October 27, 1993 Mr. Charles Woznick Superintendent of Schools Oysterponds School P.O. Box 98 Main Road Orient, NY 11957 RECEIVED OCT, 2 9 1993 Dear Mr. Woznick: Your July 28, 1993 Letter School Speed Zone Request Route 25 @ OysterDonds School Orient As you are aware from the Public Information Center that our design engineers held at your school on July 20, 1993, we are completing design for a reconstruction project on Route 25 from Greenport to Orient Point. We recently complete a speed study on Route 25 in the Orient community and found the 40 mph speed limit was appropriate. In this project we will be constructing a sidewalk on the south side of Route 25 from Village Lane to Tabor Road. With this sidewalk, the present school crossing of Route 25 at Village Lane will be moved eastward to the Tabor Road intersection which coincides with the exit driveway from the Oysterponds School. Along with this we will also establish a school speed zone that will extend for approximately 900 feet on Route 25 and will be 30 mph. Based on conversations you have had with Department engineers, it is our understanding that you are no longer requesting a study of a traffic signal at the Village Lane intersection, since we are relocating the school crossing to the Tabor Lane intersection. Section 1681 (c) of the New York State Vehicle and Traffic Law prohibits the Department from expending "monies for providing, erecting or maintaining traffic-control signals or flashing signals used in connection with regulating traffic upon a highway under the jurisdiction of the Department of Transportation at entrances to Mr. Charles Woznick page 2 October 27, 1993 schools or at entrances to private property." Therefore, your request for blinking caution lights associated with the school crossing can only be considered if the school or its designee apply for a permit to construct and maintain such lights. We are fortunate to have the cooperation of the Town of Southold to allow the relocation of the crossing guard to the new location and the assumption of the maintenance of the sidewalk on the south side of Route 25. Since the school crossing guard is employed by the Southold Town Police Department we are confident the police will monitor the speeds in the area of the school when the project is completed. We share your concerns for the believe these measures will pedestrians in the school zone. safety of your school children and improve safety conditions for Very truly yo_ur~s, Ori~Insl Signed By JAMES O.
