Box 1179 Southold, New York 11971-0959 CONSERVATION ADVISORY COUNCIL TOWN OF SOUTHOLD MINUTES Wed., March 15,2006 6:00 PM A meeting of the Southold Town Conservation Advisory Council was held Wed., March 15, 2006 at Down's Farm Preserve. Present Were: Don Wilder, Chairman Jack McGreevy, Member Dave Bergen, Trustee Lauren Standish, Secretary Absent Were: Jennifer Mannino, Member Tom Schlichter, Member Jacob Smith, Student Member CALL TO ORDER Chairman Don Wilder called the meeting to order at 6:00 PM. CHAIRMAN'S ANNOUNCEMENTS REPORTS Member Jack McGreevy attended the Town Board worksession on Tues., March 14, 2006 and reported that the worksession went well. The Town Board will consider a resolution to accept the new mission statement and move forward to fill the vacancies on the council. Trustee Dave Bergen reported that the Board of Trustees is currently working on the revisions to Chapters 77 and 97, and the new mooring code. 2 APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Don Wilder, to Approve the Minutes of February 8, 2006. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS BASILIO ESPOSITO to extend the existing dwelling by constructing 15'X 20' additional space on the ground floor level, construct a new one-car attached garage and construct a second-story structure over the ground floor level, and to construct a new 1 O'X 8' shed. Located: 1745 Bay Shore Rd., Greenport. SCTM#53-4-7 POSTPONED Moved by Jack McGreevy, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of NANCY BRADLEY & JEANINE MURPHY to construct additions and renovations to the existing single-family dwelling. Located: 550 West Creek Ave., Cutchogue. SCTM#103-13-5.4 The CAC recommends Approval of the application with the Condition the existing natural 20' buffer is maintained. Vote of Council: Ayes: All Motion Carried JAMES ORIOLl & SUSAN MAGG ORIOLl to install a 20'X 40' in-ground swimming pool. Located: 496 Hall's Creek Dr., Mattituck. SCTM#116-7-4 The CAC did not make an inspection, therefore no recommendation was made. MANZI HOMES to construct a single-family dwelling, sanitary system, and driveway. Located: 1805 Laurel Way, Mattituck. SCTM#121-4-24 The CAC did not make an inspection, therefore no recommendation was made. DON JAYAMAHA to construct a fixed open walkway 4'X 90' with decking a minimum of 3.5' above grade, hinged ramp 4'X 16', and floating dock 6'X 20'; install two piles to secure floating dock. Located: 243 Maiden Lane, Mattituck. SCTM#140-1-8 3 The CAC did not make an inspection, therefore no recommendation was made. , EMANUEL ARTURI to reconstruct in-place approx. 178' of timber bulkhead utilizing vinyl sheathing and to backfill the structure with approx. 50 cy. of clean sand to be trucked in from an upland site. Located: 7600 Peconic Bay Blvd., Laurel. SCTM#126-11-13 The CAC did not make an inspection, therefore no recommendation was made. NANCY CARROLL to construct a front porch, one-car garage and second floor over existing dwelling, and renovate and alter existing first floor within existing footprint. Located: 350 West Lake Dr., Southold. SCTM#90-1-21 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit & Coastal Erosion Permit applications of JOHN XIKIS to place rocks seaward of the existing bulkhead and to construct a vinyl bulkhead and DISAPPROVAL of the Wetland Permit & Coastal Erosion Permit applications to construct two rock groins. Located: 55585 County Rd. 48, Southold. SCTM#44-1-13 Vote of Council: Ayes: All Motion Carried A. SHELLEY TUPPER to construct a 4'X 6' access ramp leading to a 4'X 27' catwalk with a 3'X 15' hinged ramp and a 6'X 20' floating dock secured by three (3) float piles. Located: 3050 Minnehaha Blvd., Southold. SCTM#87-3-41 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jack McGreevy, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of BELVEDERE PROPERTY MANAGEMENT, LLC to install a sanitary system, +/-141' of concrete retaining wall, truck in +/-25' of clean sand for the sanitary system, and to connect to public water main. Located: First St., New Suffolk. SCTM#117-8-19 Vote of Council: Ayes: All Motion Carried 4 Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of LOVE LANE ACQUISITION CORP. to replace 305 ft. (A-B-C) and 139' (C-D-E-F) of bulkhead with new bulkhead within 18" of existing bulkhead, provide clean fill between existing bulkhead and new bulkhead, repair/replace 747 ' of walkways, construct 218' of new walkways along bulkhead, repair/replace 218' of decks, raise bulkhead A-B (on north side) 1 '-0", remove approx. 800 cy. of clean fill and store on site during construction, remove unclean fill and replace with clean fill, and place 160 cy. of clean fill between new and old bulkhead. Located: 650 First St., New Suffolk. SCTM#117-8-18 The CAC recommends Approval of the application with the Condition no treated lumber is used. Vote of Council: Ayes: All Motion Carried SHIRLEY KRAM to construct a fixed open walkway 4'X 30', hinged ramp 3'X 14', and floating dock 6'X 20'; install two piles or metal pipes to secure float. Construct wood launching ramp 6'X 14' with 6'X 4' platform at landward end. Construct 10'X 12' gazebo. Clear upland phragmites as necessary for access to structures and for off-street parking. Located: 1275 West Cedar Point Dr., Southold. SCTM#90-1-2 The CAC did not make an inspection, therefore no recommendation was made. Moved by Donald Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH A CONDITION of the Wetland Permit application of RICHARD DEMOTT to construct a 4'X 44' fixed open walkway, 4'X 16' hinged ramp, and 6'X 20' floating dock, and two 2- pile dolphins to secure the floating dock. Located: 5380 Skunk Lane, Cutchogue. SCTM#138-2-16 The CAC recommends Approval of the application with the Condition no treated lumber is used. Vote of Council: Ayes: All Motion Carried SUSAN & LOUIS VALENTE to remove and replace (in-place) approx. 114 linear ft. of existing timber bulkhead with vinyl bulkhead; backfill with approx. 50 cy. of clean sand 5 to be trucked in from an upland source; and remove and replace (in-place) existing +/_ 3'X +/-28' set of platforms and steps. Located: 6800 (aka 6730) Peconic Bay Blvd., Laurel. SCTM#126-11-4 The CAC did not make an inspection, therefore no recommendation was made. SUSAN & DENNIS DONLIN to remove existing dock and construct in same location a fixed timber dock, consisting of a 4'X 12' inclined ramp, 4'X 20' fixed catwalk, 3'X 14' hinged ramp, and 6'X 20' "T" float secured by (2) 6" dia. pilings. Located: 8417 Skunk Lane, Cutchogue. SCTM#104-3-12 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of JOHN CORBLEY to maintenance dredge a 133'+/- portion of an existing boat basin to a depth of -4' referred to NGVD29, with sides sloping upward at approx. 1:2 to existing grade, to an overall area 140' +/- X 29'. Approx. 220 cy. of material will be dredged and moved off-site by truck to an approved upland disposal site not less than 300' from any wetlands. Dredge to same conditions in four additional events over a ten-year period. Located: 680 Mason Dr., Cutchogue. SCTM#104-7-3 Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS MARY DIGREGORIO to Amend Permit #6120 to constuct a 4'X 64' fixed timber dock, 3'X 14' ramp and a 6'X 20' floating dock. Located: 100 Oak St., Cutchogue. SCTM#136-1-36 The CAC did not make an inspection, therefore no recommendation was made. DAVID BERGEN to Amend Permit #4176 to repair the existing bulkhead and stairs to beach, and to fill in holes behind bulkhead with 20 cy. of clean sand fill brought in from an upland source. Located: 9525 Nassau Point Rd., Cutchogue. SCTM#119-1-2 The CAC did not make an inspection, therefore no recommendation was made. 6 ESTATE OF EILEEN O. GOLDNER to Amend Permit #6160 to construct a 12'X 25' deck and (2) sets of 6'X 9' steps no less than 75' from the wetlands. Located: 435 Bay Home Rd., Southold. SCTM#56-5-22 The CAC did not make an inspection, therefore no recommendation was made. ROSEMARY & SEBASTIAN AVOLESE to Amend Permit #5829 to reconfigure and relocate approved, upgraded sanitary system from 68' to 80' from wetlands. Remove and replace (in-place) approx. 87 linear ft. of existing timber bulkhead with vinyl bulkhead; remove and replace and raise by 18" (in-place) existing 8'X 17' step-down platform; backfill with approx. 15 cy. of clean sand fill to be trucked in from an upland source; and re-vegetate disturbed buffer area with native grasses and shrubs. Located: 4150 Wunneweta Rd., Cutchogue. SCTM#111-14-24 The CAC did not make an inspection, therefore no recommendation was made. EVAN AKSELRAD to Amend Permit #5904 to include regrading and creation of a non- turf buffer area 25'X 100' at seaward edge of property to be contained by the installation of a 6' high concrete retaining wall and metal landscape edging; plantings as illustrated on plan. Located: 1355 Shore Dr, Greenport. SCTM#47-2-27 The CAC did not make an inspection, therefore no recommendation was made. The next meeting of the Conservation Advisory Council has been set for Wed., April 12, 2006 at 6:00 PM at Down's Farm Preserve.
