Dear Mr. Anderson:
The Board of Town Trustees took the following action during its regular meeting held on
Monday December 20, 2004, regarding the above matter:
/
WHEREAS, Bruce Anderson as agent for JOAN SHANNON applied to the Southold
Town TrL stees for a permit under the provisions of Chapter 97 of the Southold Town
Code, the Wetland Ordinance of the Town of Southold, application dated November 16,
2004, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on December 20, 2004, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
RESOLVED, that the Board of Trustees approve the application of JOAN SHANNON to
construct a new bulkhead (75'+/-) contiguous (within 18") seaward to the existing timber
bulkhead (75'+/-) along the southern property boundary with the conditions of placing
drywells for roof runoff on the existing dwelling, plant beach grass in the eroded areas,
keep all the Baccharis halimifolia shrubs and all as depicted on the plan prepared by
Suffolk Environmental Consulting, Inc. last revised January 4, 2005.
Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)
This is not a determination from any other agency.

At the meeting of the Southold Town Conservation Advisory Council held Tues.,
December 7, 2004, the following recommendation was made:
Moved by Don Wilder, seconded by Nicholas Dickerson, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of JOAN SHANNON to construct a
new bulkhead (75'+/-) contiguous (within 18" seaward) to the existing timber bulkhead
(75'+/-) along the southern property boundary.
Located: 7080 Peconic Bay Blvd., Laurel. SCTM#126-11-7
The CAC recommends Approval with the Condition the bulkhead is replaced in-place
and the existing buffer is maintained.

Applicant proposes to construct a new bulkhead (75.0' + L) contiguous (within t8" seaward) to the existing timber
bulkhead (78.0' + L) along the southern property boundary and Great Peconic Bay. Applicant propneea to perform the
following: (1) Remove the existing pilings (6.0' ~) seaward or the existing timber bulkhead; (2) Drive fiberglass sheathing
(16' H x 18" W x 8" D) seaward of the existing timber bulkhead and attach to existing timber wales (6" x 6'); (3) Attach three (3)
lengths of timber wales (4' ± x 6' ~) across the fiberglass sheathing; and (4) Drive timber pilings (6.0" (b) seaward of fiberglass
sheathing and attach to timber wales at 8,0' :1: intervals.

This Firm represents Ms. Shannon, owner of the above referenced property, who is
seeking to construct a replacement fiberglass bulkhead within 18" seaward of the existing
timber bulkhead thereon. In order to do so, a Wetland Permit fi~om your Board is
required. Enclosed herewith please find a completed Wetland Permit Application.
Application contents are as follows:
(1) Town of Southold Trustees Wetlands Permit Application;
(2) Short Environmental Assessment Form;
(3) Photographs of subject property, indicating the location of the existing and
proposed bulkheads thereon;
(4) Location Map for easy reference (two [21 copies);

Site Plan of the property, prepared by SUFFOLK ENVIRONMENTAL
CONSULTING, INC.,/asr dated November 15, 2004, indicating all existing
and proposed structures thereon, including the proposed replacement
bulkhead (two [2] copies); and
(6) Check made payable to the Town of Southold in the amotmt of $250.00
covering the requisite application fee.
