Dear Mrs. Raynor:
The Board of Town Trustees took the following action during its regular meeting held on
April 19, 2006 regarding the above matter:
WHEREAS, MARY RAYNOR applied to the Southold Town Trustees for a permit under
the provisions of Chapter 97 of the Southold Town Code, the Wetland Ordinance of the
Town of Southold, application dated March 29, 2006, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council and to the Local Waterfront Revitalization Program Coordinator for their findings
and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on April 19, 2006, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,

WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of MARY RAYNOR to
renovate the first and second floors of the existing dwelling within the existing footprint,
with the condition drywells and gutters are installed to contain the roof run-off, and a row
of staked hay bales is placed down along the seaward side of the construction area,
and as depicted on the survey prepared by John T. Metzger last revised January 30,
2006.
Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)

MARY RAYNOR requests a Wetland Permit to renovate the first and second floors of the
existing dwelling within the existing footprint. Located: 575 Beachwood Rd., Cutchogue.
SCTM#116-4-21
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (L WRP) Policy
Standards. Based upon the information provided on the L WRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is generally CONSISTENT with the Policy Standards and therefore is
CONSISTENT with the LWRP with the following conditions:
To further Policy 5 and protect surface and ground water quality and conserve water supply to the
greatest extent possible it is requested that the Board require the following best management
practices:
I. Require water quality protection measures for areas generating runoff (gutters,
downspouts and dry wells).
2. Require native landscaping to minimize irrigation and avoid fertilizer applications.
3. Require disease-resistant and drought-tolerant plants (where possible).
4. Retain existing vegetation within non-disturbed buffers to minimize lawn areas.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

Dear Mr. King,
This cover letter is presented to provide a little background and further
define the scope of the work I anticipate being accomplished on my
property in Cutchogue.
Our summer cottage was built in the early 1950's and my parents, Robert
and Margaret Rushmore, purchased it in July, 1960. It was used by the
Rushmore family every summer until 1987. In 1987, my mother transferred
the property to her three children and I eventually over the years bought my
brother's and sister's interest in the property.
Over the years various improvements and upgrades have been made. In
1994, a proper foundation was placed on the property complying with
FEMA breakaway requirements. Several years later, we obtained Trustee
approval for bringing the cesspool system up to the present code.
I own my present residence on Cardinal Drive in Mattituck. Since our
children have grown and moved into their own homes, I would like to sell
our home and make the cottage a year round home for myself and my
husband.
The proposed work will be kept within the existing footprint of the
existing house, with the exception of one proposed deck off the kitchen on
the southeast corner. I anticipate doing interior first floor changes in order
to have better living conditions. The roof will have to be removed and
changed to accommodate the second floor. The foundation that was
installed in 1994 will need to be added to on two sides. I propose to keep
our existing 9'4' finished floor elevation in compliance with FEMA.
Hopefully the above will give your board a better incite into my
application.

To whom it may concern,
We are neighbors of the Raynor fumily on Beachwood Road and part of the
Beachwood Colony Home Owners. Beachwood Colony is a small
community, msting of mostly renovated 1920-1940's beach cottages on long
narrow lots with Peconic Bay and beach frontage.
We have reviewed the plans for the Raynor's renovation and have no
objections. In fact, we are very much in favor of their plans. We fed that
the Raynor's plans were thoughtfully prepared by taking their immediate
neighbors along with the Beachwood community into consideration. The
plans reflect an aesthetic desire to 'fit in with other updated Beachwood
homes without disturbing anyone's views and respecting the privacy of the
homes on either side. Their renovation would certainly add to the value of
our community and the homes surrounding it.
