The meeting began at 7:15 p.m. with four LPC members present. Introduction of new LPC members appointed by the Southold Town Board on March 28, 2006, by resolution 2006-74, Lillian Ball (term expires 3/31/08) and Christian F. Baiz III (term expires 3/31/07). New members were given background information on several projects that the committee has been actively pursuing. Adoption of Meeting Minutes: ?? Adoption of LPC meeting minutes from March 21, 2006. HOLD – did not have quorum of prior members. Applications: ?? MATTHEWS PROPERTY SCTM # 1000-100-2-1 Location: 690 Soundview Avenue Total Acreage: 70.0 acres (GIS 70.72 acres) Subdividable: Yes Zoned: A-C FWet: 0.81 acre MWet: 0 acres CPF: Yes Reviewed status of County PDR application. County requested Town to “partner” with them on this project. A conservation subdivision has been proposed but not applied for yet by landowner. County at appraisal stage, but waiting for info from Planning Board re: status of conservation subdivision. LPC members need more information from County before committing to partnership such as which committee, Town or County, would deal with possible future issues such as monitoring deed enforcement, stewardship, use requests. Melissa to follow-up with County and report back to committee. ?? NEW SUFFOLK LAND CO. (f/k/a Campbell) SCTM # 1000-55-1-8.3 Location: 5455 Youngs Avenue, Southold Total PDR Acreage: 22.56 acres Reviewed request for building within easement area. Easement language reviewed. Written request from Benjamin Sisson, New Suffolk Land Co., reviewed and discussed. Request made for construction of Morton Building, 42’x90’ in northeast corner on Youngs Avenue where property grade is unfit for plantings. Building to include unheated ag storage equipment area and heated area for farm office and small bathroom. LPC discussed several other options for location of building. LPC requested that Melissa contact Mr. Sisson to invite him to next LPC meeting to discuss his request, as further details are needed. ?? HAMMEL PROPERTY SCTM # 1000-88-3-3.1 Location: 9800 Main Bayview Rd, Southold Total Acreage: 8.7 (GIS 7.7 acres) Subdividable: Yes Zoned: A-C FWet: 0 acres MWet: 3.75 acres CPF: Yes Reviewed new application. County had property appraised a year ago and made offer to landowner. Landowner gave County his privately commissioned appraisal and asked County to review since difference in property’s value. Melissa recommended that LPC go no further in discussing this potential project until County finishes review of landowner’s appraisal and make final offer to landowner. EXECUTIVE SESSION. The Members entered into ?? O’DOHERTY PROPERTY (f/k/a Dowd) (COS) SCTM #: 1000-56-1-5.1 Location: 1825 Mill Path, Southold Total Acreage: 7.3 acres (GIS 7.43 acres) Subdividable: Yes Zoned: R-80 FWet: 0.04 acre MWet: 1.48 acres CPF: Yes Reviewed status of County application/offer. [executive session] Landowner is currently reviewing County’s offer and LPC will wait to see if he accepts it before discussing this application further. ?? FITF, LLC SCTM #: 1000-9-8-2 Location: Reservoir Road, Silver Eel Cove, Fishers Island Total Acreage: 2.20 acres (GIS (3.22 acres) Subdividable: NZ Zoned: R-80 and MII (0.89 acre) FWet: 0 acres MWet: GIS 0.31.acres CPF: Yes Reviewed appraisal. [executive session] The major portion of the lot, zoned R-80, has been offered to the Town as open space fee title. The portion designated as MII zoned was formerly contaminated with a “paint” operation and is currently undergoing extensive environmental clean-up by landowner. LPC members require further information into contaminants, such as to what depth found, and possible spread into offered area. Melissa has been directed to contact landowner with request for copy of Phase I, Environmental Site Assessment. In addition, LPC wants limits placed on what can be built on MII zoned area since MII zoned area will be made non-conforming (80,000 sq. ft. minimum lot size in MII - MII zoned area approximately 0.89 acre) by Town’s purchase of R-80 area. LPC not in favor of any residential use being allowed to occur in future on MII zoned area. Also, LPC would like Town’s purchase to include all of the “beach appendage/thumb” area which may include a small area of the MII zoned property. Issue of removal of kudzu will need to be addressed. MOTION made by Ray Huntington, seconded by Michelle Zaloom, to present an offer to landowner subject to review of their Phase I, ESA, a C&R limiting uses on MII zoned portion, and a possible adjustment to zoning line to include all of “beach appendage/thumb” area at shoreline. Motion carried 6/0. ?? MANOR GROVE PROPERTY SCTM # 1000-53-1-1.2 Location: 68775 Route 25, Greenport Total Acreage: 10.38 acres (GIS) Zoned: R-80/LB (3.39 acres) FWet: 6.65 acres CPF: Yes SCTM # 1000-53-1-1.3 Location: 650 Albertson La, Greenport Total Acreage: 19.1 acres (GIS) Zoned: R-80/LB (0.79 acre) FWet: 10.66 acres CPF: Yes Reviewed appraisal and status of offer. [executive session] Melissa Spiro presented background and up-to-date information on progress of Randy Parsons (The Nature Conservancy) and his negotiations with landowners. Existing house on property is of interest to North Fork Housing Alliance for perpetual affordable housing use and NFHA will contribute funding towards its purchase if Town is able to secure purchase of open space acreage from landowners. Randy feels that TNC will add limited funding if LPC is willing to increase current property offer. Melissa presented photo views of property taken from observation area at Arshamomaque Preserve. MOTION made by John Sepenoski, seconded by Eric Keil, to increase offer to landowner as outlined by Randy Parsons’ e-mail to Melissa Spiro. Motion carried 5/1. SCTM #: 1000-121-3-7.4 Location: 530 Kirkup Lane Total Acreage: 11.31 acres (GIS 11.3 acres) Subdividable: Yes Zoned: A-C F/M Wet: 0 acres CPF: Yes Reviewed inquiry. LPC reviewed inquiry from landowner as to whether Town would be interested in purchasing development rights. Property is currently for sale as a greenhouse operation in the Laurel Lake area. LPC is favorable to further review and suggests that landowner make application to the committee. General: ?? Laurel Lake Preserve John Sepenoski gave update on his encounter with property owner in Laurel Lake area and a recent field visit with representatives from Suffolk County Water Authority. ?? Federal Farm and Ranch Lands Protection Program Announcement for Program Funding has been received and grant proposal is th due by May 11. Looking for projects to put on the grant proposal. Committee in agreement that grant should not be submitted if eligible projects that will score points can not be found. ?? Outreach Follow-up on members outreach projects will be discussed at next LPC meeting. EXECUTIVE SESSION Re-entered into ?? Stewardship Jim McMahon’s memo dated April 10, 2006 re: Stewardship Program Report was handed out to LPC members. Al Krupski relayed concerns of Town Board with management plan, if any, for Town’s open space acquisitions. Guidelines and directions are needed. Meeting to be set-up between Al Krupski, John Sepenoski, Melissa Spiro and Jim McMahon to discuss stewardship management plans, and directions towards an agreed upon goal, for open space acquisitions. EXECUTIVE SESSION Re-entered into Applications continued: ?? C&D REALTY PROPERTY SCTM # 1000-113-4-1 Location: 3640 Cox Neck Rd, Mattituck Total Acreage: 0.75 acres (GIS 0.8 acres) Zoned: R-40 FWet: 0 acre MWet: 0.68 acre CPF: Yes Reviewed status. [executive session] Application was re-activated by landowners. Al Krupski presented information on this parcel that is located in an area where water quality is an issue. This parcel now serves as a natural drainage area and collects stormwater run-off and he recommends that the Town purchase the property. MOTION made by Ray Huntington, seconded by Michelle Zaloom, that Melissa Spiro present a purchase offer to the landowner for Town’s acquisition as open space for the purpose of stormwater remediation and water quality control. Said project may be eligible for an LWRP grant using this land preservation purchase as a match. Funds other than CPF would be used for any drainage improvements proposed for this project.
