Dear Supervisor Pell:
This is to review the items discussed at the meeting held on April 29,
1981, at the Southold Town Hall between Mr. D. Pagel and representatives
of the Town of Southold. The meeting concerned a "No Parking" restriction
on the south side of Route 25 in front of the First Presbyterian Church
which is opposite the Town Hall.
The state's original restriction extended from the easterly boundary line
of the cemetary to a point approximately 40 feet east of the Church drive-
way for a total distance of approximately 140 feet. Discussions with
Reverend Sime of the First Presbyterian Church has resulted in what should
be a satisfactory solution to both the. town and the church. The parking
restriction will be shortened to a distance of approxt~tely 110 feet (the
restriction is being shortened by 20 feet at the west end and 10 feet on
the east end).
The changes in the posting of the signs will be accomplished by our
Maintenance forces as their work schedule permits.

The above order will be effective upon the installation, modification or removal of the necessary traffic control device (s) required by and
conforming to the State Manual of Uniform Traffic Control Devices.

This action amends this '~o Parking" restriction to begin 64! feet west of
the First Presbyterian Church's driveway (shortens the original restriction
in this direction by 20! feet) and to end 30± feet east of the same drive-

Mr. Donald Pagel of the N.Y.S. Department of Transportation
will be at the Town Hall at 10:00 A.M., Wednesday, April 29,
1981 to meet with Supervisor and Board Members concerning the
No Parking" signs in front of the Presbyterian Church, future
parking restrictions in front the Main Street Market and certain
proposed Area Speed Limits within the Town.
Mr. Pagel requests that Chief Cataldo be present at this meeting.

Dear Sirs:
The Board of Trustees of the First Presbyterian Church of Southold
asked me by official resolution at their last meeting to write you on
their behalf about the park~ug conditions on Route 25 in front of the
church building. In discussi~ this situation with t~ town officials
and the police department on several occasions, we have been told that
they have no control over~R0~t~ 25 since it is a state road~and~have
assured us that they would take the matter up with your department.
Briefly the situation is as follows:
More than 8QO meetings were held on the church premises last year
excluding small committee meetings and othe~unscheduled events. En-
close~ you will find a co~y~'~ofour Rules and Regulations on'the use of
the church building which explicitly state that the~.building is open
to use by the community and co~unity groups, free of charge,..~as, long
as those groups are non-profit organizations serving the good of the
community.
This has been the church policy for many years and among the groups
that meet here regularly are such large groups as the North Fork Chorale,
the Audubon 2ociety, two Civic Associations, two Girl Scout Troops, one
Boy Scout Troop (year round) plus an additional one in the summer, a
community week-day non-profit nursery school run by Southold Playmates,
Inc., a senior citizens choral group, the Southold Historical Society,
Interagency (a clearing house for the various social service organiza-
tions working within the Town of Southold), F~:ily Service League as
~ell as a host of other organizations including official town organiza-
tions when they have conflicts or need additional space for larger
meetings than the Town Hall can accomodate.
On those occasion,s, which occur rarely we are grateful to say, when
the school is on an austerity budget, ma~ of the activities which are not
permitted to be held on the .cHurch premises after the close of the school
day are also transferred to ~he school including such things as choral and
band rehearsals, the drama club and even the S.A.T. and other tests which
~ust be administered fer college entrance.

In addition to the community activities, we have our own church
pro~m which includes a number of children's and youth ~roups as well.
The entrance to the church, as you may know, is also the entrance to the
cemetery which is the largest in Southold and has continuous traffic into
it not only for f~u~erals but also by families visiting the graves of their
loved ones and by visitors who are interested in the cemetery because it
is the oldest such burial ground in the state of New York for English
speaking people.
With the Town P~ll across the street we find ~ucreasingly that cars
and trucks are parked along both sides of Eoute 25 up to and often over the
boundaries of the church driveway. Unfortunately, when cars or trucks are
parked along the southside of the street it is impossible to h~ve clear
vision as one comes out of the driveway and many people are forced to
"nose-out" into the road itself in orSer to get a view of oncoming traffic.
Since the road is narrowed by the width of two parked cars on either side~
there is very little room for oncoming traffic to manuver. The Board of
Trustees is convinced that unless something is done to correct the situa-
tion there is going to be a serious accident.
We therefore respectfully request that the State Highway Department
olace no parking signs from the east end of the Cemetery fence to the
western boundary of the Chemical Bank property. We are s~lso writing the
Town Board and the Zoning Board to request that they enforce the zoning
requirements for business~eetablish~ents which require that adequate off
street parking be provided. We are particularly concerned about the Town
Hall itself ~hich see~s to ~e the worst offender in this regard.
