark on a major TDR initiative with a lot of new legislation. I hope we can count on your help. As we have. MR. FISCHETTI: Ask me and I will help. Thank you. SUPERVISOR RUSSELL: Would anybody else like to address the Town Board? Page 7 April 11, 2006 Town of Southold Board Meeting TOM SKABRY: Tom Skabry, president CSEA. I just have a couple of resolutions. Start from the back and work our way forward. 2006-343. Deals with the transfer or the employment of Pete Gatz, the DPW. DPW has been understaffed and I am glad the Town Board realizes that, however, I hope the Town Board doesn’t forget the fact that the Highway Department has been understaffed and is pretty much of the same workforce as it has been since the 60’s. And the work load of the Highway Department, probably, I am going to assume, has increased at least 40 % of its workload from the 60’s. and I strongly urge that the Town Board consider increasing the working staff of the Highway Department. The reason why I bring that up is because Peter Gatz is currently employed by the Highway Department, to be moved over to DPW. Also, for 341, I want to take this opportunity to thank the Town Board for extending the personal leave of absence for the employee and I have a question about 2006-336. The ferry district. Obviously, this has to do with somebody working on the Fishers Island ferry system. Why does the Town Board approve, hire, suspend and fire these employees? Are these employees of the Town? SUPERVISOR RUSSELL: They are employees of the Fishers Island Ferry District. It is a separate, elected Board, very much like any municipal public authority who hires and fires. We are simply, at the end of the day, the clearing house and the budgeting manager. TOWN ATTORNEY FINNEGAN: Right. The hiring and firing that they do is subject to approval of the Town Board. SUPERVISOR RUSSELL: Yeah. MR. SKABRY: Is this similar with the staffing of people like from the Southold Park Districts, Mattituck-Cutchogue Park Districts? SUPERVISOR RUSSELL: Not quite. They are completely autonomous. They don’t have to run anything by us. But the Ferry District is sort of this complementary arrangement, where you have their autonomy but things do have to be either approved or disapproved by the Town Board ultimately. But the, most of it is done at their discretion. They are an autonomous Board, elected by the people of Fishers Island. MR. SKABRY: Alright. And the Town 100%, budgets their money? SUPERVISOR RUSSELL: No. Every dollar that they spend, is levied on the people of Fishers Island, either through the fees of the ferry itself or through a special tax district. So, none of it comes from this side of Southold Town. MR. SKABRY: Very confusing. SUPERVISOR RUSSELL: It sure is. MR. SKABRY: And hopefully maybe sometime, either a councilman or the supervisor, we can sit down and you can try to educate us a little bit and hopefully (inaudible). Thank you. Page 8 April 11, 2006 Town of Southold Board Meeting SUPERVISOR RUSSELL: Would anybody else like to address the Town Board? Mr. Wills? FRANK WILLS: Good evening, Frank Wills. I live in Mattituck. Regarding the Cottages at Factory Avenue. I think it is a great idea. The only regret that I have is that the apartments were removed. I think it is a great idea because it is too many but my suggestion might be to consider making some of the houses rentals, so that the people, including young people, can afford to live there; whereas most of them, I am sure, even at $160,000 a unit can’t come up with the money. So my thought or suggestion might be to make maybe a quarter or half of the houses as rental, so they can be open for people to move into. SUPERVISOR RUSSELL: We have a desperate need for affordable housing and rentals in this community. I am not sure if that would be permitted under, not only under our law, but how it is financed through the county. FHA requirements, etc. So I do think they have to be owner occupied. Anybody else? EILEEN MCGETRICK: Eileen McGetrick, I live in Mattituck. I just have a few concerns. I know two weeks ago, prior to receiving any approval, those involved with the Cottages were back there with heavy duty machinery, taking down trees and disturbing the land. That causes me to question the integrity of those involved in this project and how quickly they are willing to act without any formal approval at this point. They have disturbed a decent portion of the woods back there. That does cause me concern. The other thing is, in the last report that was released, it was a visual inspection as to whether or not there were endangered plants or life back there and I question what are the credentials of those who did this visual inspection? I would like to see more information put out there that that those who have the necessary credentials have deemed that that this area is fine to disturb and build 22 houses. And prior to, you know, reducing the size of the woods. The other thing that, you know, just kind of disturbs me a little bit is that this 7.4 acres borders something like 35 or more acres that is preserved for the enjoyment of the public. I know that it goes, that stretch of woods goes from Factory Avenue all the way to Aldrich Lane. And that is quite a large stretch. We don’t often see that left anymore, especially in this area. So, once again, I ask that the Board really concern themselves with the sanitary flow credits, what the potential effects are on the aquifer, that we have to bring in city water, you know, for these people to have potable drinking water. That the wells would be 20 feet, the water table is 20 feet give or take in that area. Not only in that area, but what about the surrounding properties? Is it going to have a detrimental effect on their wells because how deep are some of their wells? I know that some of us have had contamination in that are and have had to put filters on our wells. I believe it is temik, if I am not mistaken. And I really, I am disturbed that they have disturbed the woods without any authorization and I do hope that those people that are responsible for that will be, suffer some consequences or be answerable to that. Because that is just disruptive to all those concerned and it really goes against my grain, where is their integrity? We are looking at this project, we are saying, okay, let’s create some affordable housing. We are looking at all the variable option and for them to go back there and do that, I don’t believe that they had any authorization, I know that they were stopped. So, those are just some things I thought I would bring to the table. Thank you for your time. SUPERVISOR RUSSELL: Would anybody else like to address the Town Board? Page 9 April 11, 2006 Town of Southold Board Meeting BOB MARCHICA: Bob Marchica, Sound Avenue. I got no problem with affordable housing. Don’t take the woods down to do it. We got more open farm lot than we know what to do with around here. The grapes are great, I got nothing problem with that. Put the houses up on the farm lots. Don’t take these woods down. There is not enough left in this Town anymore. And the other thing is, the commercial traffic. I have called you up a number of times in the last two weeks. I got nobody down there. The people are flying, there was an accident today. Paulie Michalecko lives across the street from me, backs out of the driveway; bam. Come on, you know, we have got to wake up. There is nothing left and there is going to be nothing left. Like that lady said, there is a beautiful stretch of woods there. Take it down for houses, I got nothing against the houses, put it on a farm lot that has already been taken down. That is all I got to say. Thanks, folks. COUNCILMAN KRUPSKI: I would hate to see, sir? I would hate to see them put this sort of development on a farm field because you have got the most productive farmland in the country. MR. MARCHICHA: (inaudible) that farm lot hasn’t been productive in 10, 15, 20 years. SUPERVISOR RUSSELL: Would anybody else like to address the Town Board? Is Joe still here? I was hoping to ask him a question. Because I know a few weeks ago the Town Board talked about rezoning hamlet density from quarter acre to half acre and I didn’t see his outrage then. But I will address that with him in a phone call tomorrow. Anybody else like to comment on any issue before the Town Board? UNIDENTIFIED: I would just like to add in response to what he was saying, it is less than a quarter of an acre and only .15 if I am not mistaken, is what they are looking at. That is .10 less than a quarter of an acre and I am sorry that he is not here to hear that. SUPERVISOR RUSSELL: As a point of clarification, before Albert jumped in, I was going to mention to him that some of the lots were small, 6,900. However, under the current town code, under the affordable housing districts they are permitted 22 lots. The lots range in size from about 8,000 to about 12,000 perhaps a little bit bigger, 13,000 square feet. Under the current code, that is permitted. That is about 10,000 per lot. The previous submission, with the 24, was just not supportable under the current code. With that said, would anybody else like to address the Town Board? As you can see, there is a significant amount of county and town development rights purchases in this area and the parcel contains two homes on the corner that are going to remain, the 3 ½ acres not to be purchased by the Town. There is an ag structure area behind that and then the rest of it will be purchased by the Town, the development rights. I am Jack Berdinka, I live on Factory Avenue. Who authorized that bulldozer to go through there? SUPERVISOR RUSSELL: I do not know. I had gotten a phone call about it, by the time I heard about it somebody had already ceased and desisted from doing that. MR. BERDINKA: I walked the property there. It is right across the street from me. SUPERVISOR RUSSELL: I know. MR. BERDINKA: I walked the property and they dug three great big pits and then they covered them up. And I mean, they tore a lot down. And it is just a shame. I feel that they are going to take down every tree on that property. SUPERVISOR RUSSELL: I talked to the Planning Board and I pleaded with them to include buffers, to move the houses that are proposed closer to the road that is going to go in, to provide for buffers around the backs to protect the existing community. I even talked to them about making a one way street from Factory over to Old Sound to reduce the impact on Kim and others. I, again, this is the problem. It takes a great deal of work and cooperation. I didn’t really feel like we did what we could have done in providing a better product. This was a plan that was devised by others and I was left with an option. The density issue, the 22, that was the best that I could extract without losing the project. Page 36 April 11, 2006 Town of Southold Board Meeting MR. BERDINKA: I don’t see any reason why they have to take the trees down in people’s backyards. SUPERVISOR RUSSELL: I agree. And I asked the Planning Board to impose upon them to keep them. MR. BERDINKA: (inaudible) for the concrete trucks, the lumber trucks and the bulldozers but take all those trees down, because that would leave a buffer zone. I am going to be able to say, I have two houses on Factory Avenue and I am going to be able to look right out across it and look right into their backyards. There is going to be nothing to stop. SUPERVISOR RUSSELL: I asked the Planning Board to do that, to provide for buffers between the properties. Also, I do want to say I think last weeks article in the paper was a mischaracterization of what I had heard from everybody on this proposal. I have got overwhelming amount of response from the community. The one gentleman that spoke and made a reference to a slum was a gentleman who doesn’t even live anywhere near this proposal. Every single person…. MR. BERDINKA: You know, the only thing he said about that it could possibly…. SUPERVISOR RUSSELL: That is right. Well, I think… MR. BERDINKA: People were taking it in different ways. SUPERVISOR RUSSELL: I think the speaker tonight, again, because he probably wasn’t here misunderstood the whole conversation. Every single one of you from that community was more than welcome to have an affordable housing community. You were looking for a realistic, reasonable number for that particular property and I don’t think you could have been any more gracious than you were. It is too bad that we couldn’t do better for you. MR. BERDINKA: Well, from what I could see last week or the week before, that it was a cut deal already because the bulldozer came in. when that came in off that truck, it wasn’t just a normal bulldozer, I mean, that was a monster piece of machinery and went through there and cut that path all the way through from the railroad tracks all the way out to Sound Avenue. SUPERVISOR RUSSELL: I would also like to point out that the rezoning tonight was essential to clear the appraisal on the property, that the rezoning or the value that gets from that rezoning isn’t even to the benefit of CDC but to four private individuals who now get to sell property for $895,000 that they wouldn’t even get close to were it at its, and I am not even sure that is an efficient use of taxpayer money. I did talk to Jim Morgo about it, he is troubled by it, too. We are going to try to work out a better plan than that. MR. BERDINKA: I just have to say that I am disappointed with the Board, really I am, other than Mr. Krupski. I am very disappointed and it will show it at election time. Page 37 April 11, 2006 Town of Southold Board Meeting DOREEN SEYFRIED: My name is Doreen Seyfried, I also live on Factory Avenue and I have the same issues Jack has but there was a lot of, I commend Mr. Krupski on a lot of issues. First of all, I feel the environment is being damaged, we are taking down lots of trees which create oxygen for us and our ozone layer is in trouble as it is. Number two, everybody enjoys Laurel Lake, now that this development is going in, what is going to happen to that? Number three, the traffic on Factory Avenue is atrocious right now as it is. We lost the bowling alley and got another pharmacy in Mattituck, which we now have three. And Eckardt and CVS are both the same company, so why we needed that, I don’t know. We fought against McDonalds, that went under. Burger King tried it, that went under. Burger King made more leeway for McDonalds, McDonalds came in. We are getting another Route 58 here. And you have been trying so hard to say let’s preserve Southold Town. Well, what are we preserving. We have got land preservation and how is this affordable? This isn’t affordable, this is rich people. Single person family, under $47,000? That is a joke. I make under $30,000 and I have four people in my family and I have $33,000 worth of taxes to pay every year and I have seen nothing but development in the exact circle of our community in Mattituck. I think there is probably something out there on 58, I mean 48 that you can find that is more open space instead of keep congesting Mattituck and Factory Avenue simply because it is in walking distance of everything we need. I personally could care less if I was in walking distance because that only makes everybody jump in their cars and go to the shopping plaza anyway. Half of my neighbors and I also have a neighbor who moved out of Factory Avenue because of the traffic. Because they have young children. We have no sidewalks, which we like but the traffic is crazy. We have got trucks coming through there. We have got trucks blocking Factory Avenue. Now we have a turning lane that is causing even more problems because of CVS and you want to put in a housing unit? Why don’t you, you have the ability to condemn houses that are falling down around themselves that have been grandfathered on their own property, where you don’t have to worry about density. Here in Southold, from Orient to Mattituck, that you can take over and make affordable housing for people. I only wish that this kind of project was available when I was buying my house because I bought my house in the 80’s when the market was atrocious. We locked in at 9.4 for a $75,000 house that needed another $100,000 to make it livable. And we raised our family there. Now I am a widow for five years, still trying to keep my girls going; on a less than $30,000 salary. I am losing social security, every time one of my kids graduate high school because they don’t carry you into college anymore and I just think the whole thing is a joke. And as Jack said, it sounds like the whole thing has been done already and we don’t have a thing to say about it and that is wrong because we live there. These are our front yards. These are our backyards. These are where our children play. We have a very close, tight community where everybody knows everybody. If I had a problem, I could go knock on Jack’s door at 2:00 in the morning. Now we are going to get a whole community of strangers that we have to get used to again. We have retirees who are going out and their children own their houses when they are gone and they are going to continue to raise their children there. It becomes to the point where, how many people are moving to Florida? I myself lost my brother to Florida and my sister because Southold Town is too expensive. They can’t afford to stay here. And you are going to tell me that this is an affordable housing unit complex? A family of four has to make less than $80,000? I wish I was making $80,000 a year for a family of four. I would be living in the high lands. I don’t go on vacations, I don’t own a boat, I don’t buy furs. I don’t have fancy jewelry. I go to thrift stores to buy my clothes. My children both work. They pay me room and Page 38 April 11, 2006 Town of Southold Board Meeting board, okay? I don’t like the idea of tearing down some more woodlands. I really don’t. We just keep on doing it and yet at the same time on the other side of the coin, you are saying you are preserving land. That is an oxymoron. How can you be hypocrites like that? I am sorry, you can’t do that. You can’t say on this side of the street we are saving land and on this side of the street we are just going to tear it down. And I don’t understand what the big deal is, either we have 22 units or we lose the project. So what if we lose the project? What the hell is going to happen to Southold Town if we lose this project? Are we losing money? Are we losing the shirts off our backs? Are our children going to die? I don’t think so. And half my neighbors walked out because they felt the issue was done and they didn’t have a right to speak. I told them, I walked back in and said, yeah I am going to stick it out and see if we have the right to speak. Because they are very upset. And as I said, one of my neighbors already moved out of Southold Town, out of Mattituck because of his children. Because he is on Factory Avenue. He sold his house and moved to Cutchogue, further inland where he is not on a main drag where his children can get killed. You don’t understand, we have teenagers who are riding their cars from lunchtime, speeding down Factory Avenue, nobody is stopping them. We used to have a police officer sitting on the very path where the road was supposed to go the first time, adjacent to the railroad tracks, stopping these kids from jumping over the railroad tracks at 100 miles per hour. My children are grown but I am sorry, not that I am condoning sidewalks because I am not because that is just citifying the country and I don’t want that and none of my neighbors do either. But we have insufficient lighting, we have trucks coming through to delivery to Waldbaums, we have another big conglomerate across the street, CVS, which we did not need and they are all coming through Factory Avenue. And Sound Avenue, nobody slows down. They fly through there. We have poor monitoring of traffic on that area. And I have seen nobody stopped. I myself lost a car eight years ago and it was a huge car. When we first got that turning lane on Route 25, before the light. Somebody, a middle aged man, was going to the car wash, heading west; there was a box truck sitting on Route 25 to turn right on Factory Avenue. He didn’t go on the shoulder because he was too big to hug the shoulder, so he used the regular lane. A car was nosed up to him. I didn’t see him. The truck was making for me to make my left east on 25 in order for him to make his turn. He wanted me out of his way, he waved me on. He didn’t see the car behind him because there was no side view mirror view because if you can’t see my mirrors, I can’t see you. The same rule. The car went around the truck, using the turning lane to go straight, smashed into a big 1984 Grand Marquis. I was left at fault, 80 % because I had children in the car and I am a dumb blonde. When I was at the scene before the cops arrived, the guy took total fault. He said, I am sorry, I am sorry, I shouldn’t have done it. And we have had a lot of traffic problems, even with the light. People are jumping the red light because the light is too short. Okay? Nobody is sitting for a second light. If you can’t turn when it is a turning light, in time, they jump the red light and there is only a few more seconds before it turns green. And now you want to put how many more cars in that area? And where are they supposed to park? this is a serious, serious problem and you are going to see death on your door. And I, it is in your hands. And that is how me and everyone on Factory Avenue feels. And I can count on that. And Sound Avenue. Nobody wanted any of this development with McDonalds or CVS or anything. You let them come in with CVS. I don’t care if it is private business. We had a bowling alley. Now where do we go bowling? It was the only recreation the kids had. And you don’t want them hanging out in the shopping plaza. Then we are going to get 200 more kids in there. To do what? To sit behind the shopping plaza Page 39 April 11, 2006 Town of Southold Board Meeting and smoke dope? No. I am sorry. This is wrong. I am trying to raise three young daughters. I have raised a niece and I am raising my own daughters and I have other nieces that stay with me every summer and they have to deal with this? In a nice, beautiful community that we were all close knit and everybody looks out for everybody and now, it is just wrong. You are ruining our living environment. The quality of life we have come to know for over 20 years, some of them for 50 years. The Zaneski’s who were here earlier, they have been there forever. They bought their house for $11,000. Cash. They have been there for over 50 years and they have had a peaceful life there. They didn’t have to worry about young snots coming in and hurting them because our neighborhood is beautiful. We all look out for each other. And the tearing down of trees is wrong and the impact on the environment is wrong being it is so close to the lake. What are you going to have? You are going to have a bunch of kids throwing their trash into the lake because they live there. That is their backyard. That is their backyard now. Laurel Lake is their litter pile right now, if you go through with this. We are losing our water quality with Laurel Lake. And you have tried so many times over the years to preserve Laurel Lake. Now it is going to be gone. It is going to be a dump site. It is going to be a squandering, dump site. And then you are going to have to pay to have somebody come in to clean it out, when it is too late. I have had my say. Everybody have a good night and thank you, Mr. Krupski, I hope you can convince your co-Board members to look into this even further. Nobody on Factory Avenue makes a million dollars, nobody on Factory Avenue makes as much money as the people, for the qualifications for this job, for this planning thing for the size of their families. And you are calling that affordable? We only wish we had that kind of money for the size of our families to buy a house. We started with nothing and we struggled through. And we like the trees in our yards and we like to look across the street and see the trees and the ones on Factory who are across the street from me, looking out their backyards and seeing the trees. And the kids like to climb in them and run through the woods. And we have deer problem in the winter as it is. I see deer footprints all over the place in the snow. The deer live in that woods. Where are they going to go now? We are going to have more of a deer problem. Everybody wants to kill the deer. How many people hit a deer a day? Or a month or a year, on Sound Avenue? Or 48? They are running from everything you are doing. It is their world, too. We can’t keep tearing down the world. And it starts here, with this decision. Like I have said, you have had the power in the past and you have always done it, when there is something that is barely standing on its own two legs, you have condemned the property. So go out there and find these properties and they are abandoned and they are only standing on stilts, that have been grandfathered. Tear them down and rebuild them and hand them over to people who can’t afford to build or buy new. That is affordable housing. Re-use what we have, what is already in existence. Don’t tear down more trees. Take all those wretched looking, abandoned hell holes that you see in your communities that you don’t even want to look at, that you don’t even want to live in the neighborhood of and change it. Tear them down. Re-build them. Don’t tear the trees down. Tear down the existing buildings that have been abandoned, that are standing on stilts. They are almost falling down on themselves, that you have condemned yourself because they are falling down. Thank you. Good night. I was not aware that apparently trees are being cut down on that property. If that indeed is a fact, I would like to ask the Board what are they going to do about it? SUPERVISOR RUSSELL: I am… MR. WILLS: Who ordered this, to find out who ordered this, who gave permission for it and if they didn’t give permission to do something about it. SUPERVISOR RUSSELL: I am going to ask CDC for a report on exactly what happened, who was out there and why? When this meeting is over. COUNCILMAN EDWARDS: Why don’t we do it now, they are right here. SUPERVISOR RUSSELL: One member is here. UNIDENTIFIED: I was shocked to hear that. I have absolutely no knowledge of it. We have not been on the property other than to order Nelson and Pope to do a survey and so, we hired another firm to do an archaeological survey. I have absolutely no knowledge of this. COUNCILMAN WICKHAM: Could you find out some and ….? UNIDENTIFIED: I can certainly look into it. I, yeah, we don’t own the property…. SUPERVISOR RUSSELL: There is a private owner of the property, four developers. UNIDENTIFIED: We can put the current, the owners of the property on notice that some of the neighbors have noticed, I don’t know, I guess heavy equipment? COUNCILMAN WICKHAM: The town code prohibits that type of land clearing prior to subdivision and homeownership by the people. UNIDENTIFIED: Right. I mean we definitely have done nothing in that regard and so, I don’t know what else to say. SUPERVISOR RUSSELL: Well, I would ask if you could find out. I will call Mr. Barnes tomorrow. Mr. Wills, I have to be frank, you supported 24 houses and 12 apartments. Ultimately, what did you think was going to happen to the trees? They were going to come down sooner or later, weren’t they? So why the outrage now? I don’t know what happened. People need to be held accountable and follow the rules but why the outrage now? What is going to happen to them sooner or later? Tom? MR. SKABRY: I am here as Tom Skabry, not CSEA business. I grew up in this community. I no longer live in this community because I cannot afford to live in this community. Including with working with the Town, I still cannot afford to buy a home in this community. I really want Page 41 April 11, 2006 Town of Southold Board Meeting the Town Board and Town Board’s in the future to start seriously doing their work and making an affordable project, planning system, where you guarantee residents, current residents can definitely afford to purchase and live in the Town of Southold. I am sure you know it, I am going to say it again. You have got a serious problem with demographics in this town. Your workforce is shrinking. It is being replaced with seasonal people who will not be here during the winter, who care about this community and who will be able to help, both in the public sector and the private sector. I urge the Town Board to seriously consider proposing some kind of a system where you can guarantee that your current residents and their children can be able to live in the Town; the place where they live and where they care so much about. That is all. And the other thing is, I too, cannot afford to live in any of these so-called affordable housing. The units that are going to be built on Factory Avenue. Thank you.
