A meeting of the South old Town Conservation Advisory Council was held Wed., April 12, 2006 at
Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder congratulated Jack McGreevy on his success with the Town Board
regarding the new mission statement and the recent appointments to the council. Don asked the
council members to review the new mission statement.
REPORTS
Trustee Dave Bergen has formed a task force for the new mooring and anchorage code/draft and
asked for one volunteer from the council to join the task force. Members of the task force will be
asked to review the draft and make recommendations for changes. The Board of Trustees is
looking to adopt the new code in January 2007.
Member Peter Young volunteered to join the task force.

APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by Tom Schlichter, to Approve the Minutes of March 15,
2006.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of LAWRENCE HOLFELDER to reconstruct the
existing bulkhead using C-Loc vinyl sheathing.
Located: 6340 Peconic Bay Blvd., Laurel. SCTM#126-11-1
The CAC recommends Approval of the application to reconstruct the bulkhead within 18" with the
Condition a berm and swale is installed at the top of the bank and the slope is vegetated with
natural vegetation only.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Tom Schlichter, it was
RESOLVED to recommend to the South old Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of PETER & SONIA PANAGOPOULOS to
construct a retaining wall 25' from the top of the bluff.
Located: 1310 The Strand, East Marion. SCTM#30-2-70
The CAC recommends Approval of the application with the Condition the wall and final grade are
designed to contain all run-off.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jack McGreevy, to
TABLE the Wetland Permit application of GEORGE & SANDRA ENGELKE to remove an existing
residence, cottage and garage. Construct new residence, pool, terraces and sanitary system, and
renovate the existing house into a beach house.
Located: 5704 Indian Neck Lane, Peconic. SCTM#98-5-14.3
The CAC Tables the application because the project wasn't staked, however all land seaward of
the wall should be left natural, drywells and gutters installed to contain all run-off and pool
backwash, and all walkways and driveway should be pervious. The CAC further recommends the
proposed pool be set back 50' from the bluff.
Vote of Council: Ayes: Ail

Moved by Jack McGreevy, seconded by Tom Schlichter, it was

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of ANNA COOPER to remove and replace 48' of
existing bulkhead with vinyl sheathing. Truck in 15-20 cy. of clean sand/topsoil and place landward
of the bulkhead as backfill. Excavate area landward of the bulkhead as required and replace
excavated material in same place as fill.
Located: 565 Osprey Nest Rd., Greenport. SCTM#35-6-29
The CAC recommends Approval of the application with the Condition a return is installed on the
southwest corner of the bulkhead and a 50' non-turf buffer landward of the bulkhead.

Moved by Tom Schlichter, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland
Permit and Coastal Erosion Permit applications of SHEILA PATEL to add additional 6"X 6" upper
stringer to existing bulkhead. Face exterior surface of bulkhead with '.I." HDPE sheets. Bolster
entire bulkhead (146.5') with 1-2 ton rocks to prevent toe scour and minimize beach loss in the
future.

Moved by Jack McGreevy, seconded by Tom Schlichter, it was
RESOLVED to recommend to the South old Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of BREEZY SHORES COMMUNITY, INC. C/O HELEN SZARKA to
remove and replace inkind/inplace eight existing jetties. Dredge basin inlet to --4.0' below AMLW
(approx. 800 cy.) and use spoil as beach nourishment.
Located: Sage Rd., Southold. SCTM#53-5-12.5
The CAC recommends Disapproval of the application to replace eight jetties however would
recommend Approval of an application to remove/replace the #1 jetty on the south end of the
property, complete removal of the remaining seven groins, and to place the dredge spoil on the
south and east sides of the #1 jetty.

Moved by Jack McGreevy, seconded by Tom Schlichter, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of NICHOLAS BRUNO to remove 52'+/- of existing
bulkhead, 18' east end return, 8' west end return and replace in-place using C-Loc 4500 vinyl
sheathing. Construct a 4'X 5' cantilevered platform onto a 32"X 12' seasonal aluminum ramp onto
a 6'X 20' seasonal float secured by (2) 2.5' dia. galvanized steel pilings.

The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer
landward of the bulkhead and the docking facility doesn't exceed 1/3 across the width of the creek.

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of JOSEPH BRITTMAN to construct 105' of low-profile bulkhead using
C-Loc 4500 vinyl sheathing, re-vegetate inter-tidal marsh area with spartina alterniflora and install
a 32"X 20' seasonal ramp and the end of an existing dock onto a 6'X 20' seasonal float secured by
(4) 6" pilings.
Located: 80 Glenn Rd., Southold. SCTM#78-2-10
The CAC recommends Disapproval of the application because there is no need shown for
hardening of the shoreline, and the proposed dock would impinge on the property to the left and
right and affect the maneuverability of any other craft in that area.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of EDWARD & ADRIENNE SOLOMON to
construct an in-ground swimming pool and enclosure fence.
Located: 1205 Point Pleasant Rd., Mattituck. SCTM#114-1-4
The CAC recommends Approval of the application with the Condition a drywell is installed to
contain the pool backwash, and all trees with a DBH of 6" or more, from the hay bale line to the
water, are left in place.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland
Permit application of MARGARET REINHARD to construct a 3'X 10' extension to the existing
dwelling, 19.3'X 12.2' second-story addition, second-story bay window, 6'X 19.3' deck, and to
renovate the existing 13'X 20' deck.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of CHARLES & LYNN HILL to construct a 6'X 26'

addition on the north side of the dwelling, 6'X 26' deck, and a 26'X 20' detached garage on the
south side of the property.
Located: 655 Lake Dr., Southold. SCTM#80-3-20
The CAC recommends Approval of the application with the Condition of a 25' non-turf buffer
landward of the bulkhead and a 10' non-turf buffer on the right corner of the property.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland
Permit application of MARY RAYNOR to renovate the first and second floors of the existing
dwelling within the existing footprint.

TABLE the Wetland Permit and Coastal Erosion Permit applications of TERRY & FRANCIS
TRIADES to construct approx. 120 linear ft. of timber retaining wall and backfill blown out face with
approx. 2,000 cy. of clean sand to be obtained partially from recovered blowout material and
partially trucked in from an upland source and replanted with beach grass, Rugosa Rose, and
Bayberry.
Located: 2505 Sound View Ave., Mattituck. SCTM#94-1-12.2
The CAC Tables the applications and recommends an engineer review the plans.

TABLE the Wetland Permit and Coastal Erosion Permit applications of THOMAS PERILLO, SR.
to construct approx. 114 linear ft. of vinyl retaining wall to be armored with 1-3 ton stone armor;
place approx. 200 cy. of clean sand fill on bluff face landward of retaining wall; and plant bluff face
with Cape American Beachgrass (12" on center) and Rugosa Rose and Bayberry (2 gal., 3' on
center).

RESOLVED to recommend to the South old Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of PETER & ARLENE MANOS to reconstruct the
existing house within the existing footprint with a one-story porch on the north side and a two-story
addition on the south side, covered porch, in-ground swimming pool, terrace, sanitary system, and
garage.
Located: 2000 Sound Dr., Greenport. SCTM#33-1-18
The CAC recommends Approval of the application with the Condition of a 20' non-turf buffer from
the top of the bluff and drywells and gutters are installed to contain the roof run-off.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the South old Town Board of Trustees DISAPPROVAL of the
Amendment application of STEVEN E. LOSQUADRO to Amend Permit #6279 to allow for the
placement of 982 cy. of fill for the septic system and the front portion of the lot.
Located: 1150 Fanning Rd., New Suffolk. SCTM#117-6-33
The CAC recommends Disapproval of the application as per the original recommendation dated
January 11, 2006 and all run-off be contained on site with a retaining wall on the east side of the
property.

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the South old Town Board of Trustees APPROVAL of the
Amendment application of LAUGHING WATERS PROPERTY OWNERS ASSOC. to Amend
Permit #6228 to authorize the replacement (within 10.5") of one approx. 18 linear ft. section of
timber bulkhead with vinyl bulkhead, rather than resheathe it on the landward side as originally
proposed.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of BARBARA & JOSEPH ISABELLA to Amend Permit #6222 for the
installation of an upgraded sanitary system.
Located: 1855 Westview Dr., Mattituck. SCTM#107-7-6

The next meeting of the Conservation Advisory Council has been set for Wed., May 10, 2006 at
6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 8:15
PM.
