Speed Limit Reduction Request
Route 25

Our Case No. 049435TC
Dear Ms. Neville:
We have completed our investigation regarding your request to reduce the speed limit on Route
25 in the vicinity of the Mattituck/Laurel Library in Mattituck. Our investigation included an
accident analysis, pedestrian counts, a review of the roadside development, speed zone
evaluation and field observations of the area.
Our accident analysis reviewed the most current three years of data available from the
Det~arLment of Motoc Vehicles. Om m~alysis did not show a pattern of accidents th,,
correctable by reducing the speed limit at this location.
Pedestrian counts were taken on typical weekdays, between the hours of 7AM and 6PM. Our
counts showed very low pedestrian activity at this location.
Regulatory speed limits are established only when and where they will promote efficient traffic
flow and/or improve safety. Consequently, speed limits are established only after an engineering
and traffic investigation has been made in accordance with established traff~c engineering
practices. This type of analysis includes the following:
· Roadside development (i.e., the number and type of residential, commercial, industrial
and recreational establishments).
· Intersection development (i.e., the number and type of intersecting highways).
· Highway geometries (i.e., pavement condition, grades, curves, sight distance, shoulders,
sidewalks and traffic volume).
85th percentile speed (The speed at which 85% of the motorists are traveling at or below)
Studies conducted throughout the country have shown that drivers are influenced more by the
appearance of the highway itself and prevailing traffic conditions rather than by the posted speed
limit. If speed limit signs are posted for a lower limit than is needed, many drivers will simply
ignore the signs. At the same time, other drivers will stay within the posted speed limit. This
increases the conflicts between faster and slower drivers, reduces the gaps in traffic and increases
the difficulty for pedestrians to judge the speed of approaching vehicles.
The results of our study showed the 85th percentile speed on Route 25 near the library to be 41
mph with a posted speed limit of 35 mph. Based on our 85th percentile speed study and
evaluation of the roadside development, we do not feel a reduction of the speed limit at the
subject location is appropriate at this time.

Area Speed - Laurel
We have completed our investigation of your request and we ~rlll extend the 30
HPH speed limit in Matti~uck vest to Laurel Lane. The 30 HPR area speed limit
will no~ include the communities of Laurel and Hattituck south of Route 25 to
the Great Peconic Bay from Laurel Lane east to James Creek. Laurel Lane has
not been included in this area speed limit and Peconic Bay Boulevard (existing
40 MPa linear speed limit) be~een Laurel Lane and Bray Avenue viii be
excluded from the area speed limit. Attached are the ordinances covering this
speed limit.
