RESOLVED that the Southold Town Planning Board, following a field inspection, recommend to the Building Department that a certificate of occupancy be issued for the site plan of Founders Village at Southold subject to the planting of one street tree per unit and a 6 month review. If you have any questions , please don't hesitate to contact our office . Very truly yours , BENNETT ORLOWSKI, JR. , CHAIRMAN SOUTHOLD TOWN PLANNING BOARD By Diane M. Schultze , Secretary To: Raymond C. Dean, Superintendent Report No. 442 Town Highway Department From: John W. Davis Date: April 19, 1985 Re: Road pavement at Founders Village at Southold Comments: The plans for this project under "Bluestone Paving Specification" indicate the following for 22 ft. width pavement on a stabilized base: "Provide 3" depth of I" limestone or dolomite crushed stone with 0. 10 gal. of oil per inch per square yard. Medium cure bituminous to be placed while hot using standard road oil spreader. Finished surface to be coated with 1" of 3/8" crushed dolomite or limestone and rolled with mechanical roller until tight." I would have reservations on this type of road construction. However, the above specification was changed to a A" asphalt binder course with a W' asphalt top course on the stabilized subgrade. Work on the binder course has been started by Corazzini. The subgrade is a mixture of sand and loam with some gravel which is being processed on the site and should be satisfactory if compacted properly. The plans did not show any curbs. Traffic can use the binder course for entry and exit as is being done presently on the work completed to date. The change to asphalt will provide a better quality road than the orig- inal specification. 0 John 0 ohn W. Davis cc: Southold Town Planning Board Highway Committee L. M. Briefly describe the impact. 2. Describe (if applicable) how the impact might be mitigated or reduced to a less than large impact by a pro- ject change. 3. Based on the information available, decide if it is reasonable to conclude that this impact is important to the minicipality (city, town or village) in which the project is located. To answer the question of importance, consider: - The probability of the impact or effect occurring - The duration of the impact or effect - Its irreversibility, including permanently lose resources or values Whether the impact or effect can be controlled The regional consequence of the impact or affect - Its potential divergence from local needs and goals - Whether known objections to the project apply to this impact or effect. DETERMINATION OF SIMIFICAINCE An action is considered to be significant if: One (or more) impact is determined to both laroe and its (their) consequence, based on the review above, is imoortant. PART III STATEMENTS a (Continue on Attachments, as needed) 1 ) Impact on Land The construction will continue for about two (2) years the only major change will be that the land will be excavated and roadwork done as the buildings are constructed, after the buildings are com- pleted the area will be graded, landscaped and grass planted. The construction will proceed as sales are made, a maximum two (2) year construction period is expected. . _ — ti- Y &N OF SOUTHOLD 0 ENVIRONMENTAL ASIOSMENT - PART III 2) Will project affect Surface or Groundwater Quality? The construction of buildings and the subsequent construction of sanitary facilities will introduce treated sanitary wastes into the ground. The sewage disposal system will consist of a collection system to a anerobic septic tank which will remove the major portions of the solids and about 50% of the biological oxygen demand. The partially treated sewage is then nitrified by means of a leaching tile field, then collected and denitrified in a filter. The final treated effluent is then discharged to the ground by means of a leaching pool, A State Pollution Elimination Discharge Permit is required by law. This is to assure that only permitted wastes are dis- charged into the ground. The other impacts are self-explanatory I believe and are therefore not discussed here. 4S)7*M,a Donald M. Hand, P.E. Dear Mr. Raynor: The Suffolk County Planning Commission at its regular meeting on March 2, 1983, reviewed the proposed subdivision plat entitled, "Map of Founders Village - Condominium", referred to it pursuant to Section 1333 of the Suffolk County Charter. After due study and deliberation it resolved to approve said map for local deter- mination. The Commission also offers the following comments on the map for your use and consideration: 1. It is felt that, from the maintenance and storage capacity points of view, a recharge basin or basins would be preferable to catch basins with leaching pools for the disposal of stormwater runoff. 2. The location of the proposed swimming pool and other possible recre- ational facilities together with necessary parking facilities should be resolved at this time. The proposed location of the swimming pool is considered too restrictive. 3. Since this tract consists of open, relatively flat land, a landscape plan for the entire site should be required to insure the creation of residential amenities. Consideration should also be given to mini- mizing the amount of lawn area to reduce maintenance costs. Lawns should be established with grasses that have low fertilization need to minimize the amount of fertilizers that will reach the groundwater table. Raynor, Jr. - 2 - March 3, 1983 ------------------------------------------------------------------------------- 4. Since this tract has a large area and is open and relatively flat, consideration should be given to the determination of the feasi- bility of utilizing solar energy to offset fossil fuel energy costs. If feasible, the buildings should be oriented in such a manner that will be conducive to using solar energy, even if the subdivider does not choose to install solar collection devices or use solar energy construction techniques . We met to discuss the requirements the Village would impose in order to get approval. Mr. Monsell has conferred with his consulting engineers, Holzmacker, McClendon & Murrell and the Village Attorner, Mr. Alan Smith and presented their requirements which I am out- lining so .that there is no misunderstanding: 1 ) A 10" C.I. water main in a steel sleeve would be required under Middle Road. The existing 12" water main is on the north side of Middle Road. Since Middle Road is a County road all work would have to meet their requirements. Approxi- mately 250 l.f. of 10" cast iron pipe would be required. 2) A 10" P.V.C. pipe Class 150 will be_ placed from the C.I. main running south along Railroad Avenue thirteen (13) feet east of the west property line to a point approximately eighty (80) feet north of the rail road track. Approximately 1 ,980 L.F. of pipe must be placed. /"IAYOR N UC3lSA2 D fl L L iW us TEES /ILLI.N X14-0vN Lizda Realty Ltd. Re : Founders Village January 25, 1983 Page 2 3) Approximately 620 L.F. of 6" pipe must be removed. Hydrant #549 and #548 must be removed, Mr. Monsell will replace the hydrants and branch from the main. 4) A minimum of 311011- gate valves must be installed. 5) A 6" P.V.C. Loop with two - 6" gate valves must be installed on your property with two (2) fire hydrants as specified by the Southold Fire - Department. 6) Mr. Monsell' s office will inspect and test all mains. 7) All plans will be submitted to Mr. Monsell and are subject to approval by the Village Consulting Engineers. 8) All pipe, valves, etc. must be according to the specifications that Mr. Monsell will provide. Mr. Monsell indicated that his consulting engineers stated that an 8" water main might meet the requirements of your project but would not be in the best interest of the Village of Greenport since the Railroad Avenue area needs a 10" water main. He also indicated that they would waive the service charge for use of the well facility. Very truly yours, Donald M. Hand, P.E. Burton & Hand DMH:dk cc : James I. We have been in contact with Mr. James Monsell in reference to his plans and were told that no agreement has been reached with the builders in regards to an additional tie-in to the supply line on Route 48. If the connection to the North Road is made, we would have sufficient supply of water and would require one hydrant in the development. Without the tie-in, our volume of water would be limited and instead of the hydrant, we would require two wells within the building site. Specific locations for the wells or hydrant will be considered at a later date after plans with the Village of Greenport are finalized. Very truly yours, Frank A.
