SUPERVISOR RUSSELL: Please rise for the Pledge of Allegiance. Alright. Can we have our
first motion? Excuse me, did I skip the public portion?
TOWN CLERK NEVILLE: Do it now.
SUPERVISOR RUSSELL: What I would like to do now is offer the opportunity to anyone in the
audience that would like to address any issue that is on the agenda, any of the resolutions that are
on the agenda. Later on, we will have a public comment period where you can comment on any
item of mutual interest. Would anyone like to come forward and comment now? Mrs. Egan.
JOAN EGAN: Well, you should really give us a minute because we only got this two minutes
before the meeting began.
SUPERVISOR RUSSELL: Well, there will be plenty of time at the end to address it.
MS. EGAN: Oh, I have things to say. My name is Joan Egan from East Marion. I hope you all
had a good trip into the city. Hope you didn’t spend too much money, hope you learned
something and made it worthwhile. Everybody feeling better? Heat working? It was too hot
here this morning. Alright, 229, I again don’t understand why we have to send three people up
there for a seminar on Alzheimer’s, I feel all this can be done by telephone or by the internet and
certainly one person could go. Two very important people at the Human Resource center out of

the office, I think that is wrong. Now, oh, number 230, now this is in regard to Mr. Forrester,
who is supposedly the Code Enforcer now, he is going up to Floodplain Management Workshop,
now my feelings on Mr. Forrester are quite honestly, very negative. He doesn’t do his job
properly, he leaves on Friday’s quite early, he has messed up the tax revenues in my, where I
live several times, I think he should just do his job here. If Mr. Richter wants to go, I am sure he
can impart any information to Mr. Forrester himself. That is how I feel. Now as far as 233, that
is the police department, all of that seems fine, I think on the printout this morning you had some
funds for phones. The phones there are now just about working today. The other day it was a
band-aid and then there was nothing and you get cut off and all of that. Oh, now phones. This is
very important that everybody should know. In the new telephone book, the new little yellow
one, they don’t list the Town’s like Southold and who’s who who; Greenport and who’s who
who; and for police department all they have is call 911 and certainly you have other business at
the police department. The 911 is an emergency number. I spoke with Pat and I think I
mentioned it to Detective Grathwohl. I don’t think there is anything you can do about it but it is
important that you know, that the new telephone book did it wrong again. Now, Human
Resource Center, well, I guess they get donations, that is fine. Oh, I guess you have another
person, a part-time person at the Human Resource Center, a service worker. And I have always
complained that there has to be something wrong with management when you have a turn-over
of personnel as often as you do up there. Now, 238, Solid Waste Management District, the dump
if you will. To the best of my knowledge, the lawsuit that was brought against that dump has not
been resolved. I would hope that insurance would cover the loss. I don’t know whether you
remember it, Mr. Russell, but a senior citizen went up there and go hurt and they were told by
someone at the dump that there is no place for senior citizens there.
SUPERVISOR RUSSELL: I can appreciate everything you are saying, I am just trying to keep
the initial discussion…
MS. EGAN: Pardon?
SUPERVISOR RUSSELL: I am just trying to keep this initial discussion phase limited to the
resolutions as they appear on the paper.
MS. EGAN: Oh, alright.
SUPERVISOR RUSSELL: But all these other issues are certain valid fodder for after the voting.
MS. EGAN: Oh, now on this, could you explain a little bit on 241? This compost pile and all of
that?
SUPERVISOR RUSSELL: That was just a change in the fee structure, so that people who buy
our compost or our woodchips have an option now to buy by weight, such as a small homeowner
or a small operator that doesn’t require much or a large volume vendor, like a landscaper, that
would now have the option to pay per yard for filling up a 20 yard dumper or something along
those lines. Just makes administration a little bit easier down there.

MS. EGAN: This is just another change in numbers.
SUPERVISOR RUSSELL: It gives them another option.
MS. EGAN: Okay. Now, you had quite a printout, oh, 244, you have, is this a new person?
Francesca Quintieri there? Is that a new person there or is she just being moved up?
SUPERVISOR RUSSELL: She has been working at the Clerk’s office for how long, Betty?
TOWN CLERK NEVILLE: Over a year, actually longer.
SUPERVISOR RUSSELL: And this is just an appointment.
TOWN CLERK NEVILLE: That is right.
SUPERVISOR RUSSELL: This is an appointment within.
MS. EGAN: So she is moving up in rank?
SUPERVISOR RUSSELL: Yes, so to speak.
MS. EGAN: Okay. Good. That is a nice salary. How long has she been with us?
TOWN CLERK NEVILLE: Well, she has been with us full-time for about a year and three
months, she was with us several years in another capacity as a student intern.
MS. EGAN: Good. Now, the, you have quite a listing for things at the Peconic Lane, the hall
there. Now the last time I was there the heat wasn’t working right and the roof was leaking.
That has all been checked out?
SUPERVISOR RUSSELL: We’ll check with DPW tomorrow.
MS. EGAN: And I will double check it.
SUPERVISOR RUSSELL: I know you will.
MS. EGAN: That is all for a while.
SUPERVISOR RUSSELL: Okay. Would anybody else like to address the Board on any issue
specific to the agenda?
TOM SKABRY: Good evening, Town Board members. I am Tom Skabry, I am the president of
the CSEA. Basically I just have a couple of things here. I notice that resolution with Francesca,
I am glad to see that being appreciated with her work here and that she has been given an

opportunity to advance. I have a question about 2006-225. I was wondering who was the
captain on that ferry boat that was allegedly dumping all that sewage into the Sound?
SUPERVISOR RUSSELL: The name of the gentleman that had the legal trouble? That was
Mark Easter.
MR. SKABRY: Is he currently still hired by the Ferry District?
SUPERVISOR RUSSELL: That is an issue that I am going to be discussing with the Ferry
District in the near future. I asked them to come over here and meet with me.
MR. SKABRY: Okay. I just wanted to make sure it wasn’t the same person who is being
rewarded for damaging our environment.
SUPERVISOR RUSSELL: $9.90 an hour isn’t a reward for anybody.
MR. SKABRY: Then the other question I have is, okay, I guess these are (inaudible) time of
year when the Fishers Island Ferry District gets their raises, correct?
TOWN ATTORNEY FINNEGAN: Mmmhmm.
MR. SKABRY: And they have a contract with the Town, I guess? Okay. Thank you. That is all
I have for now.
SUPERVISOR RUSSELL: Okay. Anybody else? (No response) Okay, let’s go.
COUNCILMAN KRUPSKI: Can we go back to a couple of things that Mrs. Egan brought up,
229 and 230? About people attending those seminars?
SUPERVISOR RUSSELL: Right.
COUNCILMAN KRUPSKI: I know we didn’t get into that today, I did read the one, I am not
familiar with the one on Alzheimer’s but I did read about the one that the DEC is sponsoring in
Southampton on the floodplain management and that seemed to be an important one that
someone from the Town should certainly attend. I don’t know, you know, if both people
attending but it needs somebody at least one person from the Town to attend it.
SUPERVISOR RUSSELL: Well, the resolution calls for the two.

authorizes the sale by volume of products from the Southold Town Yard
materials, hereby
Waste Compost Facility at the rate of $10 per cubic yard for Screened Compost, and $6 per
cubic yard for Double-Ground and/or Screened Woodchip
s; and be it further
RESOLVED
that this resolution in no way restricts the sale of such products by weight at
currently established prices to users who so prefer, these steps subject to the review and approval
of the Solid Waste Coordinator.

WHEREAS
, the Town Board of the Town of Southold wishes to purchase a development rights
easement on a certain parcel of property owned EWH, LLC (Peter Harbes) pursuant to the
provisions of Chapter 6 and Chapter 25 of the Code of the Town of Southold. Said property is
identified as part of SCTM #1000-120-3-11.12. The address is 5645 Aldrich Lane, Mattituck,
New York, and is located on the westerly side of Aldrich Lane, approximately 1,831 feet
southerly from the intersection of Sound Avenue and Aldrich Lane in Mattituck in the A-C
zoning district. The proposed acquisition is for a development rights easement of approximately
34.5 acres (subject to survey) on the 39.35 acre parcel. The exact area of the development rights
easement is subject to a Town-provided survey acceptable to the Land Preservation Committee.
The purchase price for the easement is $55,000 (fifty-five thousand dollars) per buildable acre.
The property is eligible for an awarded grant from the New York State Department of

Eastern Towns of Suffolk County for Grant Application for East End Transit Authority
WHEREAS,
the Town of Southampton is considering a grant application to the New York
Department of State (NYDOS) for funding for planning and assessment activities associated with
creation of a coordinated rail and bus network on the East End of Long Island within the five
eastern Towns of Suffolk County (East Hampton, Riverhead, Shelter Island, Southampton and
Southold), which would replace existing transit services through the New York State Shared
Municipal Services Incentive Grant Program (SMSI) administered by the NYDOS; and
WHEREAS,
Southampton’s SMSI Proposal represents an initiative to be performed as a
partnership with the Towns of East Hampton, Riverhead, Shelter Island and Southold with the

Town of Southampton acting as lead agency, with the initiative complimenting the NYDOS
SMSI Shared Service Category as defined by 2005 SMSI Program Guidelines; and
WHEREAS,
Southampton’s SMSI Proposal presents an initiative, which is estimated to cost
$400,000 to complete, for which the total local cash share is ten percent (10%) of total project
costs; and for which Individual Municipality local cash shares shall be based on population
figures of the 2000 Census, with each Municipality paying their share based on a pro-rated
percentage of costs; and
WHEREAS,
Individual Municipality local cash shares are estimated at $17,650 for
Southampton (44.12%), $7,700 for East Hampton (19.21%), $7,300 for Riverhead (18.24%),
$900 for Shelter Island (2.27%) and $6,450 for Southold (16.16%); resulting in a $40,000 total
local cash share representing 10% of total anticipated project costs; and
WHEREAS,
it is intended that a Memorandum of Understanding (intermunicipal agreement)
will formally ratify the individual Town’s involvement with the Town of Southampton for this
project; and
WHEREAS,
the Town Board of the Town of Southold deems it to be in the public interest and
benefit to enter into such a partnership in order to complete the planning and assessment
activities associated with the creation of a coordinated rail and bus network on the East End of
Long Island; and
RESOLVED,
that the Town Board of the Town of Southold adopts this resolution in support of
its intent to enter a Partnership Memorandum of Understanding between the five Eastern Towns
of Suffolk County in a form agreed to by the Town Attorney; and be it
FURTHER RESOLVED,
that the Town Board of the Town of Southold adopts this resolution
in support of the application for NYDOS SMSI Grant funding for the creation of a coordinated

FURTHER RESOLVED,

WHEREAS,
the United States Navy has long provided the thirty year old Navy Junior ROTC
Program (herein after referred as NJROTC Program) at the Mattituck-Cutchogue School District;
and
WHEREAS,
the Mattituck-Cutchogue NJROTC Program provides a substantial benefit to the
youth of the Town of Southold, in the form of education, training, discipline, and exposure to
military history, experience and its role in the American culture; and

of, and making Decisions on applications for Site Plans and Special Exception Use Permits for Retail
Stores over 3000 square feet in the Town of Southold
BE IT ENACTED BY, the Town Board of the Town of Southold as follows:
Section 1. PURPOSE AND INTENT
The Town Board is considering the important recommendations of the recently adopted Hamlet Study
and the Planning Board, but is faced at the same time with pending and proposed applications for
development of retail, formula, and “big box” type development which could be detrimental to the
character and sustainability of the hamlet centers. The Town Board recognizes that the existing Zoning

Code is inadequate to deal with these chain and large-scale businesses that have been and will, in the near
future, be proposed.
The size and population of the Town, the scale of its existing buildings, the traffic and
transportation issues facing the hamlets, and the long-range goals of the Town (as set forth in the recently
adopted Hamlet Study and other past planning studies) dictate that retail and commercial limits should be
established to sustain the hamlets. Regulation on the size, location and appearance of large chain retail
businesses is necessary to address the problems these businesses create.
It is critical that the issues be handled in a comprehensive manner, crucial legislative decisions
made and those decisions implemented. The Town Planning Board, Planning Department and Town
Attorney Department have been working hard since the enactment of the original moratorium in October
2005 to review retail uses, sizes, and locations to update and create new legislation that will
comprehensively meet the long-range goals of the Town. The Town Board held a hearing on proposed
legislation on December 14, 2005, at which time valuable public comments were received. The Town
Board has reviewed the public input, held work session meetings and Code Committeee meetings and
revised the proposed legislation to better serve the needs of the community. Further, on January 1, 2006 a
new Town Supervisor and one new Councilperson took office, and have provided input into the crafting
of legislation. On February 28, 2006, the Planning Department provided the Town Board with a draft of
design standards to be incorporated into the proposed law. The Town Board needs time to review and
provide comments on this draft, and share the document with the Planning Board and Architectural
Review Committee. The Town Board finds that it is reasonable and in the public interest to further
temporarily suspend the application process for larger retail stores so that it has adequate time to examine,
assess and address these uses that would otherwise be detrimental to the community.
For the reasons stated above and to permit the Town Board to decide on and enact needed
legislation, the extension of this moratorium is necessary.
Section 2. ENACTMENT OF TEMPORARY MORATORIUM
For a period of Ninety (90) Days following the effective date of this Local Law after which date
this Local Law shall lapse and be without further force and effect and subject to any other Local Law
adopted by the Town Board during the Ninety (90) Day period:
1) the Planning Board shall not accept for review, continue review, hold a hearing or
make any decision upon any application for a site plan containing a RETAIL STORE
over 3000 square feet, whether submitted prior to or after the effective date of this law,
and shall not be subject to the time periods specified in Town Law § 274-a and Article

XXV of the Southold Town Code, including without limitation, provisions relating to
the, processing, reviewing, holding of hearings and the rendering of decisions. The
statutory and locally-enacted time periods for processing and making decisions on all
aspects of said site plan applications are suspended and stayed while this Local Law is
in effect. All terms used in this Local Law are as defined in §100-13 of the Code of the
Town of Southold.
2) The Zoning Board of Appeals shall not accept for review, continue review, hold a
hearing on, continue a hearing or make any decision upon any application for a special
exception use permit containing a RETAIL STORE over 3000 square feet, whether
submitted prior to or after the effective date of this law, and shall not be subject to the
time periods specified in Town Law § 274-b and Chapter 100 of the Southold Town
Code, including without limitation, provisions relating to the, processing, reviewing,
holding of hearings and the rendering of decisions. The statutory and locally-enacted
time periods for processing and making decisions on all aspects of said special
exception use permits are suspended and stayed while this Local Law is in effect. All
terms used in this Local Law are as defined in §100-13 of the Code of the Town of
Southold.
Section 3. APPLICATION
This local law shall apply to ALL [new or pending] applications for site plans or special
exception use permits for RETAIL STORES over 3000 square feet in the Town of Southold.
Section 4. EXCLUSIONS
This Local Law shall not apply to:
1) Site plans for which final or conditional final approval was granted by the Planning Board
prior to the effective date of this local law;
2) Additions to existing retail stores or restaurants, provided said addition will not result in a
cumulative floor area of said business in excess of 3000 square feet, and further provided
such addition to retail store or restaurant does not include a drive-through component;
3) Wineries;
4) Agricultural operations and accessory uses thereto.
Section 5. CONFLICT WITH STATE STATUTES AND AUTHORITY TO SUPERSEDE

To the extent that any provisions of this Local Law are in conflict with or are construed as
inconsistent with the provision of New York State Town Law, this Local Law supersedes, amends and
takes precedence over NYS Town Law pursuant to the Town’s municipal home rule powers, pursuant to
Municipal Home Rule Law § 10(1)(ii)(d)(3); § 10(1)(ii)(a)(14) and § 22 to supersede any inconsistent
authority.
In particular, to the extent and degree any provisions of this Local Law are construed as
being inconsistent with the provisions of Town Law § 274-a, §274-b and the provisions and
requirements set forth in Chapter 100 of the Southold Town Code, which require that the
Planning Board or Zoning Board of Appeals process, review, hold hearings on, and act upon
applications for site plans and special exception use permits within specified time periods, this
local law suspends and stays the running of time periods for processing, review, holding hearings
on, making decisions, and taking action on such applications provided for in those laws and is
intended to supersede and amend any said inconsistent authority.
Section 6. APPEAL PROCEDURES
a. The Town Board shall have the authority to vary or waive the application of any
provision of this Local Law if, in its legislative discretion, upon its determination, the variance or waiver
is required to alleviate an extraordinary hardship. To grant such request, the Town Board must find that a
variance or waiver will not adversely affect the purpose of this local law, the health, safety or welfare of
the Town of Southold, or any comprehensive planning efforts being undertaken in the Town. The Town
Board shall take into account the existing land use in the immediate vicinity of the property, the range of
business opportunities in the vicinity of the property and the surrounding hamlet, the rural, cultural,
historic and business character of the hamlet, and the impact of the variance or waiver on the open and
recreational space, and transportation infrastructure of the Town. The application must comply with all
other applicable provisions of the Southold Town Code.
b. Any request for a variance or waiver shall be filed with the Town Clerk and shall include
a fee of two hundred fifty ($250.00) dollars for the processing of such application, along with copies of
the site development plan and any related information required in accordance with the procedures set
forth in Chapter 100 of the Southold Town Code.
c. All such applications shall, within five (5) days of filing with the Town Clerk be referred
to the Planning Board, which shall have ten (10) days following receipt to make a recommendation to
approve or disapprove a variance or waiver of this Local Law. The application and recommendation shall
be transmitted to the Town Board. The Town Board may conduct a public hearing and make a final

decision on the application, with or without conditions. Final approval is reserved to the absolute
legislative discretion of the Town Board
Section 7. SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any court of
competent jurisdiction to be invalid, the judgment shall not effect the validity of this law as a whole or
any part thereof other than the part so decided to be unconstitutional or invalid.
Section 8. EFFECTIVE DATE
This Local Law shall take effect on April 1, 2006, after filing with the Secretary of State.

I have a note that that this has been posted on the Town Clerk’s bulletin board outside, it has

appeared as a legal in our local newspaper and I have before me a memo dated February 27
from Mark Terry regarding the consistency with our LWRP and the final sentence is based upon
the information provided on the LWRP consistency assessment form, ‘as well as records
available to me, it is my recommendation that the proposed action is consistent with the policy
standards and therefore is consistent with the LWRP’ and those are the only communications we
have on this one.
SUPERVISOR RUSSELL: Would anybody like to address the Town Board on purchase of the
development rights of the Harbes farm?
JOAN EGAN: Joan Egan, East Marion. The only thing, I am all for it being kept agriculture.
The Town wants to purchase it for their own. I have always, always worried that the Town is
acquiring too much in their name and I don’t think it is written in indelible ink that they can’t do
something else with it or sell it at another time. Isn’t that so?
SUPERVISOR RUSSELL: No, it is written in very delible ink. The fact that once you cleanse
the property from its development rights by deed and by every other document available, you
cannot, the family retains the fee ownership to the underlying title of the farm and they can farm
it for as long as, for generations hopefully to come but no, there can’t be a reintroduction of
building rights on that land.
MS. EGAN: It can’t change? Once it will remain agriculture?
SUPERVISOR RUSSELL: In perpetuity.
MS. EGAN: Good. Thank you.
SUPERVISOR RUSSELL: Anybody like to comment? Melissa?
MELISSA SPIRO, LAND PRESERVATION COORDINATOR: Melissa Spiro, Land
Preservation Coordinator. As noted, this hearing is for the Town to purchase a developments
rights easement on over 34 acres on a 39 acre farm. The farm is located off Aldrich Lane and it
borders on Riverhead Town on the west side. The east side of Aldrich Lane starts a preservation
that we have been calling the Laurel Lake area, within which there is over 500 acres that have
been preserved already. The Harbes family members own active farmland to the north of this

parcel and also on the north side of Sound Avenue, which is further to the north of this parcel.
Peter Harbes recently moved his perennial nursery to this property, he went through the site plan
process and has constructed an agricultural building and an access way to that agricultural-
business area that will be left out of the easement. When Peter first thought about offering a
developments rights easement to the Town, he proposed creating several residential lots in
conjunction with the development rights easement. After thinking about it for some time, Peter
decided that this wasn’t really the right place to construct houses. He didn’t want to see houses
on his farmland and he decided to proceed with including all but five acres within the
development rights easement. The development rights easement itself includes over 87% of the
property. Purchase price, as mentioned, is $55,000 an acre, which totals just under $1,900,000.
The property is on an awarded state grant and we expect to receive $1,200,000 towards this
purchase back from the state. The property is within the Town’s special groundwater, it is on
our Community Preservation Plan, it is active farmland. All good reasons to preserve this farm.
I am happy to have had the opportunity to work with another member of the Harbes farm. We
worked with Ed Harbes a few years ago and I thank him and his family for offering the
development rights on this property. Both the Committee and I recommend that we proceed with
the resolution to purchase this development rights easement on this piece of farmland. And it is
expected because the survey is already done for this property, that we will be in a position to
close probably in the next few weeks on this and we will add it to list of preserved farms.

SUPERVISOR RUSSELL: Now, would anybody like to address this Board on any issue of
public concern or mutual interest.
UNIDENTIFIED: I would like to see the Southold Town be a trailblazer and start a (inaudible)
throughout the whole town. (inaudible) supposed to be business organizations doing this. What
you should do is, you can’t supply medical for all of Southold Town. Why not give them
discount cards for dental, discount cards (inaudible) I want to thank the (inaudible) Steve Levy
st
(inaudible) for having a discount card which is coming out April 1. But you can do other
things, too, you can have discount medical, discount dental and it can be done quite easily and
smartly to cover the whole Town of Southold, every employee can have it. Maybe subsidize it a
little bit but it won’t cost that much. So if you can’t have medical insurance, why not have
discount cards for various people and it won’t even cost much. It can be done very cheaply.
One more thing also, I think, though I don’t think you can but I urge all of, what they should do

for all Southold, Suffolk is have a nurse line. A lot of these (inaudible) insurances have nurse
lines. So what I am saying is, why not have a nurse line for all of Suffolk town. It will only be
for people who have no insurance and people who don’t have a nurse line, who has a (inaudible)
that has no nurse line. Because the reason that is, if someone is sick and has no money to pay,
why not have them call a nurse so he can talk to somebody. Sometimes a little professional
advice might be enough where he won’t have to go to an emergency room.
SUPERVISOR RUSSELL: Thank you. Mrs. Egan.
MS. EGAN: Joan Egan again. I have a few things here. I would request, Mr. Russell that you
ask Mrs. Finnegan, our Town Attorney, to look into the Peconic Landing original deal about
getting their own ambulance. Very important. Orient, East Marion and Greenport are being run
ragged. You lost your best emergency room doctor, Dr. Eyres, who knew he would inherit that
mess. I would also ask you to ask the Town Attorney to look into, which I have requested
before, a good evacuation plan for us. Now, I saw this morning I think on one of the things,
something about the Animal Shelter. Anything live on that at the present time? When are we
going to be getting an Animal Shelter? What has happened to the money?
COUNCILMAN WICKHAM: We did have a discussion about that this morning and we did
open the bids a week ago Friday on the construction bids and the Town Board, you want to jump
to the last question on when are we going to have an Animal Shelter? Is that what you are
saying?
MS. EGAN: Well, I think at the last Town Hall meeting you had set out the bids also. So
nothing has really been done, you are just getting…
COUNCILMAN WICKHAM: We are reviewing the bids with a view of finding the resources to
get started on that project.
MS. EGAN: So what has happened to the money?
COUNCILMAN WICKHAM: The money is still there.
MS. EGAN: It should be earning good interest, by this time it should almost have doubled.
COUNCILMAN WICKHAM: It actually has not been taken yet as a loan so it is not yet
accruing interest.
MS. EGAN: It is not earning interest?
COUNCILMAN WICKHAM: It is money that we haven’t yet borrowed.
MS. EGAN: I thought we were given some money from an estate.

SUPERVISOR RUSSELL: Yeah, that is a separate issue for a not for profit private foundation.
Tom’s reference to the money we have access to, that is when we go to the bond market. We
haven’t executed those bonds yet. So that money is still with the bond market. I have to tell
you, we did open the bids. I, you know, a little bit of sticker shock aside, we are in that numbers
crunching phase where we are trying to, we are going to meet with the various low bidders over
the next few weeks. We are going to do what we can to reevaluate the numbers to see what we
can do to get that price down. I don’t want to speak for the Board but I do have to say that I am
firmly committed to not spending more than we have allocated for that shelter, which I thought
was a generous amount of money. But we are going to do everything we can to see if we can
achieve that goal.
MS. EGAN: Good. Now, Judge Price was here this morning and I thought what he had to say,
Mrs. Neville was kind enough to say, I missed part of it but I think his idea is absolutely correct.
I have requested many times and at this point neither Judge Bruer or Judge Price and I would
imagine Judge Evans really feel that we need somebody at the door as a court scanner but it is
going to happen. Might as well recognize that so, that would mean that we would need and I
will get to the other subject, is policemen. We need more policemen, that is for sure. We need
more court dispatchers. I hope that the union contract with the CES or whatever it is has been
resolved because you lost a lot of dispatchers when they were put out in limbo and they took
better jobs with better benefits and consequently, you have a police officer who you are paying
big, big bucks to, as a dispatcher and it is ridiculous. And now with the summer coming on and
more development out here, you are going to need more policemen. There is no question about
it. It is a terrible shame that we lost the Greenport police department but it is a done deed. So,
you had better get with that. Now, I would like to commend the Assessor’s, they have been
through hell and back for the last week and a half, I have never seen so many people there who
they answer the questions that, they know the question even before it is answered and they do
such a great job for anybody who is looking for help with their income tax and to get into the
various plans, the STAR program and blah, blah, blah. Would you like to take a bow? Well,
they did a great job and they helped me immensely. Now, this probably will be coming up, there
is plan, I believe Mrs. Moore the lawyer addressed it at a Planning Board meeting, I wasn’t here
a week ago Monday or two weeks ago Monday, about a health place of sorts down by the oyster
factory in East Marion and it would go from the oyster factory over to Cleave’s Point, I believe
and there is a problem with road and road access. Shipyard Lane is wide, Cleave’s Point Road
there is inaccessible for, it is something you all have to start thinking about. I am very concerned
about it in regard to safety and of course, this again goes back to police because she says they are
going to come in by yachts so you may need another marine boat to handle all of this. So you
have got to start being careful. Thank you.
SUPERVISOR RUSSELL: Thank you. Would anybody like to address the Town Board on any
issue?
GUNTHER GEISS: Gunther Geiss of Southold. As you know, I am very happy to hear that you
are going to press ahead with the Animal Shelter and do everything possible to see that it be done
for a reasonable sum. I think you very wisely chose an engineer to manage the project who has
got considerably experience and I hope that between the engineer, the architect and yourselves

we will be able to come to some kind of resolution of the differences that are reflected by the
bids. And just as a point of information, I think Mrs. Egan was asking about the original gift,
which is in the hands of the Town Comptroller. The $250,000 gift from the gentleman Mr.
Raynor, who started this process seriously, back in 2003 or so.
