the second part, his heirs, successors and assigns, to drill,
install and maintain a well and water supply system and to lay,
maintain and replace underground pipes and pump and to enter
upon the premises described below to do such other things as may
be necessary to install and maintain such system, together with
the right to construct and use four well points ~ithin the
easement herein granted. The party of the first part, for
themselves, their heirs, successors and assigns, agree that no
cesspools, septic tanks, or sewerage treatment facilities of any
type shall be constructed or installed within a two hundred
(200) foot radius of such well points, except those that
currently exist, the event it becomes nec~ary for ~the
party of the seco )art or his assigns to ent6r upon the
premises described below for the purpose of maintenance or
repairing the well and water system, the party of the second

As per the your request of April 23, 1991, we have completed a ~reliminary review of
the above referenced project. Tasks and completed activities are identified as follows:
Review Part I LEAF
The parcel has been field inspected by CVA, and the LEAF has been reviewed and
amended as necessary. A copy of same is attached.

The Part II LEAF checklist has been completed and is also attached. Additional
information concerning our findings is included below.
Advise as Necessary
The parcel has been inspected and environmental references concerning the site and
area have been consulted. The site includes 28.15 acres of land, proposed to be
subdivided into twenty five lots, ranging in size from 30,000 to 48,400 square feet, with
an average lot size of 33,274 square feet.
The site is presently dominated by abandoned agricultural field (approximately 92%
of site), with a vegetated area in the southeast corner of the parcel. The vegetated
area includes a depression which has been subject to disposal of wood chips, and
limited land maintenance debris. Soil disturbance has caused some limited growth of
Phragmites, and the balance of the area is dominated by locust and maple. There is a
small farm structure (20'x65') in the southeast corner of the site. Other vegetation on
the site includes a sand of maple trees lining the eastern border of the property, along..
the right-of-way. There were no wetlands detected on the site, nor where there any
significant habitat areas or areas of unique vegetation.
Theproposal calls for a 25 lot subdivision on each side of a road which transects the
site from the northeast corner of the site (merging with the existing right-of-way
which accesses New Suffolk Avenue), to the southwest corner of the s~te (tying into
Reeve Avenue, slightly offset from the intersection of Reeve Avenue and Kraus
Road). Fourteen (14) lots are located west of the subdivision road, and eleven (11)

are prol~osed east of the subdivision road. A drainage area is proposed in the
depressmn near the south central property line. The plan calls for preservation of
open space as a result of the reduction of lot sizes from the minimum of 40,000
square feet to an average of 32,000+ square feet. Open space areas are proposed in
four locations dispersed throughout this site, with the largest in the southeast corner
including the vegetated area, the proposed recharge area and the wooded portion of
the site.
The proposed open space is expected to result in an open feeling by providing
"pockets" of undeveloped common area throughout the subdivision. The open space
is e ~x~.ected to primarily benefit the residents of the subdivision, as these areas are not
readdy accessible. In addition, these areas will benefit local wildlife by providing
areas of low intensity use which will proceed through vegetative succession. The
largest area provides for retention of some woodedarea, and allows for the
preservation of a farm building on the site. The dispersed cluster concept is
considered appropriate for this site, as there is no one portion of the site which is
considered as a h~[h priority for contiguous preservation. It is noted that the lot size
and configuration ~s adequate to allow for the retention of the line of maple trees
along the eastern site boundary, and the Planning Board should consider making this
a condition of the subdivision.
The proposed land use will create additional traffic trip generation on the subject
parcel. Increased vehicle use should be accommodated on area roads, which are
generally underutilized. The right-of-way accesses New Suffolk Avenue, a local
collector road, northeast of the site. The south subdivision road terminus accesses
local streets (Reeve Avenue and Kraus Road). These roads serve only adjacent lots
in a subdivision located south of New Suffolk Avenue, east of James Creek, north of
Peco~c Bay and west.o,f the project site. Due to the circuitous route of the south
subdMsion outlet, residents of the Norris Estates project are expected to utilize New
Suffolk Avenue as the primary a.c. cess point. Residents of the existing subdivision may
utilize the Norris Estates outlet (ff public), to a limited extent when travelling toward
or returning from the east. Therefore the proposed subdivision is expected to benefit
traffic distribution within the existing community, and not adversely affect that
community.
The site is located in Groundwater Management Zone IV (outside of the water
budget area), and will conform to SCDHS density requirements. The site is in an
area where groundwater contamination from nitrate and aldicarb has not been
detected, according to the North Fork Water Supply Plan. SCDHS Article 4 approval
for a water source is necessary. The proposed intensity of land use is moderately low
(1.0 dwelling units per acre), and is consistent with area use and zoning.
The Part I and II Long EAF failed to reveal any significant impacts to site
environmental resources, which would warrant the preparation of a Draft EIS.
Accordingly, the Board may wis. h to consider adopting a Negative Declaration, based
upon the reasons outlined here~n.

FULL ENVIRONMENTAL ASSESSMENT FORM
Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an actidn may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically expert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.

As per the your request of April 23, 1991, we have.cgmplet,ed a p,,r. eliminary review of
the above referenced project. Tasks and completed activmes are ~dentlfied as follows:
1. Review Part I LEAF
The parcel has been field inspected by CVA, and the LEAF has been reviewed and
amended as necessary, A copy of same is attached.
2. Prepare Part II LEAF
The Part. II LEAF ch. ecklist h.as been co. mpleted and is also attached. Additional
information concerning our findings is included below.
3. Advise as Necessary.
The parcel has been inspected an.d e. nvironmental references concerning the site and
areahave been consulted. The site ~.lcludes 28.15 acres of land, proposed to be
subdivided into .twenty five lots, ranging in size from 30,000 to 48,400 square feet, with
an average lot s~ze of 33,274 square feet.
The site is presently dominate.d by abandoned agricultural field (approximately 92%
of sit.e), with a vegetated area In the southeast corner of the parcel-. The vegetated
area includes a depression whic. h has. been subject to disposal of wood c~ip.s, and
limited land maintenance debris. Soft disturba.nce has caused some limtted growth of
Phragmltes, and the balance o.f the area is dom,hated by locust and maple. The. re is a
small, farm structur$ (20'x65') m the so.u. th. east corner of the site. Other vegetation on
the s~.te includes a61and of maple trees hmng the eastern border of the property, along
t.he r.~ht-of-way. There were no wetla.nds detected, on the site, nor where there any
s~gmficant habitat areas or areas of umque vegetation.
Theproposal calls for a 25 lot subdivision on each side of a to.ad whi.ch transects the
site from the. northeast corner of the s~te (merging with the ex:sting right-of-way
which accesses Ne.w Suffolk Avenue), t9 the sou.tfiwest corner of the s~te (tying into
Reeve Avenue, shghtly offset from the mtersecuon of Ree.ve Avenue and Kraus
Road), Fourteen (14) lots are located west of the subdivismn road, and eleven (10

MEMORANDUM TO FILE: Norris Estates, Mattituck
DATE: June 25, 1991
Mr. Ed Siegman, a resident of the area around the proposed
subdivision of Norris Estates spoke with me this morning about
the latest proposed layout before the Planning Board. This
layout shows a road going from New Suffolk Avenue to Kraus Road.
Mr. Siegman said he had spoken with two other residents of
the area, and that both are opposed to this layout because they
do not want a through street. Their concern is that the new
subdivision residents will drive through the existing community.
I explained that the Planning Board, for reasons of public
health, safety and welfare, must look at providing an alternate
emergency outlet for both this proposed subdivision and the
existing community, which at present has only one way in and
out. I also mentioned that Mr. Carr has indicated that the new
road is to remain private. Therefore, the residents who were
objecting to it would not be able to travel on it. Further, if
it remained private, a barrier may be installed to prohibit
access by any vehicles other than emergency vehicles. Mr.
Siegman said that this last fact may alleviate the other
residents' concerns. He said we would most likely receive a
letter from one of the residents so that their concerns were on'
the record.

Planning Board at a meeting held on Monday, April 22, 1991.
BE IT RESOLVED that the Southold Town Planning Board start
the coordination process on this unlisted action.
BE IT RESOLVED that the Southold Town Planning Board grant
sketch approval on the map last dated March 15, 1991, with the
following condition:
A strip of land, 12.5 feet in width, is to be shown
parallel to Reeve Avenue (Camp Mineola Road) for
future highway purposes.
Sketch plan approval is conditional upon submission of
preliminary maps within six months of the date of sketch
approval, unless an extension of time is requested by the
applicant, and granted by the Planning Board.

Dear Henry:
Enclosed please find twelve (12) prints signed and sealed as
requested for the above referenced project. These have been
transmitted to you for submission to the Town of Southold Planning
Department. This layout has been revised ..to accomodate the
Planning Departments' request to provide access to the intersection
of Kraus Road. It should be noted that this layout has certain
deficiencies with regard to the planning and engineering aspects of
that intersection. More specifically, the angle at which the
proposed road meets the existing road restricts a right turn
movement onto Reeve Avenue, should this road eventually be opened.
Also, the creation of a four-way intersection is usually avoided
wherever possible, especially since a slight offset may exist.

Dear Mr. Raynor:
The Planning Board reviewed the Yield map dated January 8,
1991, at their last work session. Below please find their
comments.
If the subdivision was designed in accordance with this
map, the Board would require that the 12.5 foot strip of land
contained within Lot 10 be used for the widening of Camp
Mineola Road. This would cause Lot 10 to be an undersized
lot. However, since there is sufficient land area within the
drainage accessway and Lots 11 and 12, to redesign the lots so
that Lot 10 is greater than 40,000 square feet in area, revised
maps will not be required.
This letter should be taken as the Board's acceptance of
the Yield map. Upon submission of sketch maps, the Planning
Board will proceed with their review.

The Planning Board has reviewed the revised yield map which
was faxed to this office on December 18, 1990.
The general concept of the road design is acceptable to the
Board. However, the Board is not in favor of the lot layout,
particularly in respect to the flag lots. The yield map must
be designed in a manner that would be accepted by the Board if
the standard design was being used rather than the cluster
design. In this case, the Board would not accept the flag lots
as designed.
Upon submission of revised maps, the Board will proceed
with their review.

As per your direction, the Planning Board is reviewing the
yield map last dated June 14, 1990, for the above mentioned
subdivision.
The following changes must be made before the Board can
continue with their review:
The documentation you submitted showed that your
client has legal access over only 400 feet of the
easterly right-of-way. Yet neither of the two access
roads shown on the June 14th map is within the 400
feet. The map must be revised accordingly.
The proposed roadway must connect with Camp Mineola
road. The provision of an emergency access only is not
acceptable.
Upon submission of revised yield maps, the Planning Board
will proceed with their review for density purposes.

The Planning Board reviewed the Yield map dated April 27,
1990 for the above mentioned subdivision.
The following items are necessary prior to the Planning
Board accepting the Yield map for the above mentioned
subdivision:
The Yield map must be revised to show all lots 40,000
square feet in area. Lots 13 and 16 must be revised so
they are 40,000 square feet in area, excluding the
area of the accessway. As per Section 100-235 of the
Town Code, the area of the accessway shall not be
included in determining the area of any lot.

Proof of access for the subject parcel over the
easterly right-of-way must be submitted. Authorization
for this road to be improved to Town specifications
must also be submitted.
A property description, including a metes and bounds
description must be submitted.
