Dear Mr. Pell:
This is in reply'to your letter of October 7, 1981 requesting the removal
of passing zones along Route 25 in the community of East Marion.
Normal passing maneuvers on two lane highways require that a driver know
the proximity of vehicles which may be approaching from the opposite direc-
tion. Sight distance between opposing vehicles is a critical factor used
in determining the location of passing and no passing zones.
The New York State Manual of Uniform Traffic Control Devices establishes
the criteria for pavement markings and a field inspection along Route 25
indicates the existing markings conform to present standards. We did not
observe any unusual conditions in East Marion that would warrant changes
in the existing pavement markings.
A three year accident history in this area also does not indicate the
presence of accident types that can be attributed to passing maneuvers.
If a traffic problem exists in this area, it is not obvious from accident
experience or roadway geometrics.
If you can provide us with more information regarding the reason for your
request it would be most helpful in determining the extent of the problem
that exists and would also assist in providing insight for corrective
action.
